تفاقمت الأزمة الدبلوماسية بين جنوب أفريقيا وإسرائيل على خلفية حرب التقتيل والإبادة الإسرائيلية على قطاع غزة، وأعلنت وزارة الخارجية في جنوب أفريقيا، اليوم الجمعة، القائم بالأعمال الإسرائيلي أرئيل سيدمان شخصاً غير مرغوب فيه، وأمهلته 72 ساعة لمغادرة البلاد؛ بسبب «انتهاكات متكررة للأعراف الدبلوماسية».
وردت إسرائيل بأن كبير ممثلي جنوب أفريقيا الدبلوماسيين في تل أبيب الوزير شون إدوارد باينفيلدت، أصبح «شخصاً غير مرغوب فيه»، وطلبت منه مغادرة البلاد خلال 72 ساعة، معتبرة خطوة جنوب أفريقيا «هجوماً مغرضاً على إسرائيل في الساحة الدولية»، وفق قولها.
وأكدت وزارة الخارجية الإسرائيلية أنها ستنظر في اتخاذ خطوات إضافية في الوقت المناسب.
وكانت جنوب أفريقيا أكدت مراراً أن الهجوم الجوي والبري الإسرائيلي يستهدف تدمير سكان غزة.
يأتي هذا التصعيد في سياق سلسلة من الانتهاكات الدبلوماسية، التي رأت فيها جنوب أفريقيا تحدياً مباشراً لسيادتها، في حين اعتبرت إسرائيل الخطوة بمثابة رد فعل على ما وصفته بـ«الهجمات المغرضة» ضدها على الساحة الدولية.
يذكر أن اعتبار دولة أحدهم «شخصاً غير مرغوب به»، عبارة عن إجراء دبلوماسي رسمي تستخدمه الدول عندما تقرر رفض وجود دبلوماسي أجنبي على أراضيها.
ولا يحتاج القرار إلى تبرير من الدولة المضيفة، بحسب اتفاقية فيينا للعلاقات الدبلوماسية، بل يُستخدم الإجراء، عند وجود خلاف دبلوماسي حاد، أو تصريحات أو أنشطة تُعتبر استفزازية، أو رغبة بتوجيه رسالة سياسية قوية إلى دولة أخرى.
وتدهورت العلاقة بين الحكومتين منذ أن رفعت بريتوريا في أواخر عام 2023 شكوى ضد إسرائيل أمام محكمة العدل الدولية، متهمة إياها بـ«ارتكاب إبادة جماعية» في غزة.
The diplomatic crisis between South Africa and Israel has escalated against the backdrop of the Israeli war of slaughter and extermination in the Gaza Strip. The South African Ministry of Foreign Affairs announced today, Friday, that the Israeli chargé d'affaires, Ariel Sideman, is a persona non grata and has given him 72 hours to leave the country due to "repeated violations of diplomatic norms."
Israel responded by declaring that the senior South African diplomat in Tel Aviv, Minister Sean Edward Pienaar, has also become a "persona non grata," and requested that he leave the country within 72 hours, considering South Africa's move as "a malicious attack on Israel in the international arena," according to their statement.
The Israeli Ministry of Foreign Affairs confirmed that it will consider taking additional steps in due course.
South Africa has repeatedly affirmed that the Israeli air and ground assault aims to destroy the population of Gaza.
This escalation comes in the context of a series of diplomatic violations, which South Africa sees as a direct challenge to its sovereignty, while Israel considers the move a reaction to what it describes as "malicious attacks" against it on the international stage.
It is worth noting that designating a foreign diplomat as a "persona non grata" is an official diplomatic procedure used by countries when they decide to refuse the presence of a foreign diplomat on their territory.
The decision does not require justification from the host country, according to the Vienna Convention on Diplomatic Relations, and is used in cases of serious diplomatic disputes, or statements or activities considered provocative, or a desire to send a strong political message to another country.
The relationship between the two governments has deteriorated since Pretoria filed a complaint against Israel before the International Court of Justice in late 2023, accusing it of "committing genocide" in Gaza.
