إصلاح قطاع الطاقة
وكشف مسؤولون في الحكومة الألمانية أن ميرتس سيعلن حزمة إجراءات تشمل تقديم مليار يورو مساعدات عسكرية و350 مليون يورو لإصلاحات في قطاع الطاقة. ويتوقع أن تضع الزيارة اللمسات الأخيرة على اتفاق للإنتاج المشترك لأنواع مختلفة من الطائرات المسيرة. وقال ميرتس: «سافرت إلى كييف اليوم لأن أوكرانيا بحاجة إلى كل دعمنا في الأسابيع القادمة»، مشيراً إلى أن القوات الروسية تقصف البلدات والمباني السكنية ومحطات التدفئة. وأضاف: «إذا لم يتم وقف روسيا، فستنقلب آلتها الحربية ضدنا عاجلاً أم آجلاً». وتابع: «سأقول للرئيس زيلينسكي اليوم: يمكنك الاستمرار في الاعتماد على مساعدتنا».

من جانبها، جددت وزارة الخارجية الروسية، (السبت)، التأكيد على أن موسكو ستواصل ضرب أهداف في أوكرانيا بصورة منهجية، عازية ذلك إلى كونها ضربات انتقامية للهجمات الأوكرانية على روسيا في الأشهر القليلة الماضية. وحذرت الرعايا الأجانب وموظفي البعثات الدبلوماسية من البقاء في أو السفر إلى أوكرانيا. وكان زيلينسكي قال إن قوات بلاده المسلحة ستكثف هجماتها على مصافي النفط في روسيا رداً على «العقيدة الجديدة» لموسكو المتمثلة في تصعيد الهجمات على البنية التحتية المدنية، والتي قال إنها تهدف إلى إجبار سكان كييف ومدن أخرى على الفرار.

Energy Sector Reform
German government officials revealed that Merz will announce a package of measures including one billion euros in military aid and 350 million euros for reforms in the energy sector. The visit is expected to finalize an agreement for the joint production of various types of drones. Merz stated, "I traveled to Kyiv today because Ukraine needs all our support in the coming weeks," pointing out that Russian forces are shelling towns, residential buildings, and heating stations. He added, "If Russia is not stopped, its war machine will turn against us sooner or later." He continued, "I will tell President Zelensky today: You can continue to rely on our assistance."
The German Chancellor is accompanied by Minister of Economy Katrin Reich and an economic delegation that includes executives from Siemens Energy, Hensoldt, Diehl Defense, Quantum Systems, and other companies. Merz is expected to urge the Ukrainian government to make progress on the reforms demanded by EU partners, including anti-corruption measures. Zelensky stated on Wednesday, after a phone call with Merz, that Ukraine will soon finalize the agreement with Germany for the production of drones, missiles, and related software.
Production of Missiles and Drones
A significant focus is likely to be on the rapid production of anti-jet drones, which Quantum, a German defense technology company, has successfully tested. Since summer, Russia has been using dozens of high-speed attack drones daily to target civilian and military infrastructure. In April, Quantum and the Ukrainian manufacturer W.I.Y. Drones announced the establishment of Quantum W.I.Y. Industries, a joint venture for the production of the intercepting drone Strela and related air defense technologies. The agreement includes the joint development and production of weapons with a range exceeding one thousand kilometers that Ukraine can use to launch attacks deep into Russia. Government officials stated that increased cooperation will allow for the flow of funds and technology into the Federal Republic, as weapons can be produced and defenses against drones targeting critical infrastructure can be strengthened.
Russia Continues to Strike Ukrainian Targets
For its part, the Russian Foreign Ministry reiterated on Saturday that Moscow will continue to systematically strike targets in Ukraine, attributing this to retaliatory strikes for Ukrainian attacks on Russia in recent months. It warned foreign nationals and diplomatic mission staff against staying in or traveling to Ukraine. Zelensky stated that his armed forces would intensify attacks on oil refineries in Russia in response to Moscow's "new doctrine" of escalating attacks on civilian infrastructure, which he said aims to force the residents of Kyiv and other cities to flee.
