في ضربة جديدة لمكافحة جرائم الاحتيال الإلكتروني، تمكنت هيئة الرقابة الإدارية المصرية، من ضبط تشكيل إجرامي مكوّن من 19 شخصاً تخصص في إنشاء وإدارة مواقع إلكترونية وحسابات مزيفة تحاكي المنصة الرسمية لمبادرة الفحص الطبي للمقبلين على الزواج، واستغلال المواطنين بإصدار شهادات فحص طبي مزورة مقابل مبالغ مالية، قبل أن تنجح الأجهزة المختصة في تفكيك الشبكة والتحفظ على أموال وممتلكات تقدر قيمتها بنحو 26 مليون جنيه.
وقالت الهيئة، في بيان رسمي، اليوم (الثلاثاء) إن الضبطية جاءت في إطار جهود الدولة لحماية المواطنين من جرائم الاحتيال الإلكتروني، والحفاظ على الثقة العامة وسلامة أداء الوظيفة العامة، وبالتزامن مع متابعة نتائج مبادرة الفحص الطبي للمقبلين على الزواج التي أطلقها رئيس الجمهورية عبد الفتاح السيسي، بهدف تقديم خدمات الفحص الطبي، والاكتشاف المبكر لعوامل الخطورة، والحد من نسب الطلاق الناتجة عن عدم معرفة أحد الزوجين بالحالة الصحية للطرف الآخر.
مواقع إلكترونية مزيفة لخداع المواطنين
وأوضحت الهيئة أن إدارة مكافحة الجرائم السيبرانية رصدت موقعاً إلكترونياً وعدداً من الحسابات على مواقع التواصل الاجتماعي تنتحل الهوية الرسمية للمبادرة، حيث كانت تستهدف المواطنين الراغبين في إجراء الفحوصات الطبية اللازمة قبل الزواج.
وأضافت أنه، وبالتنسيق مع مسؤولي وزارة الصحة، تم تتبع تلك المواقع والحسابات، ليتبين أنها تُدار بواسطة تشكيل إجرامي مكوّن من 19 متهماً، قاموا باستدراج المواطنين، وتحصيل رسوم الفحص منهم، ثم إصدار شهادات فحص طبي مزورة منسوبة للجهات الرسمية.
ضبط مستندات مزورة وأختام وأجهزة إلكترونية
وعقب عرض نتائج التحريات على النيابة العامة، أصدرت قراراً بضبط المتهمين وتفتيش الأماكن المستخدمة في إدارة نشاطهم الإجرامي.
وأسفرت المداهمات عن ضبط مستندات مزورة منسوب صدورها إلى وزارة الصحة، إلى جانب أختام مقلدة منسوبة لجهات حكومية وخاصة، فضلاً عن أجهزة إلكترونية وطابعات استخدمت في تزوير الشهادات وإدارة المواقع الإلكترونية الوهمية.
كما عثرت القوات على مبالغ مالية، إضافة إلى عقود شراء عقارات تبين أنها جرى تمويلها من العائدات المتحصلة من النشاط الإجرامي، وتقدر قيمتها الإجمالية بنحو 26 مليون جنيه.
تحذير من المنصات الوهمية
وجددت هيئة الرقابة الإدارية دعوتها للمواطنين إلى ضرورة توخي الحذر عند التعامل مع الخدمات الإلكترونية، والتأكد من استخدام المنصات الرسمية المعتمدة فقط، وعدم الانسياق وراء الإعلانات أو الروابط المضللة التي تنتحل صفة الجهات الحكومية.
كما شددت الهيئة على أهمية سرعة الإبلاغ عن أي محاولات احتيال إلكتروني أو مواقع مشبوهة، بما يسهم في حماية المواطنين ومواجهة الجرائم الرقمية والحفاظ على أمن المعلومات والثقة في الخدمات الحكومية الإلكترونية.
In a new blow to combat electronic fraud, the Egyptian Administrative Control Authority managed to apprehend a criminal gang consisting of 19 individuals who specialized in creating and managing fake websites and accounts that mimic the official platform of the medical examination initiative for those intending to marry. They exploited citizens by issuing counterfeit medical examination certificates in exchange for financial amounts, before the relevant authorities succeeded in dismantling the network and seizing funds and properties estimated at around 26 million Egyptian pounds.
The authority stated in an official statement today (Tuesday) that the seizure came as part of the state's efforts to protect citizens from electronic fraud crimes, maintain public trust, and ensure the integrity of public service performance, coinciding with monitoring the results of the medical examination initiative for those intending to marry, which was launched by President Abdel Fattah El-Sisi, aimed at providing medical examination services, early detection of risk factors, and reducing divorce rates resulting from one spouse's lack of knowledge about the other’s health condition.
Fake Websites to Deceive Citizens
The authority clarified that the Cybercrime Combat Department monitored a website and several accounts on social media that impersonated the official identity of the initiative, targeting citizens wishing to undergo necessary medical examinations before marriage.
It added that, in coordination with officials from the Ministry of Health, these websites and accounts were tracked, revealing that they were managed by a criminal gang consisting of 19 suspects who lured citizens, collected examination fees from them, and then issued counterfeit medical examination certificates attributed to official entities.
Seizure of Counterfeit Documents, Stamps, and Electronic Devices
After presenting the investigation results to the Public Prosecution, a decision was issued to apprehend the suspects and search the locations used to manage their criminal activities.
The raids resulted in the seizure of counterfeit documents purportedly issued by the Ministry of Health, in addition to counterfeit stamps attributed to government and private entities, as well as electronic devices and printers used in forging certificates and managing fake websites.
The forces also found cash amounts, in addition to property purchase contracts that were financed by the proceeds obtained from the criminal activity, with a total estimated value of around 26 million Egyptian pounds.
Warning Against Fake Platforms
The Administrative Control Authority renewed its call to citizens to exercise caution when dealing with electronic services, ensuring that they only use officially approved platforms, and not to be swayed by misleading advertisements or links that impersonate government entities.
The authority also emphasized the importance of promptly reporting any attempts of electronic fraud or suspicious websites, which contributes to protecting citizens, combating digital crimes, and maintaining information security and trust in electronic government services.
