أُمر عامل سابق في البيت الأبيض كان يتولى تشغيل جهاز التلقين خلال خطابات الرئيس الأمريكي دونالد ترمب بدفع أكثر من 172 ألف دولار، بعدما استغل معلومات داخلية حصل عليها بحكم عمله للمراهنة على مضمون خطابات الرئيس.
وذكرت هيئة الإذاعة البريطانية «بي بي سي» أن جابرييل بيريز أجرى سلسلة من عمليات التداول على منصة «كالشي» خلال الفترة بين ديسمبر 2025 وفبراير 2026، مستخدماً معلومات مسبقة بشأن ما سيقوله ترمب في خطاباته.
وأعلنت هيئة تداول السلع الآجلة الأمريكية، الجمعة، التوصل إلى تسوية مع بيريز، تقضي بتنازله عن 107,539.02 دولار تمثل الأرباح التي حققها من تلك التداولات، إلى جانب دفع غرامة مدنية بقيمة 65 ألف دولار، ليصل إجمالي المبلغ إلى أكثر من 172 ألف دولار.
كما قررت الهيئة منع بيريز من التداول لمدة 3 سنوات، معتبرة أن ما قام به يمثل استغلالاً لمعلومات حصل عليها بحكم موقعه الوظيفي.
وقالت هيئة تداول السلع الآجلة إن بيريز «استغل» معرفته المسبقة بمضمون خطابات ترمب للمراهنة على ما سيقوله الرئيس، في انتهاك لما وصفته بـ«واجب الأمانة والثقة» المرتبط بوظيفته.
وتتيح منصة «كالشي» للمستخدمين التداول في عقود مرتبطة بنتائج أحداث واقعية، بما في ذلك بعض الأحداث السياسية والاقتصادية، حيث يمكن للمشاركين تحقيق أرباح إذا جاءت النتيجة وفق توقعاتهم.
وأوضحت الهيئة أن قيمة الغرامة المدنية خُفضت بسبب ما وصفته بـ«تعاون بيريز المثالي» مع التحقيق، في إطار التسوية التي أنهت القضية.
وكان بيريز يعمل في البيت الأبيض ضمن الفريق المسؤول عن تشغيل جهاز التلقين الذي يستخدمه الرئيس أثناء إلقاء خطاباته، وهو موقع يتيح للعامل الاطلاع مسبقاً على النصوص أو أجزاء منها، وبالتالي معرفة بعض المعلومات التي لم تكن متاحة للجمهور بعد.
وفي يوليو الماضي، قالت المتحدثة باسم البيت الأبيض آنذاك كارولين ليفيت إن بيريز كان في إجازة غير مدفوعة الأجر، وإنه لن يعود إلى منصبه. ولم يصدر البيت الأبيض تعليقاً على التسوية الأخيرة حتى الآن.
ولا تتعلق القضية بمجرد توقع ما سيقوله الرئيس، وإنما باستخدام معلومات غير عامة حصل عليها المتداول بحكم وظيفته لتحقيق مكاسب مالية، وهو ما دفع الجهة التنظيمية إلى اعتبار التداولات مخالفة للواجبات التي كان ملتزماً بها.
A former White House staffer who operated the teleprompter during speeches by U.S. President Donald Trump has been ordered to pay more than $172,000 after exploiting insider information he obtained through his job to bet on the content of the president's speeches.
The BBC reported that Gabriel Perez conducted a series of trades on the Kalshi platform between December 2025 and February 2026, using prior knowledge about what Trump would say in his speeches.
The U.S. Commodity Futures Trading Commission announced on Friday that it reached a settlement with Perez, requiring him to forfeit $107,539.02, which represents the profits he made from those trades, along with paying a civil penalty of $65,000, bringing the total amount to over $172,000.
The commission also decided to ban Perez from trading for three years, considering that his actions constituted an exploitation of information he obtained due to his job position.
The Commodity Futures Trading Commission stated that Perez "exploited" his prior knowledge of the content of Trump's speeches to bet on what the president would say, in violation of what it described as the "duty of honesty and trust" associated with his position.
The Kalshi platform allows users to trade contracts linked to the outcomes of real-world events, including some political and economic events, where participants can make profits if the outcome aligns with their predictions.
The commission explained that the civil penalty was reduced due to what it described as Perez's "exemplary cooperation" with the investigation, as part of the settlement that resolved the case.
Perez worked in the White House as part of the team responsible for operating the teleprompter used by the president during his speeches, a position that allowed the staffer to preview the texts or parts of them, thereby gaining access to some information that was not yet available to the public.
Last July, then-White House spokesperson Caroline Levitt stated that Perez was on unpaid leave and would not return to his position. The White House has not commented on the recent settlement yet.
This case is not merely about predicting what the president will say, but rather about using non-public information obtained by the trader due to his job to achieve financial gains, which led the regulatory body to consider the trades a violation of the duties he was obligated to uphold.
