أكد المؤتمر الحادي عشر للمسؤولين عن حقوق الإنسان في وزارات الداخلية العربية الذي عُقد في مدينة الغردقة المصرية بمشاركة ممثلين عن وزارات الداخلية العربية، وعدد من المنظمات والهيئات العربية والإقليمية والدولية، ضرورة تعزيز علاقات التعاون والتنسيق بين أجهزة حقوق الإنسان في الدول العربية، كما اعتمد في توصياته الختامية خطة مرحلية أولى لتنفيذ الإستراتيجية العربية لتعزيز حقوق الإنسان في العمل الأمني.
ودعا الدول الأعضاء إلى الاستفادة القصوى من تكنولوجيا الاتصال والمعلومات في عملها خصوصا في مجالات تعزيز التواصل والمشاركة مع أفراد المجتمع، وإنشاء آليات رقمية فعالة لتلقي شكاوى المواطنين المتعلقة بحقوق الإنسان، واتخاذ الإجراءات اللازمة بشأنها، وتفعيل التعاون مع المنظمات العاملة في مجال حقوق الإنسان خصوصاً المؤسسات الوطنية لحقوق الإنسان وتوقيع مذكرات تفاهم وبروتوكولات تعاون معها وتنظيم فعاليات تدريبية مشتركة بما يُحقق الاستفادة من خبرات تلك المنظمات، والتنسيق معها لتزويد مكتبات الشرطة بإصداراتها العلمية للإسهام في تثقيف منتسبي الشرطة وتشجيع حركة البحث العلمي الشرطي في مجالات حقوق الإنسان.
وطالب الأمانة العامة لمجلس وزراء الداخلية العرب بالاستمرار في تنظيم أنشطة مشتركة مع المنظمات والهيئات الدولية؛ بهدف تبادل التجارب وتقاسم الممارسات الفضلى بين الدول العربية والأوروبية في مجال احترام حقوق الإنسان في العمل الأمني، كما دعا المؤتمر وجامعة نايف العربية للعلوم الأمنية إلى تنظيم مؤتمرات وورش عمل في مجال حقوق الإنسان بالتنسيق والتعاون مع منظمات حقوق الإنسان العربية والدولية وكذا تنظيم زيارات دورية بين أجهزة الشرطة وتلك المنظمات؛ بهدف تبادل الخبرات وتنمية مهارات وقدرات منتسبي الشرطة في مجالات حقوق الإنسان.
وحث المؤتمر الدول الأعضاء والمنظمات العربية والدولية المعنية إلى تقديم الدعم لوزارة الداخلية في الجمهورية العربية السورية في جهودها لتعزيز احترام حقوق الإنسان في العمل الأمني وإنشاء الأجهزة اللازمة في هذا المجال.

The eleventh conference of officials responsible for human rights in Arab interior ministries, held in the Egyptian city of Hurghada with the participation of representatives from Arab interior ministries, as well as several Arab, regional, and international organizations and bodies, emphasized the necessity of enhancing cooperation and coordination among human rights bodies in Arab countries. It also adopted, in its concluding recommendations, an initial phased plan for implementing the Arab strategy to promote human rights in security work.
It called on member states to make the utmost use of communication and information technology in their work, particularly in enhancing communication and engagement with community members, establishing effective digital mechanisms for receiving citizens' complaints related to human rights, taking necessary actions regarding them, and activating cooperation with organizations working in the field of human rights, especially national human rights institutions. It urged signing memorandums of understanding and cooperation protocols with them and organizing joint training events to benefit from the expertise of those organizations, as well as coordinating with them to provide police libraries with their scientific publications to contribute to educating police personnel and encouraging the movement of police scientific research in the fields of human rights.
The General Secretariat of the Council of Arab Interior Ministers was urged to continue organizing joint activities with international organizations, with the aim of exchanging experiences and sharing best practices between Arab and European countries in the field of respecting human rights in security work. The conference, along with the Naif Arab University for Security Sciences, also called for organizing conferences and workshops in the field of human rights in coordination and cooperation with Arab and international human rights organizations, as well as organizing regular visits between police agencies and those organizations to exchange experiences and develop the skills and capabilities of police personnel in the field of human rights.
The conference urged member states and relevant Arab and international organizations to provide support to the Ministry of Interior in the Syrian Arab Republic in its efforts to enhance respect for human rights in security work and to establish the necessary bodies in this field.
