أكد الدوري الإنجليزي الممتاز أن لجنة مستقلة وجدت مانشستر سيتي مذنباً بجميع التهم المتعلقة بانتهاكات خطيرة لقواعد اللعب المالي على مدار تسعة مواسم (2009/2010 إلى 2017/2018)، ومعظم التهم تتعلق بعدم التعاون مع التحقيق.
ووجدت اللجنة أن النادي أبرم "عقوداً وهمية" مع عدد من شركائه التجاريين واعتمد على اتفاقيات وهمية أخرى لتضخيم إيراداته وتخفيض تكاليفه بشكل مصطنع، كما قدم حسابات مزيفة وأخفى حقيقة وضعه المالي عن مدققي الحسابات والجهات المنظمة، وتجاوز بشكل كبير حدود الإنفاق في كل من الدوري الإنجليزي واليويفا، وفي ضوء ذلك ارتكب ثلاثة من أصل أربعة انتهاكات تتعلق بعدم التعاون وحسن النية.
وكشف الدوري أن حجم التمويل المقنع بلغ 830.69 مليون جنيه إسترليني، وأن النادي ضخّم إيراداته وخفض تكاليفه بأكثر من 900 مليون جنيه خلال تلك الفترة عبر مخطط مولته مجموعة أبوظبي المتحدة ADUG المالكة للنادي، بما في ذلك ترتيبات وهمية مع شركة Fordham لحقوق صور اللاعبين.
وأمام النادي فرصة للاستئناف حتى (الجمعة) القادم 2 أكتوبر، قبل إعلان العقوبات التي قد تتراوح بين غرامة وخصم نقاط وسحب ألقاب وحتى الطرد من الدوري، فيما جهزت بعض الأندية المنافسة مطالبات تعويض تصل إلى 800 مليون جنيه.
وفي حال سحب جميع ألقاب البريميرليغ من مانشستر سيتي خلال الفترة من 2011/2012 إلى 2023/2024، فستتوزع ألقابه الثمانية كالتالي:

2013/2014: ليفربول
2017/2018: مانشستر يونايتد
2018/2019: ليفربول
2020/2021: مانشستر يونايتد
2021/2022: ليفربول

The Premier League confirmed that an independent panel found Manchester City guilty of all charges related to serious breaches of financial fair play rules over nine seasons (2009/2010 to 2017/2018), with most charges relating to a lack of cooperation with the investigation.
The panel found that the club entered into "fake contracts" with several of its commercial partners and relied on other fictitious agreements to artificially inflate its revenues and reduce its costs. It also submitted false accounts and concealed the true state of its finances from auditors and regulators, significantly exceeding spending limits in both the Premier League and UEFA. In light of this, it committed three out of four violations related to a lack of cooperation and good faith.
The league revealed that the amount of disguised funding reached £830.69 million, and the club inflated its revenues and reduced its costs by more than £900 million during that period through a scheme funded by the Abu Dhabi United Group (ADUG), including fictitious arrangements with Fordham for player image rights.
The club has the opportunity to appeal until next Friday, October 2, before the announcement of penalties that could range from fines and point deductions to title stripping and even expulsion from the league, while some competing clubs have prepared compensation claims amounting to £800 million.
If all Premier League titles are stripped from Manchester City for the period from 2011/2012 to 2023/2024, its eight titles would be redistributed as follows:
