ألزم المجلس الصحي السعودي المستشفيات بعدم رفض حالات الجلطات القلبية أو الحالات المشتبه بها والمنقولة بواسطة الهلال الأحمر، عند توافر الإمكانات اللازمة للتعامل معها، بهدف تسريع الاستجابة للحالات الحرجة والحد من تأخير التدخل الطبي.
وكشف التقرير السنوي للمجلس للعام 2025، حزمة من الإجراءات والتنظيمات الجديدة في الطوارئ والخدمات الإسعافية والتأمين الطبي والصحة الرقمية والأمومة والطفولة والإعاقة.
وشملت الإجراءات اعتماد التغطية لسيارات الإسعاف، وتنظيم الاستفادة من خدمات برنامج النقل الطبي الجوي، وتوحيد مسميات المرافق داخل أقسام الطوارئ، ووضع اشتراطات للسلامة الإسعافية في المواقع العامة.
وفي مجال التأمين الطبي، تضمن التقرير إدراج الرعاية الصحية المنزلية ضمن وثيقة التأمين، وإدراج فحص السمع ضمن فحوصات المواليد المشمولة بالتغطية التأمينية، إلى جانب تحفيز شركات التأمين على توفير السماعات والخدمات الخاصة باضطرابات التوحد.
وتضمنت إجراءات الكشف والتدخل المبكر للأطفال إضافة المسح السمعي للمواليد إلى بطاقات التطعيم، والفحص المبكر لحديثي الولادة، وزراعة القوقعة، وتحديد السمنة لدى الفئات العمرية للأطفال، فضلاً عن وضع آلية للتعامل مع حالات إساءة معاملة الأطفال وسياسة لتنظيم توفير بدائل الحليب في المنشآت الصحية.
وفي خدمات ذوي الإعاقة، شملت الإجراءات إنشاء لجنة وطنية للتأهيل الطبي، وإنشاء سجل لذوي الإعاقة، إلى جانب برنامج للكشف والتدخل المبكر للإعاقة السمعية.
القاموس الدوائي والطب الاتصالي
على صعيد الصحة الرقمية، استعرض التقرير عدداً من التنظيمات والمشاريع، من بينها القاموس الدوائي، والملف الصحي الإلكتروني الموحد، ولائحة نظم الترميز والتصنيف الطبي، والقواعد المنظمة للرعاية الصحية عن بُعد «الطب الاتصالي»، إضافة إلى النظام الوطني لقياس النضوج وجاهزية الصحة الرقمية في المنشآت الصحية «سهما».
وتعكس هذه الإجراءات توجه المجلس إلى تعزيز تكامل رحلة المريض، بدءاً من سرعة التعامل مع الحالات القلبية الحرجة، مروراً بخدمات الإسعاف والنقل الطبي والتغطية التأمينية، وصولاً إلى الرعاية المنزلية والكشف والتدخل المبكر والخدمات الصحية الرقمية.
The Saudi Health Council has mandated hospitals not to refuse cases of heart attacks or suspected cases transferred by the Red Crescent, when the necessary resources to handle them are available, with the aim of speeding up the response to critical cases and reducing delays in medical intervention.
The annual report of the council for the year 2025 revealed a package of new measures and regulations in emergency services, ambulance services, medical insurance, digital health, maternal and child health, and disability.
The measures included the approval of coverage for ambulances, organizing the use of air medical transport services, standardizing the names of facilities within emergency departments, and establishing safety requirements for ambulance services in public places.
In the field of medical insurance, the report included the incorporation of home healthcare into the insurance policy, the inclusion of hearing tests among the newborn screenings covered by insurance, as well as encouraging insurance companies to provide hearing aids and services for autism disorders.
The early detection and intervention measures for children included adding hearing screening for newborns to vaccination cards, early screening for newborns, cochlear implants, and identifying obesity among children of different age groups, in addition to establishing a mechanism to deal with cases of child abuse and a policy to regulate the provision of milk alternatives in healthcare facilities.
In services for people with disabilities, the measures included the establishment of a national committee for medical rehabilitation, the creation of a registry for individuals with disabilities, along with a program for early detection and intervention for hearing disabilities.
The Pharmaceutical Dictionary and Telemedicine
In the realm of digital health, the report reviewed several regulations and projects, including the pharmaceutical dictionary, the unified electronic health record, the coding and classification system regulations, and the rules governing telehealth services, in addition to the national system for measuring the maturity and readiness of digital health in healthcare facilities, "Saham".
These measures reflect the council's direction towards enhancing the integration of the patient journey, starting from the rapid response to critical cardiac cases, through ambulance services, medical transport, and insurance coverage, all the way to home care, early detection and intervention, and digital health services.
