اقترح مدير وكالة الاستخبارات المركزية الأمريكية (CIA) جون راتكليف، عقد قمة ثلاثية تجمع الرؤساء الأمريكي دونالد ترمب ونظيريه الروسي فلاديمير بوتين والأوكراني فولوديمير زيلينسكي، من أجل دفع جهود إنهاء الحرب في أوكرانيا، بحسب ما كشف موقع «أكسيوس»، اليوم الأحد.
وأفصح مصدران مطلعان أن زيارة راتكليف إلى موسكو في وقت سابق من هذا الأسبوع استهدفت جزئياً معرفة ما إذا كان بإمكان رؤساء أجهزة الاستخبارات الروسية المساعدة في إقناع الرئيس بوتين بالتحرك نحو استئناف المفاوضات مع أوكرانيا بوساطة أمريكية.
وزار راتكليف، الثلاثاء موسكو، والتقى رئيس جهاز الاستخبارات الخارجية الروسية (SVR) سيرجي ناريشكين ومدير جهاز الأمن الفيدرالي الروسي (FSB) ألكسندر بورتنيكوف.
وحسب «أكسيوس»، فإن هذه المرة الأولى التي ينخرط فيها راتكليف شخصياً في المساعي الدبلوماسية الرامية إلى تحقيق اختراق في جهود إنهاء الحرب بين روسيا وأوكرانيا.
وكان الرئيس الأمريكي قال لـ«أكسيوس» قبل أيام إن زيارة راتكليف كانت «عملاً روتينياً»، ولم تكن تهدف إلى تحذير روسيا من مهاجمة أراضي حلف شمال الأطلسي (الناتو).
وطرحت إدارة ترمب فكرة عقد مثل هذه القمة في السابق، وأبدى زيلينسكي موافقته عليها، بينما رفضها بوتين. ووفقاً للمصادر، أبلغ مسؤولون أمريكيون زيلينسكي بأن راتكليف طرح خلال محادثاته في موسكو إمكانية إعادة إحياء محادثات السلام.
وقال المصدران إن راتكليف خلص إلى أن بورتنيكوف يمثّل طرفاً بناءً يمكنه المساعدة في إعادة إطلاق الجهود الدبلوماسية.
وكانت صحيفة «نيويورك تايمز» أفادت بأن راتكليف قدم لبورتنيكوف «تقييماً قاتماً» لوضع الحرب، وحث روسيا على التوصل إلى اتفاق قبل أن تتدهور أوضاعها أكثر.
وأطلع مسؤولون أمريكيون زيلينسكي، الجمعة، على تفاصيل محادثات راتكليف في موسكو، إلى جانب المقترح الخاص بعقد قمة ثلاثية.
فيما أبدى مسؤولون أوكرانيون شكوكاً كبيرة بشأن نيات بوتين، وقالوا إن لديهم معلومات استخباراتية تشير إلى أن الرئيس الروسي يخطط لتصعيد كبير في الحرب.
وقال نائب رئيس مكتب زيلينسكي بافلو باليسا للصحفيين، الجمعة، إن بوتين أمر جيشه بإعداد عدة سيناريوهات عملياتية لشن هجوم على شمال أوكرانيا، مع تحديد كييف وتشيرنيجوف منطقتين رئيسيتين للعمليات.
وتوقفت المفاوضات بين روسيا وأوكرانيا، التي تتوسط فيها إدارة ترمب، في منتصف فبراير، عقب اندلاع الحرب مع إيران.
وخلال الأشهر الماضية، أجرى مبعوثا البيت الأبيض ستيف ويتكوف وجاريد كوشنر محادثات منفصلة مع مفاوضين روس وأوكرانيين، إلا أن هذه الاتصالات لم تحقق سوى تقدم محدود، بحسب «أكسيوس».
ورجّح رئيس مكتب الرئيس الأوكراني كيريلو بودانوف استئناف المحادثات مع روسيا بوساطة أمريكية في سبتمبر، فيما رفض الكرملين التعليق على إجراء مفاوضات قريباً.
The Director of the American Central Intelligence Agency (CIA), John Ratcliffe, proposed holding a trilateral summit that would bring together American President Donald Trump, Russian President Vladimir Putin, and Ukrainian President Volodymyr Zelensky, in order to advance efforts to end the war in Ukraine, according to what was revealed by the Axios website on Sunday.
Two informed sources disclosed that Ratcliffe's visit to Moscow earlier this week aimed partly to determine whether the heads of Russian intelligence agencies could help persuade President Putin to move towards resuming negotiations with Ukraine under American mediation.
Ratcliffe visited Moscow on Tuesday, where he met with the head of the Russian Foreign Intelligence Service (SVR), Sergei Naryshkin, and the director of the Russian Federal Security Service (FSB), Alexander Bortnikov.
According to Axios, this is the first time Ratcliffe has personally engaged in diplomatic efforts aimed at achieving a breakthrough in the efforts to end the war between Russia and Ukraine.
The American president told Axios a few days ago that Ratcliffe's visit was a "routine matter" and was not intended to warn Russia against attacking NATO territory.
The Trump administration had previously suggested holding such a summit, which Zelensky expressed his agreement to, while Putin rejected it. According to the sources, American officials informed Zelensky that Ratcliffe raised the possibility of reviving peace talks during his discussions in Moscow.
The sources indicated that Ratcliffe concluded that Bortnikov represents a constructive party that could help relaunch diplomatic efforts.
The New York Times reported that Ratcliffe presented Bortnikov with a "bleak assessment" of the war situation and urged Russia to reach an agreement before its conditions deteriorate further.
American officials briefed Zelensky on Friday about the details of Ratcliffe's talks in Moscow, along with the proposal for holding a trilateral summit.
Meanwhile, Ukrainian officials expressed significant doubts about Putin's intentions, stating that they have intelligence indicating that the Russian president is planning a major escalation in the war.
Deputy Head of Zelensky's Office, Pavlo Balisa, told reporters on Friday that Putin has ordered his army to prepare several operational scenarios for launching an attack on northern Ukraine, identifying Kyiv and Chernihiv as two main areas for operations.
Negotiations between Russia and Ukraine, mediated by the Trump administration, stalled in mid-February following the outbreak of war with Iran.
In recent months, White House envoys Steve Witkoff and Jared Kushner have held separate talks with Russian and Ukrainian negotiators, but these communications have achieved only limited progress, according to Axios.
Ukrainian President's Office Chief Kyrylo Budanov suggested that negotiations with Russia under American mediation might resume in September, while the Kremlin declined to comment on the prospect of negotiations soon.
