أعلنت المجموعة الاقتصادية لدول غرب أفريقيا (إيكواس) خطة لإصلاح شامل لضرائب النقل الجوي، يبدأ تنفيذها من يناير 2026؛ بهدف خفض تكلفة السفر الجوي داخل الإقليم بنسبة تصل إلى (40%) وتحفيز حركة الطيران الإقليمية.
وتشمل الإصلاحات إلغاء الضرائب غير المرتبطة مباشرة بالطيران، وتقليل رسوم الركاب والأمن بنسبة (25%)، ما يخفف الأعباء المالية على المسافرين ويقرب سياسات الطيران الإقليمية من المعايير الدولية، رغم التحديات التشغيلية التي تواجه المطارات والدول الأعضاء.
وأشارت «إيكواس» إلى أن تطبيق الإصلاحات من شأنه زيادة الطلب على السفر الجوي بنسبة تتراوح بين (20 و30%)، ويعكس التزام قادة دول غرب أفريقيا بتقليل ارتفاع تكاليف الرحلات، التي تُعد من الأعلى عالمياً بسبب تراكم الرسوم والضرائب.
وتتضمن الإجراءات إلغاء رسوم مثل «ضريبة التضامن» وتقليص الفوارق الضريبية بين المطارات، بما يعزز التكامل الاقتصادي الإقليمي وحرية تنقل الأشخاص والبضائع، وفقاً لمبادئ منظمة الطيران المدني الدولي (إيكاو) واتفاقية شيكاغو.
The Economic Community of West African States (ECOWAS) announced a comprehensive plan to reform air transport taxes, set to be implemented from January 2026; with the aim of reducing the cost of air travel within the region by up to (40%) and stimulating regional air traffic.
The reforms include the elimination of taxes not directly related to aviation, and a reduction of passenger and security fees by (25%), which alleviates the financial burdens on travelers and brings regional aviation policies closer to international standards, despite the operational challenges faced by airports and member states.
ECOWAS indicated that the implementation of the reforms is expected to increase demand for air travel by between (20% and 30%), reflecting the commitment of West African leaders to reduce the rising costs of flights, which are among the highest in the world due to the accumulation of fees and taxes.
The measures include the elimination of fees such as the "Solidarity Tax" and the reduction of tax disparities between airports, which enhances regional economic integration and the freedom of movement for people and goods, in accordance with the principles of the International Civil Aviation Organization (ICAO) and the Chicago Convention.
