فوض الرئيس المصري عبدالفتاح السيسي اليوم (الأحد)، وزير الدفاع والإنتاج الحربي الفريق أشرف سالم زاهر، في بعض اختصاصات رئيس الجمهورية المنصوص عليها في قانون التعبئة العامة، وذلك لمدة عام اعتباراً من أول نوفمبر القادم.
ونص القرار رقم 395 لسنة 2026، الذي نشرته الجريدة الرسمية، على تفويض وزير الدفاع والإنتاج الحربي في الاختصاصات المنصوص عليها في المواد (9) و(12) و(24) من القانون رقم 87 لسنة 1960 بشأن التعبئة العامة، لمدة سنة تبدأ من أول نوفمبر 2026.
ويحدد قانون التعبئة العامة الإطار القانوني للإجراءات المرتبطة بحشد الموارد البشرية والمادية والمرافق في حالات الطوارئ والحرب، فيما يقتصر القرار الرئاسي على الاختصاصات المحددة في المواد المشار إليها.
ويأتي التفويض ضمن الإجراءات التنظيمية المتعلقة بإدارة ملف التعبئة العامة، بما يتيح لوزير الدفاع ممارسة الصلاحيات التي حددها القرار خلال فترة التفويض، دون أن يعني ذلك إعلان التعبئة العامة أو دخول البلاد في حالة تعبئة فعلية.
يهدف التفويض الرئاسي لوزير الدفاع والإنتاج الحربي في اختصاصات محددة بقانون التعبئة العامة إلى تيسير الإجراءات التنفيذية ومنح الوزارة مرونة أكبر في اتخاذ القرارات المتعلقة بإدارة الموارد والتجهيزات اللوجستية.
The Egyptian President Abdel Fattah El-Sisi today (Sunday) delegated the Minister of Defense and Military Production, Lieutenant General Ashraf Salim Zahir, with some of the authorities of the President of the Republic as stipulated in the General Mobilization Law, for a period of one year starting from the first of November.
Decision No. 395 of 2026, published in the official gazette, stipulated the delegation of the Minister of Defense and Military Production with the authorities mentioned in Articles (9), (12), and (24) of Law No. 87 of 1960 regarding general mobilization, for a period of one year starting from the first of November 2026.
The General Mobilization Law defines the legal framework for procedures related to mobilizing human and material resources and facilities in emergencies and wartime, while the presidential decision is limited to the specific authorities mentioned in the aforementioned articles.
This delegation comes as part of the organizational procedures related to managing the general mobilization file, allowing the Minister of Defense to exercise the powers defined by the decision during the delegation period, without implying the announcement of general mobilization or the country entering a state of actual mobilization.
The presidential delegation to the Minister of Defense and Military Production in specific authorities under the General Mobilization Law aims to facilitate executive procedures and grant the ministry greater flexibility in making decisions related to managing resources and logistical arrangements.
