•• بالتأكيد، المبادرات الصحية الوطنية تشمل كافة المناطق، خصوصاً منطقة المدينة المنورة، فالإستراتيجية الخاصة بتجمع المدينة المنورة الصحي التوسع في تقديم الخدمات الصحية وتسهيل الوصول لها بمختلف المواقع وفق معايير محددة مسبقاً، ومنها النمو السكاني.
إنجازات تحسين الخدمات
• ما أبرز الإنجازات التي تحققت في تحسين جودة الخدمات الصحية المقدمة في مستشفيات المدينة المنورة خلال الفترة الماضية؟
•• شهدنا في الفترة الماضية تدشين العديد من الخدمات الصحية بالمستشفيات والتوسع في تقديمها، إذ افتتح مشروع العيادات الخارجية للمستشفيات، الذي يخدم أكثر من مليون مستفيد سنوياً، وأيضاً مبنى العيادات الخارجية بمستشفى ينبع العام الذي يقدم 120 ألف موعد سنوياً، وكذلك المرحلة الأولى من مشروع تطوير وإحلال مراكز الرعاية الصحية الأولية وعددها 7 مراكز، وأيضاً تطوير وإحلال البنية التحتية بمستشفى الأمير عبدالمحسن ومراكز المنشية والصخيرات وعشار بمحافظة العلا، إضافة لمشروعات تطوير البنية التحتية للطوارئ بمدينة الملك سلمان الطبية وبعض طوابق التنويم بمستشفى الولادة والأطفال، وقريباً أقسام التنويم والطوارئ والعيادات الخارجية بمستشفى أحد، وتوسعنا في تقديم التخصصات الطبية المختلفة بمعظم المستشفيات الداخلية والطرفية، وفي تقديم الخدمات الافتراضية لتصل إلى 145 ألف موعد سنوياً، وزيادة الطاقة الاستيعابية بأقسام العيادات الخارجية بنسبة بلغت 90%، وتشغيل غرف العمليات بمستشفيات المنطقة بكامل طاقتها الاستيعابية، إضافة لتدشين أقسام طبية نوعية حديثة كالأشعة التداخلية ومركز القدم السكرية وغيرها بمدينة الملك سلمان الطبية.

•• نعمل لتطوير المواقع بما يتناسب مع دعم القيادة الحكيمة، وبإشراف مباشر من أمير المنطقة، ودعم وزير الصحة رئيس مجلس إدارة شركة الصحة القابضة، فهناك عدد من المشروعات الجاري تنفيذها، منها تطوير مستشفى أحد، ومستشفى المهد، إضافة للمشروعات الحديثة المتوقع الانتهاء منها قريباً، ومنها مستشفى الأنصار، التي ستشكل إضافة مميزة لخدمة أهالي المدينة المنورة وزوارها مع وجود مستشفى السلام الوقفي ومستشفى الحرم اللذين يقدمان خدماتهما للآلاف من الأهالي والزوار والمعتمرين سنوياً.
• كيف يتم التعامل مع مشكلة قوائم الانتظار في العيادات التخصصية والعمليات الجراحية، وما الحلول المقترحة لتقليلها؟
•• سعينا منذ وقت مبكر لإيجاد الحلول لحل قوائم الانتظار في العيادات التخصصية ورفعنا نسبة تشغيلها إلى 100% خلال عام واحد، إضافة لتقليص قوائم الانتظار بالعمليات الجراحية بشكل كامل، ونلمس اليوم وصولنا إلى صفر في قوائم انتظار للكثير من التخصصات.

• ما إستراتيجيتكم لجذب وتوطين الكفاءات الطبية والتمريضية في المدينة المنورة؟
•• تجمع المدينة المنورة الصحي جزء من منظومة شركة الصحة القابضة التي تعمل منذ انطلاقتها على استقطاب الكفاءات الوطنية والعالمية لتقديم خدمات صحية بجودة عالية للمستفيدين، بدعم مباشر من وزارة الصحة، ونشهد خلال هذه الفترة استقطاباً عالياً للكفاءات.
• كيف يتم العمل على تطوير وتدريب الكوادر الصحية الحالية لضمان مواكبة أحدث التطورات في المجال الطبي؟
•• توجد العديد من البرامج التي تقوم عليها إدارة الشؤون الأكاديمية والتدريب بالتجمع مع الإدارات والجهات ذات العلاقة، وفي مقدمتها الهيئة السعودية للتخصصات الصحية، إذ نشهد بشكل سنوي حفل تخرج البرامج الصحية الذي يرعاه ويشرفه أمير المنطقة، وشهد الحفل الذي أقيم خلال هذا العام 2025 تخريج أكبر دفعة في تاريخ صحة منطقة المدينة المنورة.

•• يعمل مركز القيادة والتحكم بالتجمع الصحي على مدار الساعة وبشكل مباشر مع مركز الأزمات والكوارث بفرع وزارة الصحة بالمدينة المنورة ومنظومة الجهات الحكومية الأخرى بالمنطقة، لرصد أي تداعيات تستدعي الاستجابة السريعة لأي حالة طوارئ صحية.

• كيف يتم التنسيق مع الجهات الأخرى (مثل الأمانة والدفاع المدني) للحفاظ على الصحة العامة وسلامة البيئة في المدينة؟

•• يعد تجمع المدينة المنورة الصحي من أوائل التجمعات على مستوى المملكة في تطبيق نظام الملف الطبي الموحد، بحيث بدأ العمل منذ وقت مبكر على توحيد النظام الطبي في مستشفيات المنطقة ممثلاً ببرنامج «ميديكا كلاود»، وفي مراكز الرعاية الأولية طبقنا برنامج «رقيم» لكافة المراكز الصحية، وهو بالتالي ما يدعم تقليل سلسلة إجراءات الخدمات الصحية المساندة من تحاليل وأشعة وبيانات وغيرها للمستفيدين بحيث تقلل من الهدر في وقت تنفيذ الخدمات الطبية للمستفيدين، كما يشكل تطبيق صحتي اليوم أحد أبرز التطبيقات الإلكترونية على مستوى الشرق الأوسط في تقديم الخدمات وله أكثر من 27 مليون مستخدم بالمملكة.

• كيف يمكن للمواطنين الاستفادة بشكل أكبر من التقنية في الحصول على الخدمات الصحية وتسهيل الإجراءات؟
•• يجد المستفيد كافة الإجراءات التي يتم العمل عليها بالمنشآت الصحية بالتطبيق من خدمات وتقارير وحجز المواعيد الحضورية أو الافتراضية، فضلاً عن الاستشارات الطبية الفورية والخدمات المتعددة.
• كيف يتم أخذ آراء وملاحظات سكان المدينة المنورة بعين الاعتبار لتحسين الخدمات الصحية؟

The CEO of the Madinah Health Cluster, Abdulrahman bin Dubai Al-Harbi, revealed to "Okaz" that the Madinah region has witnessed a qualitative leap in medical services, noting that there are currently 154 health centers, in addition to the development of several health centers to meet the needs of each stage.
In his interview with "Okaz," he pointed out the existence of new health projects, with an increase in the capacity of outpatient clinic departments by 90%, and the operation of operating rooms in the region's hospitals at full capacity, alongside early efforts to find solutions to waiting lists in specialized clinics, aiming to raise their operational rate to 100% within one year, in addition to reducing waiting lists for surgical operations. • What are the main challenges currently facing primary healthcare centers in Madinah, and what are your plans to address them?
•• Thanks to the support of the wise leadership for the health sector, there are no operational challenges for the primary care centers in the region, which number 154 centers. We are currently working on developing several centers in line with the unlimited support in phases, with the first phase launched at the beginning of last year, which included 7 centers, and the second phase includes 11 centers in Madinah and its governorates.
• How is work being done to enhance health awareness programs and prevent chronic and infectious diseases?
•• The National Transformation Program in the health sector aims to enhance public health in the community, represented in prevention before treatment and providing hope before treating pain. We are currently working with our partners from various governmental and private entities in the region, with direct support from the Emir of Madinah, to conduct a health survey of the population in the area to provide preventive health awareness services, as it is one of the ambitious vision goals for our beloved nation.
• Are there new initiatives to improve access to primary health services, especially in remote neighborhoods or those experiencing rapid population growth?
•• Certainly, national health initiatives cover all areas, especially the Madinah region. The strategy for the Madinah Health Cluster focuses on expanding the provision of health services and facilitating access to them in various locations according to predetermined criteria, including population growth.
Achievements in Improving Services
• What are the most significant achievements that have been made in improving the quality of health services provided in Madinah hospitals in the past period?
•• In the past period, we have witnessed the launch of many health services in hospitals and the expansion of their provision. The outpatient clinic project for hospitals, which serves more than one million beneficiaries annually, was inaugurated, as well as the outpatient clinic building at Yanbu General Hospital, which provides 120,000 appointments annually. Additionally, the first phase of the development and replacement project for primary healthcare centers, which includes 7 centers, has been completed, along with the development and replacement of infrastructure at Prince Abdul Mohsen Hospital and the Al-Manshiyah, Al-Sukhayrat, and Ashar centers in Al-Ula Governorate. There are also ongoing infrastructure development projects for the emergency department at King Salman Medical City and some inpatient floors at the Maternity and Children Hospital, and soon the inpatient, emergency, and outpatient departments at Uhud Hospital. We have expanded the provision of various medical specialties in most internal and peripheral hospitals, and provided virtual services to reach 145,000 appointments annually, with an increase in the capacity of outpatient clinic departments by 90%, and the operation of operating rooms in the region's hospitals at full capacity, in addition to launching modern specialized medical departments such as interventional radiology and diabetic foot centers at King Salman Medical City.

• What are your plans for developing and expanding existing hospitals, and are there any new hospital projects underway or in planning?
•• We are working to develop locations in line with the support of the wise leadership, under the direct supervision of the Emir of the region, and with the support of the Minister of Health, Chairman of the Board of Directors of the Health Holding Company. There are several projects currently being implemented, including the development of Uhud Hospital and Al-Mahd Hospital, in addition to new projects expected to be completed soon, including Al-Ansar Hospital, which will be a distinctive addition to serve the people of Madinah and its visitors, alongside the Waqf Salam Hospital and the Haram Hospital, which provide services to thousands of residents, visitors, and pilgrims annually.
• How is the issue of waiting lists in specialized clinics and surgical operations being addressed, and what proposed solutions are there to reduce them?
•• We have sought early on to find solutions to address waiting lists in specialized clinics and have raised their operational rate to 100% within one year, in addition to completely reducing waiting lists for surgical operations. Today, we are witnessing a reduction to zero in waiting lists for many specialties.
Attracting and Localizing Competencies
• What is your strategy for attracting and localizing medical and nursing competencies in Madinah?
•• The Madinah Health Cluster is part of the Health Holding Company system, which has been working since its inception to attract national and international competencies to provide high-quality health services to beneficiaries, with direct support from the Ministry of Health. During this period, we are witnessing a high level of competency attraction.
• How is the development and training of current health staff being carried out to ensure they keep pace with the latest developments in the medical field?
•• There are many programs implemented by the Academic Affairs and Training Department within the cluster in collaboration with relevant departments and entities, foremost among them the Saudi Commission for Health Specialties. We witness an annual graduation ceremony for health programs, which is sponsored and supervised by the Emir of the region. This year, the ceremony held in 2025 witnessed the graduation of the largest batch in the history of health in the Madinah region.
• What measures are being taken to ensure readiness and rapid response to any potential health emergencies or epidemics in Madinah?
•• The Command and Control Center within the health cluster operates around the clock and directly collaborates with the Crisis and Disaster Center of the Ministry of Health branch in Madinah and other governmental entities in the region to monitor any repercussions that require a rapid response to any health emergency.
Digital Transformation and Major Projects
• How is coordination with other entities (such as the municipality and civil defense) being conducted to maintain public health and environmental safety in the city?
•• Coordination and cooperation with various sister entities is proceeding in an organized and collaborative manner under the supervision of the Emirate of Madinah, thanks to God and then the directives of the Emir of the region and the cooperation of various entities.
• What is the progress of digital transformation in health services in Madinah, and what are the major projects currently underway in this field (such as the unified medical file, health applications)?
•• The Madinah Health Cluster is one of the first clusters in the Kingdom to implement the unified medical file system, having started early on to unify the medical system in the region's hospitals represented by the "Medica Cloud" program. In primary healthcare centers, we have implemented the "Raqeem" program for all health centers, which in turn supports reducing the series of procedures for supporting health services such as analyses, radiology, and data for beneficiaries, thereby minimizing waste in the time taken to provide medical services to beneficiaries. Additionally, the "My Health" application today is one of the most prominent electronic applications in the Middle East for providing services and has over 27 million users in the Kingdom.

•• Beneficiaries find all the procedures being worked on in health facilities through the application, including services, reports, and booking in-person or virtual appointments, in addition to immediate medical consultations and various services.

•• We are currently expanding the patient and family advisory council program in the field, which is represented in various locations in the region, the first of which is the Al-Aziziyah Primary Care Center, and we are expanding the provision of that service, in addition to the monthly virtual council, and other channels such as the interactive communication center that will be launched soon, along with contact channels 937 and the beneficiary satisfaction measurement platform.
