كشفت مصادر يمنية اليوم (الإثنين)، حملة اختطافات واسعة نفذتها جماعة الحوثي بحق موظفين أمميين في صنعاء وصعدة، موضحة أن من بين المختطفين المسؤول قسم الشؤون الإدارية في مكتب برنامج الأغذية العالمية في صعدة رمزي عبدالقوي صالح الفاردي.
نهب منازل المختطفين
وأوضحت المصادر أن مسلحين حوثيين بينهم خلية نسائية اقتحمت منزل الفاردي في منطقة أرتل جنوب صنعاء وعبثت به لأكثر من 6 ساعات أمس (الأحد)، واقتادته إلى جهة مجهولة، وصادرت مقتنيات شخصية من منزله، مبينة أن مجموعة مسلحة أخرى بينهم نساء اقتحموا منزل الموظف في مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية اليمني غسان رشدي في صنعاء واختطفته.
وتعليقاً على حملة الأختطافات الحوثية، أكد وزير الإعلام والثقافة والسياحة اليمني معمر الإرياني أن ما يتعرض له الموظفون الإنسانيون، وبالأخص اليمنيون منهم، بات نهجاً ممنهجاً يعكس استخفاف الحوثي بالقانون الدولي الإنساني، وسعيه لفرض وصايته على العمل الإنساني وتحويله إلى أداة للابتزاز والضغط السياسي.
تقاعس المجتمع الدولي
وقال الإرياني: هذه الانتهاكات نتيجة مباشرة لتقاعس الأمم المتحدة عن اتخاذ مواقف حازمة ورادعة، وإصرارها خلال الفترة الماضية على إبقاء موظفيها في مناطق يسيطر عليها الحوثي رغم خطف عدد منهم، وعلمها بالمخاطر التي تهدد حياتهم وسلامتهم.
وطالب الإرياني الأمم الأمم المتحدة بالإقرار أن الحوثي لا يفهم إلا لغة الحزم والقوة، وأن استمرار الصمت الأممي والتبرير السياسي يشكل غطاءً للجرائم الحوثية، ويقوض هيبة المنظمة الدولية ومصداقيتها، مشدداً على ضرورة تحرك الأمم المتحدة ووكالاتها العاجل لنقل جميع مكاتبها وموظفيها فوراً إلى العاصمة المؤقتة عدن، وعدم ترك أي موظف ـ وخصوصاً اليمنيين منهم- في مناطق سيطرة الحوثي التي أصبحت بيئة غير آمنة وعدائية لعمل المنظمات الدولية.
معاقبة الحوثي
وشدد الإرياني على ضرورة تجاوز المجتمع الدولي وخصوصاً دول الاتحاد الأوروبي ومنظمات حقوق الإنسان مربع الصمت والقيام بواجبها القانوني والأخلاقي في إدانة هذه الجرائم، وتشكيل لجنة تحقيق دولية مستقلة لتوثيق الانتهاكات الحوثية الممنهجة بحق موظفي المنظمات الدولية والسفارات الأجنبية، ومحاسبة المتورطين فيها من قيادات الحوثي، وفرض العقوبات اللازمة عليهم بصفتهم منتهكين للقانون الدولي الإنساني، والضغط من أجل الإفراج الفوري عن كامل المختطفين.
Yemeni sources revealed today (Monday) a wide campaign of abductions carried out by the Houthi group against UN employees in Sana'a and Saada, indicating that among the abductees is Ramzi Abdulqawi Saleh Al-Fardi, the head of the administrative affairs department at the World Food Program office in Saada.
Looting of the Abductees' Homes
The sources clarified that Houthi gunmen, including a female cell, stormed Al-Fardi's home in the Artal area south of Sana'a and ransacked it for more than 6 hours yesterday (Sunday), taking him to an unknown location and confiscating personal belongings from his home. It was noted that another armed group, including women, stormed the home of Ghassan Rushdi, an employee at the UN Office for the Coordination of Humanitarian Affairs in Yemen, and abducted him.
Commenting on the Houthi abduction campaign, Yemeni Minister of Information, Culture, and Tourism Muammar Al-Eryani confirmed that what humanitarian employees, especially Yemenis, are facing has become a systematic approach that reflects the Houthis' disregard for international humanitarian law and their attempt to impose their guardianship over humanitarian work, turning it into a tool for extortion and political pressure.
International Community's Inaction
Al-Eryani stated that these violations are a direct result of the United Nations' failure to take firm and deterrent positions and its insistence in the past period on keeping its employees in areas controlled by the Houthis despite the abduction of several of them, and its awareness of the dangers threatening their lives and safety.
Al-Eryani called on the United Nations to acknowledge that the Houthis only understand the language of firmness and strength, and that the continued UN silence and political justification provide cover for Houthi crimes, undermining the credibility and stature of the international organization. He emphasized the necessity for the UN and its agencies to urgently move all their offices and employees immediately to the temporary capital, Aden, and not to leave any employee—especially Yemenis—in Houthi-controlled areas, which have become an unsafe and hostile environment for the work of international organizations.
Sanctioning the Houthis
Al-Eryani stressed the need for the international community, especially EU countries and human rights organizations, to move beyond the silence and fulfill their legal and moral duty to condemn these crimes, to form an independent international investigation committee to document the systematic Houthi violations against employees of international organizations and foreign embassies, to hold those involved among Houthi leaders accountable, and to impose necessary sanctions on them as violators of international humanitarian law, and to pressure for the immediate release of all abductees.
