أكد الرئيس الفرنسي إيمانويل ماكرون، اليوم (الأربعاء)، أن تحقيق فرنسا في انتهاك مشتبه به لناقلة النفط «بوراكاي»، التي يُعتقد أنها جزء من «أسطول الظل» المرتبط بتجارة النفط الروسي، خطوة «إيجابية».
ناقلة نفط مشبوهة
وترسو السفينة حاليا قبالة مدينة سان نازير الغربية، لكن السلطات الفرنسية لم تكشف تفاصيل إضافية.
وأفاد مكتب المدعي العام في بريست، أمس (الثلاثاء)، أن التحقيق بدأ بسبب فشل طاقم السفينة في تقديم إثبات الجنسية وعدم امتثالهم للأوامر، دون تقديم مزيد من المعلومات.

1000 سفينة
وخلال حديثه في قمة قادة الاتحاد الأوروبي في الدنمارك، قال ماكرون إن التقديرات تشير إلى أن «أسطول الظل» الروسي نحو 600 إلى 1000 سفينة.
وعادة ما تتميز سفن هذا الأسطول بملكية غامضة وتأمين غير واضح، وغالبا ما يزيد عمرها على 20 عاما، فيما تخضع ناقلة «بوراكاي» لعقوبات بريطانية وأوروبية بسبب ارتباطها بروسيا، وقد احتجزتها السلطات الإستونية في وقت سابق هذا العام لإبحارها دون علم وطني صالح.
ووفقا لبيانات «مارين ترافيك»، غادرت السفينة، التي بُنيت عام 2007، ميناء بريمورسك الروسي في 20 سبتمبر، وأبحرت عبر بحر البلطيق، متجاوزة الدنمارك، ثم دخلت بحر الشمال وعبرت قناة المانش.
وأظهرت بيانات تتبع السفن أن سفينة حربية فرنسية رافقت «بوراكاي» بعد أن تجاوزت الطرف الشمالي الغربي لفرنسا، قبل أن تغير مسارها وتتجه شرقا نحو الساحل الفرنسي.
الكرملين ينفي
ولم تستجب البحرية الفرنسية ومكتب المدعي العام في بريست وغيرها من السلطات البحرية لطلبات التعليق يوم الأربعاء.
من جانبه، قال الكرملين إنه لا يملك معلومات عن السفينة، لكن المتحدث باسمه دميتري بيسكوف أشار إلى أن الجيش الروسي قد يضطر أحيانا لاتخاذ إجراءات لـ«استعادة النظام» ردا على ما وصفه بـ«الأعمال الاستفزازية» من دول أجنبية.

The public prosecutor's office in Brest reported yesterday (Tuesday) that the investigation began due to the crew's failure to provide proof of nationality and their non-compliance with orders, without providing additional information.

1000 Ships
During his speech at the EU Leaders Summit in Denmark, Macron stated that estimates suggest the Russian "shadow fleet" consists of about 600 to 1000 ships.
Ships in this fleet are typically characterized by ambiguous ownership and unclear insurance, often being over 20 years old. The "Boracay" tanker is subject to British and European sanctions due to its ties to Russia, and it was previously detained by Estonian authorities earlier this year for sailing without a valid national flag.
According to "Marine Traffic" data, the ship, built in 2007, left the Russian port of Primorsk on September 20, sailed through the Baltic Sea, bypassed Denmark, then entered the North Sea and crossed the English Channel.
Tracking data showed that a French warship escorted the "Boracay" after it passed the northwestern tip of France, before changing course and heading east towards the French coast.
Kremlin Denies
The French Navy, the public prosecutor's office in Brest, and other maritime authorities did not respond to requests for comment on Wednesday.
For its part, the Kremlin stated that it has no information about the ship, but its spokesperson Dmitry Peskov indicated that the Russian military may sometimes have to take actions to "restore order" in response to what he described as "provocative actions" from foreign countries.
