أقرّ مجلس القضاء الإداري لائحة التفتيش القضائي بديوان المظالم، التي تهدف إلى تعزيز كفاءة العمل القضائي وضمان جودة الأداء داخل المحاكم، من خلال تنظيم دقيق لآليات التفتيش والتقييم والمتابعة القضائية. وتضمنت اللائحة تنظيماً شاملاً لعمل الإدارة العامة للتفتيش القضائي، وتوسيعاً لصلاحياتها. ونصت على تشكيل لجنة خاصة لفحص تقارير التفتيش القضائي، وتفصيل دقيق لتقييم القضاة، وإدراج آلية جديدة لتقييم القضاة أثناء فترة التجربة، إضافةً إلى ذلك شددت اللائحة الجديدة على سرية أعمال التفتيش والتحقيق مع قضاة القضاء الإداري.
وفي ما يتعلق بالتفتيش على القضاة، نصت اللائحة على أن يتم وفق خطة سنوية، باستثناء قضاة المحكمة الإدارية العليا، مع إمكانية التفتيش خارج الخطة عند الضرورة. وتشمل خطة التفتيش أسماء القضاة، وفترة التفتيش، والبيانات المطلوبة، ويُلزم القاضي بتقديم بياناته خلال المدة المحددة، وفي حال التأخر يُعد التقرير بناءً على ما يتوفر لدى الإدارة. ويشمل التفتيش فحص ما لا يقل عن 20 ملف دعوى وطلباً، إضافة إلى الأحكام والقرارات التي أعدّها القاضي.
ويُمنح القضاة تقدير كفاية وفق 4 درجات تبدأ بـ«متميز» وتنتهي بـ«أقل من المتوسط». ويحق للقاضي تقديم إيضاحاته خلال 7 أيام من استلام التقرير المبدئي. وتُعرض التقارير على لجنة الفحص لاعتمادها أو تعديلها، مع إمكانية إعادة التفتيش عند الحاجة. كما يتم تقييم القضاة غير المشكلين في دوائر قضائية من قِبل رؤسائهم المباشرين سنوياً.
ونظمت اللائحة التفتيش على المحاكم، حيث يتم هذا التفتيش مرة واحدة على الأقل سنوياً، ويُبلّغ رئيس المحكمة بالتقرير، وله الحق في تقديم إيضاحاته خلال 15 يوماً. وتراجع لجنة الفحص التقرير وتوصي باعتماده أو تعديله، ثم يُحال إلى رئيس مجلس القضاء الإداري.

The Administrative Judiciary Council approved the Judicial Inspection Regulation at the Board of Grievances, which aims to enhance the efficiency of judicial work and ensure the quality of performance within the courts, through a precise organization of inspection, evaluation, and judicial follow-up mechanisms. The regulation includes a comprehensive organization of the work of the General Administration for Judicial Inspection and expands its powers. It stipulated the formation of a special committee to examine judicial inspection reports, a detailed assessment of judges, and the inclusion of a new mechanism for evaluating judges during their probation period. Additionally, the new regulation emphasized the confidentiality of inspection and investigation activities involving administrative judiciary judges.
Regarding the inspection of judges, the regulation stated that it should be conducted according to an annual plan, with the exception of judges of the Supreme Administrative Court, with the possibility of inspecting outside the plan when necessary. The inspection plan includes the names of judges, the inspection period, and the required data, and the judge is obliged to submit their data within the specified timeframe. In case of delay, the report is prepared based on what is available to the administration. The inspection includes reviewing no less than 20 case files and requests, in addition to the rulings and decisions prepared by the judge.
Judges are granted a performance rating based on 4 levels, starting from "Outstanding" and ending with "Below Average." The judge has the right to provide their clarifications within 7 days of receiving the preliminary report. The reports are presented to the examination committee for approval or modification, with the possibility of re-inspection if necessary. Judges who are not assigned to judicial circuits are evaluated annually by their direct supervisors.
