في خطوة مفاجئة وغير مسبوقة، أصدر رئيس بلدية بدنايل في قضاء الكورة شمالي لبنان صلاح الدين الأيوبي قراراً يحظر صياح الديوك وتربيتها داخل نطاق البلدة، في قرار أثار موجة جدل واسعة في لبنان خصوصاً على منصات التواصل الاجتماعي بالبلاد.
وأعلن رئيس البلدية، المنتخب حديثاً، في بيان رسمي، أن القرار جزء من جهوده لتحسين جودة الحياة في بدنايل، مشيراً إلى أن صياح الديوك يتسبب في إزعاج السكان، خصوصاً في ساعات الصباح الباكر، ويفرض القرار حظراً شاملاً على تربية الديوك في الأحياء السكنية ببدنايل، معتبراً أن صياحها يُسبب اضطراباً للراحة العامة.
ووفقاً للبيان الذي نشرته البلدية فإنه لم يحدد العقوبات الدقيقة للمخالفين، لكنه أنذر باتخاذ «الإجراءات القانونية»، ما أثار تساؤلات حول كيفية تنفيذ هذا القرار في بلدة ريفية تعتمد جزئياً على تربية الدواجن كمصدر للرزق.
ولاقى القرار ردود فعل متباينة، حيث رحّب به البعض كخطوة لتحسين جودة الحياة في البلدة، بينما اعتبره آخرون غير عملي ومناهضاً للطبيعة الريفية لبدنايل. وانتشرت على منصة «إكس» تعليقات ساخرة، منها: «بدنايل تحظر الديوك.. والبيض مين بيأمنه؟»، فيما دافع آخرون عن القرار، مشيرين إلى أهمية الهدوء للأهالي.
وتشتهر بدنايل، وهي بلدة ريفية في قضاء الكورة بمحافظة الشمال، بزراعة الزيتون، والحياة الهادئة، ويعتمد العديد من سكانها على تربية الدواجن، بما في ذلك الديوك، لإنتاج البيض أو كمصدر غذائي.
وفي ظل الأزمة الاقتصادية التي يمر بها لبنان منذ 2019 تُعد مثل هذه الأنشطة مصدر دخل حيوياً للأسر، وتعد قرارات البلدية غير التقليدية ليست جديدة في لبنان، حيث سبق أن شهدت مناطق أخرى قرارات مثل تقييد التدخين أو السهر، لكن حظر تربية الديوك يُعد استثنائياً بسبب ارتباطه بالتقاليد الريفية.
