علمت «عكاظ» أن الجهات المختصة أقرت فرض مقابل مالي سنوي قدره 60 ريالاً لإصدار وثيقة العمل الحر للأفراد الممارسين لمهنة الاستشارات الإدارية، بناءً على طلب وزارة الموارد البشرية والتنمية الاجتماعية.
وأكد القرار أن فرض المقابل المالي لا يؤثر على حرية ممارسة العمل الحر دون الحصول على الوثيقة، كما لا يخل باستمرار الوزارة في تقديم الخدمات الأساسية التي تلتزم بتقديمها وفق الأنظمة واللوائح والأوامر ذات الصلة.
وبحسب القرار، تقتصر الخدمات المقدمة لحاملي وثيقة العمل الحر على الخدمات الاختيارية ذات القيمة المضافة، على أن تكون هذه الخدمات ضمن نطاق مهمات واختصاصات وزارة الموارد البشرية والتنمية الاجتماعية.
ويُطبق المقابل المالي على الأفراد الممارسين لمهنة الاستشارات الإدارية الراغبين في الاستفادة من تلك الخدمات الاختيارية، فيما تلتزم الوزارة بمراجعة المقابل المالي بعد مضي سنتين من بدء تطبيقه، ورفع تقرير يتضمن أبرز نتائج التطبيق، والصعوبات التي قد تظهر أثناء التنفيذ، وأي مقترحات تراها مناسبة لمعالجتها.
كما يشمل التقرير المقرر رفعه بياناً بالنفقات التشغيلية الفعلية، وأعداد المستفيدين من الخدمات، إضافة إلى الإيرادات التي تم تحصيلها من المقابل المالي.
وكان اختصاص الترخيص لممارسة مهنة الاستشارات الإدارية للأفراد قد نُقل من وزارة التجارة إلى وزارة الموارد البشرية والتنمية الاجتماعية، لتكون ضمن وثائق العمل الحر، وذلك في 5 ربيع الثاني 1446هـ.
“Okaz” learned that the relevant authorities have approved the imposition of an annual fee of 60 riyals for issuing a freelance work document for individuals practicing the profession of management consulting, based on a request from the Ministry of Human Resources and Social Development.
The decision confirmed that the imposition of the financial fee does not affect the freedom to practice freelance work without obtaining the document, nor does it hinder the ministry's ongoing commitment to providing essential services that it is obligated to deliver in accordance with the relevant regulations, laws, and orders.
According to the decision, the services provided to holders of the freelance work document are limited to optional services with added value, provided that these services fall within the scope of the tasks and responsibilities of the Ministry of Human Resources and Social Development.
The financial fee applies to individuals practicing the profession of management consulting who wish to benefit from these optional services, while the ministry is committed to reviewing the financial fee two years after its implementation, and submitting a report that includes the most significant results of the implementation, the difficulties that may arise during execution, and any suggestions deemed appropriate to address them.
The report to be submitted will also include a statement of actual operating expenses, the number of beneficiaries of the services, in addition to the revenues collected from the financial fee.
The licensing authority for individuals to practice the profession of management consulting was transferred from the Ministry of Commerce to the Ministry of Human Resources and Social Development, to be included within freelance work documents, on the 5th of Rabee' Al-Thani, 1446 AH.
