فيما لا تزال مفاوضات إنهاء حرب أوكرانيا، تراوح مكانها، كشف نائب الرئيس الأمريكي جي دي فانس، أن أبرز العقبات في طريق التفاوض، تشمل السيطرة على منطقة دونيتسك، إدارة المنشآت النووية مثل زابوريجيا، وحقوق السكان من الروس والأوكرانيين في الأراضي المتنازع عليها.
عقبة كبيرة أمام المفاوضات
وقال خلال مقابلة مع موقع unherd الأمريكي، إن «الروس يسعون حقاً للسيطرة على منطقة دونيتسك، بينما يرى الأوكرانيون، بشكل منطقي، أن ذلك يمثل تهديداً أمنياً كبيراً»، مضيفاً: «رغم اعتراف الأوكرانيين ضمنياً بأن فقدان دونيتسك قد يحدث في النهاية، سواء بعد 12 شهراً أو أكثر، إلا أن هذا التنازل الإقليمي يشكل عقبة كبيرة في المفاوضات».
وكشف أن هناك قضايا أخرى، أقل تعقيداً، على حد وصفه، «مثل مسألة السيطرة على منشأة زابوريجيا النووية، وهل يمكن أن تكون تحت إدارة مشتركة أم سيطرة جهة واحدة فقط، إضافة إلى ذلك، تتعلق التحديات بحقوق السكان، سواء الروس العرقيين المقيمين في أوكرانيا، أو الأوكرانيين العرقيين الموجودين في روسيا، وكذلك الأوكرانيين الذين يعيشون حالياً في الأراضي التي تحتلها روسيا ويرغبون بالعودة إلى أوكرانيا».
احتمال إحراز تقدم
وشدد دي فانس على أن الروس أشاروا خلال محادثات ميامي، إلى ضرورة إيجاد آليات لتسهيل ضمان حقوق السكان الروس في شرق أوكرانيا، وقال إنه «رغم تعقيد هذه القضايا، بدأت الأطراف في الكشف عن مواقفها الحقيقية، ما يمهد الطريق لاحتمالية إحراز تقدم مستقبلاً».
ووصف المبعوثون الأمريكيون والأوكرانيون، محادثات ميامي بأنها كانت «مثمرة وبنّاءة»، دون الإعلان عن أي اختراق واضح في الجهود المبذولة لإنهاء حرب أوكرانيا.
وتحدث المبعوث الأمريكي ستيف ويتكوف، والمفاوض الأوكراني رستم عمروف، أمس الأحد، عن عقد اجتماع منفصل بصيغة «أمريكية-أوكرانية»، جرى خلاله التركيز على «4 ملفات رئيسية، هي: مواصلة تطوير خطة من 20 نقطة، تنسيق المواقف بشأن إطار ضمانات أمنية متعددة الأطراف، تنسيق المواقف بشأن إطار ضمانات أمنية أمريكية لأوكرانيا، ومواصلة تطوير خطة اقتصادية وخطة للازدهار».
وأضاف ويتكوف: أولويتنا المشتركة هي وقف القتل، وضمان الأمن، وتهيئة الظروف لتعافي أوكرانيا واستقرارها وازدهارها طويل الأمد. يجب أن يكون السلام ليس مجرد وقف للأعمال العدائية، بل يكون أساساً كريماً لمستقبل مستقر.
تقدم ميداني روسي
ميدانياً، أعلنت القوات الأوكرانية، اليوم الاثنين، تصديها لمحاولة تقدم روسية في منطقة سومي، بعد تقارير أفادت بأن موسكو قامت بنقل نحو 50 شخصاً بالقوة من قرية حدودية هناك.
وقالت القوات الأوكرانية إن القتال مستمر حالياً في قرية جراوبوفسكي، مضيفة أن القوات تبذل جهوداً لدفع المحتلين مرة أخرى إلى الأراضي الروسية. ونفت تقارير إعلامية زعمت وجود قوات روسية في القرية المجاورة ريسني.
While negotiations to end the Ukraine war remain stagnant, U.S. Vice President JD Vance revealed that the main obstacles in the negotiation process include control over the Donetsk region, management of nuclear facilities such as Zaporizhzhia, and the rights of the Russian and Ukrainian populations in the disputed territories.
A Major Obstacle to Negotiations
During an interview with the American website unherd, he stated, “The Russians are truly seeking to control the Donetsk region, while the Ukrainians reasonably see this as a significant security threat,” adding, “Although the Ukrainians implicitly acknowledge that the loss of Donetsk may eventually happen, whether in 12 months or more, this territorial concession poses a major obstacle in the negotiations.”
He revealed that there are other issues, which he described as less complicated, “such as the issue of control over the Zaporizhzhia nuclear facility, and whether it can be under joint management or controlled by a single entity. Additionally, the challenges relate to the rights of the populations, whether ethnic Russians residing in Ukraine, ethnic Ukrainians in Russia, or Ukrainians currently living in territories occupied by Russia who wish to return to Ukraine.”
Possibility of Progress
Vance emphasized that the Russians indicated during the Miami talks the need to find mechanisms to facilitate the guarantee of rights for Russian populations in eastern Ukraine, stating, “Despite the complexity of these issues, the parties have begun to reveal their true positions, paving the way for the possibility of progress in the future.”
American and Ukrainian envoys described the Miami talks as “fruitful and constructive,” without announcing any clear breakthroughs in the efforts to end the Ukraine war.
U.S. envoy Steve Witkoff and Ukrainian negotiator Rustem Umerov spoke on Sunday about holding a separate meeting in an “American-Ukrainian” format, during which they focused on “four main files: continuing to develop a 20-point plan, coordinating positions on a framework for multilateral security guarantees, coordinating positions on a framework for U.S. security guarantees for Ukraine, and continuing to develop an economic plan and a plan for prosperity.”
Witkoff added: “Our shared priority is to stop the killing, ensure security, and create conditions for Ukraine’s recovery, stability, and long-term prosperity. Peace must not just be a cessation of hostilities, but rather a dignified foundation for a stable future.”
Russian Field Progress
On the ground, Ukrainian forces announced today, Monday, that they repelled a Russian advance attempt in the Sumy region, following reports that Moscow forcibly relocated about 50 people from a border village there.
The Ukrainian forces stated that fighting is currently ongoing in the village of Hrabovske, adding that the troops are making efforts to push the occupiers back into Russian territory. They denied media reports claiming the presence of Russian forces in the neighboring village of Risne.
