وقّعت الولايات المتحدة وإيران أمس (الأربعاء) إلكترونياً على مذكرة تفاهم لإنهاء الحرب وإعادة فتح مضيق هرمز في خطوة لإنهاء حرب استمرة أربعة أشهر، قتل خلالها عدد من القيادات الإيرانية يتقدمهم المرشد الإيراني علي خامنئي.
ونقل موقع «أكسيوس» عن مسؤولين أمريكيين قولهم إن الولايات المتحدة وإيران وقّعتا إلكترونياً مذكرة التفاهم لإنهاء الحرب وإعادة فتح مضيق هرمز، مؤكدين أن الاتفاق دخل حيز التنفيذ.
وقال مسؤول أمريكي للموقع إن الرئيس دونالد ترمب وقّع شخصياً على المذكرة، موضحاً أن التوقيع كان مقرراً في الأصل خلال مراسم تُعقد في سويسرا يوم الجمعة، إلا أن مصدراً دبلوماسياً من إحدى الدول الوسيطة ومصدراً آخر أشارا إلى وجود مناقشات لتسريع موعد التوقيع وبدء تنفيذ الاتفاق قبل ذلك.
وبحسب المصدر الدبلوماسي، هدفت المناقشات إلى التعجيل بإعادة فتح مضيق هرمز قبل يوم الجمعة، في ظل توافق الطرفين على هذه المسألة.
وذكر الموقع أن نسخة من الاتفاق الموقّع أُرسلت إلى الإيرانيين والدول الوسيطة.
في المقابل، قال المتحدث باسم الخارجية الإيرانية، إسماعيل قآني، إنه تم رسمياً توقيع نص مذكرة التفاهم من قبل رئيسَي أمريكا وإيران.
وأوضح قآني أن مذكرة التفاهم تنص على احترام وحدة أراضي لبنان وسيادته، مشدداً بالقول: «توقيعنا على الاتفاق في هذه المرحلة لا يعني أننا نسينا الماضي أو الدروس التي تعلمناها بثمن باهظ».
ولفت إلى أن «تنفيذ الاتفاقات الدولية أصعب من صياغتها، ولا سيما عندما يتعلق الأمر بأطراف لا تلتزم بتعهداتها»، مضيفاً: «علينا مراقبة التزام الطرف المقابل بتنفيذ الاتفاق».
وأشار إلى أنه «تم التأكيد في نص المذكرة على أننا سنتفاوض حصراً بشأن الملف النووي ورفع العقوبات»، مضيفاً: «سنجري خلال 60 يوماً مفاوضات بشأن الملف النووي والعقوبات، وإذا دعت الحاجة فسيتم تمديدها».
وكان مسؤول أمريكي قد نشر مذكرة التفاهم بين أمريكا وإيران المكوّنة من 14 بنداً، في صفحة ونصف الصفحة.

A U.S. official told the site that President Donald Trump personally signed the memorandum, explaining that the signing was originally scheduled to take place during a ceremony in Switzerland on Friday, but a diplomatic source from one of the intermediary countries and another source indicated that discussions were underway to expedite the signing date and begin implementing the agreement sooner.
According to the diplomatic source, the discussions aimed to hasten the reopening of the Strait of Hormuz before Friday, as both parties agreed on this matter.
The site mentioned that a copy of the signed agreement was sent to the Iranians and the intermediary countries.
In contrast, Iranian Foreign Ministry spokesman Ismail Qaani stated that the text of the memorandum of understanding was officially signed by the presidents of the United States and Iran.
Qaani clarified that the memorandum of understanding stipulates respect for Lebanon's territorial integrity and sovereignty, emphasizing: "Our signing of the agreement at this stage does not mean that we have forgotten the past or the lessons we learned at a heavy price."
He pointed out that "implementing international agreements is harder than drafting them, especially when it comes to parties that do not adhere to their commitments," adding: "We must monitor the other party's commitment to implementing the agreement."
He noted that "it was emphasized in the text of the memorandum that we will negotiate exclusively on the nuclear file and the lifting of sanctions," adding: "We will conduct negotiations on the nuclear file and sanctions within 60 days, and if necessary, they will be extended."
A U.S. official had published the memorandum of understanding between the U.S. and Iran, which consists of 14 points, on one and a half pages.
