اتهمت الأمم المتحدة
جماعة الحوثي باختطاف 9 من موظفيها في اليمن، في أحدث حلقة من حملة تصعيد تستهدف كوادر الوكالات الأممية والمنظمات الدولية منذ أواخر أغسطس الماضي، ما يرفع عدد موظفيها المختطفين لدى الحوثي إلى 53 موظفاً.

أنطونيو غوتيريش، بشدة استمرار الاعتقالات التعسفية لموظفي الأمم المتحدة وشركائها، والاستيلاء غير القانوني المستمر على مباني الأمم المتحدة وأصولها في المناطق الخاضعة لسيطرة الحوثيين.
احتجاز 53 موظفًا منذ 2021
وقال المتحدث باسم الأمين العام ستيفان دوجاريك، إن سلطات الأمر الواقع الحوثية احتجزت تسعة موظفين إضافيين من موظفي الأمم المتحدة، ليصل إجمالي عدد موظفي الأمم المتحدة المحتجزين تعسفيًا إلى 53 موظفًا منذ عام 2021.
وأكد في بيان أن هذه الممارسات الحوثية تُعيق قدرة الأمم المتحدة على العمل في
اليمن وتقديم المساعدة الأساسية، معربا عن بالغ قلق الأمين العام إزاء سلامة وأمن موظفي المنظمة الدولية في اليمن.
وحسب البيان، جدد غوتيريش دعوته العاجلة لإطلاق سراح كافة موظفي الأمم المتحدة والمنظمات غير الحكومية ومنظمات المجتمع المدني والبعثات الدبلوماسية فورا وبلا شروط، مؤكدا أن هؤلاء الموظفين يجب أن يحظوا بالاحترام والحماية وفقا لأحكام القانون الدولي.
دعوات أممية
وشدد الأمين العام على ضرورة السماح لموظفي الأمم المتحدة بأداء مهماتهم بشكل مستقل دون عوائق، مؤكدا أن مقرات وممتلكات المنظمة الدولية تتمتع بالحصانة ويجب حمايتها في جميع الأوقات، تماشيا مع ميثاق الأمم المتحدة واتفاقية امتيازاتها وحصاناتها.
وأفاد البيان بأن
الأمم المتحدة ستواصل العمل دون كلل عبر جميع القنوات المتاحة لضمان الإطلاق الفوري والآمن لجميع الموظفين المحتجزين تعسفيا، واستعادة مكاتب وكالات الأمم المتحدة وممتلكاتها.
وفي أغسطس الماضي، أعلنت الأمم المتحدة أن الحوثيين الذين شنّوا حملة قمع بعد مقتل رئيس وزرائهم في ضربات إسرائيلية اعتقلوا ما لا يقلّ عن 11 من موظفيها. ونقلت الأمم المتحدة رسميا مقرّ منسّقها لشؤون المساعدات الإنسانية في اليمن من العاصمة صنعاء التي يسيطر عليها المتمردون، إلى العاصمة المؤقتة عدن.
The United Nations has accused the
Houthi group of kidnapping 9 of its employees in Yemen, in the latest episode of an escalation campaign targeting personnel from UN agencies and international organizations since late August, raising the number of its employees kidnapped by the Houthis to 53.
The UN Secretary-General
Antonio Guterres strongly condemned the continued arbitrary arrests of UN staff and their partners, as well as the ongoing illegal seizure of UN buildings and assets in areas controlled by the Houthis.
53 Employees Detained Since 2021
The spokesperson for the Secretary-General, Stéphane Dujarric, stated that the Houthi de facto authorities have detained nine additional UN staff members, bringing the total number of UN employees arbitrarily held to 53 since 2021.
He confirmed in a statement that these Houthi practices hinder the UN's ability to operate in
Yemen and provide essential assistance, expressing the Secretary-General's deep concern for the safety and security of the international organization's staff in Yemen.
According to the statement, Guterres renewed his urgent call for the immediate and unconditional release of all UN staff, NGOs, civil society organizations, and diplomatic missions, emphasizing that these employees must be respected and protected in accordance with international law.
UN Calls
The Secretary-General stressed the necessity of allowing UN staff to carry out their missions independently and without obstruction, affirming that the premises and properties of the international organization enjoy immunity and must be protected at all times, in line with the UN Charter and the Convention on its Privileges and Immunities.
The statement indicated that the
United Nations will continue to work tirelessly through all available channels to ensure the immediate and safe release of all arbitrarily detained staff and the restoration of UN agency offices and properties.
Last August, the UN announced that the Houthis, who launched a crackdown following the killing of their Prime Minister in Israeli strikes, had detained at least 11 of its employees. The UN officially relocated its humanitarian coordinator's office in Yemen from the rebel-controlled capital, Sana'a, to the temporary capital, Aden.
