كشفت وزارة الصحة العامة والسكان اليمنية اليوم (الأحد) مقتل 7 مدنيين وإصابة 30 آخرين، بينهم طفلان، في الهجوم الإرهابي الذي شنته مليشيا الحوثي على ميناء ومدينة المخا بتعز ومدينة الخوخة بمحافظة الحديدة، مؤكدة أن تلك الحصيلة أولية.
وذكرت الوزارة في بيان أن هجوم الحوثي الإرهابي طال مستشفى ميدانياً ومحيطه، مبينة أن المستشفى يعد أحد المرافق الصحية المهمة في الساحل الغربي، واستهدافه يمثل تهديداً مباشراً لحياة المرضى والعاملين الصحيين، ويعرض استمرارية الخدمات الطبية والإسعافية والعلاجية المنقذة للحياة للخطر.
وذكرت الوزارة أن الاعتداءات التي تطال المنشآت الصحية أو محيطها لا تقتصر آثارها على الخسائر البشرية والمادية المباشرة، وإنما تنعكس سلباً على قدرة القطاع الصحي على الاستجابة للحالات الطارئة واستقبال المصابين، وتفاقم معاناة السكان، لاسيما الفئات الأكثر ضعفاً واحتياجاً للرعاية الصحية.
وشددت الوزارة على أن المدنيين والمستشفيات والمنشآت الطبية والعاملين الصحيين وسيارات الإسعاف يتمتعون بالحماية بموجب القانون الدولي الإنساني، وأن احترام هذه الحماية يمثل التزاماً قانونياً وإنسانياً يتعين عدم انتهاكه تحت أي ظرف.
ودعت وزارة الصحة الأمم المتحدة ومنظمة الصحة العالمية واللجنة الدولية للصليب الأحمر والمجتمع الدولي إلى إدانة هذه الاعتداءات بوضوح، والاضطلاع بدور فاعل في حماية المدنيين والمنشآت الصحية والعاملين فيها، وتوثيق الانتهاكات والتحقق منها، والعمل على منع تكرارها، وضمان استمرار وصول الخدمات الطبية والإنسانية إلى السكان دون تهديد أو عوائق.
وأكدت الوزارة استمرار جهودها، بالتنسيق مع السلطات المحلية والجهات الصحية والشركاء، لتعزيز الاستجابة الطبية وتقديم الرعاية اللازمة للمصابين.
وأوضحت الوزارة أن المستشفيات والمنشآت الصحية هي مرافق مخصصة لإنقاذ الأرواح وتقديم الرعاية للمرضى والجرحى، وليست أهدافاً للصراع، وأن حماية المدنيين والمرضى والعاملين الصحيين مسؤولية قانونية وإنسانية يجب احترامها في جميع الظروف.
وكان وزير الصحة العامة والسكان اليمني الدكتور قاسم بحيبح ترأس اليوم في العاصمة المؤقتة عدن اجتماع لجنة طوارئ غرفة العمليات الصحية المركزية، لمناقشة خطة الطوارئ وآليات تفعيل غرفة العمليات المركزية وربطها بالمحافظات، وتعزيز جاهزية القطاع الصحي لمواجهة حالات الطوارئ والأزمات.
وناقش الوزير خلال الاجتماع خارطة الطوارئ والأولويات ومجالات التدخل والاستجابة، والمهمات المناطة باللجان الإشرافية والفنية، مشدداً على أهمية بناء منظومة طوارئ صحية مؤسسية متكاملة، قادرة على الرصد المبكر وسرعة اتخاذ القرار وتنسيق الاستجابة.
ووجه الوزير باستكمال تشكيل فرق الطوارئ بالمحافظات وإعداد خطط الاستجابة المحلية، وتوحيد قنوات البلاغ والتواصل والتقارير، مشدداً على تعزيز التنسيق مع الجهات ذات العلاقة، وتفعيل آليات الاستجابة المشتركة والإخلاء الطبي والإحالة، وتوجيه الموارد للمناطق الأكثر احتياجاً، بما يرفع مستوى الجاهزية ويضمن استمرارية الخدمات الصحية الأساسية.
The Yemeni Ministry of Public Health and Population revealed today (Sunday) the killing of 7 civilians and the injury of 30 others, including two children, in the terrorist attack launched by the Houthi militia on the port and city of Al-Mokha in Taiz and the city of Al-Khokha in Al-Hudaydah Governorate, confirming that this toll is preliminary.
The ministry stated in a statement that the Houthi terrorist attack targeted a field hospital and its surroundings, indicating that the hospital is one of the important health facilities on the western coast, and its targeting poses a direct threat to the lives of patients and healthcare workers, jeopardizing the continuity of life-saving medical, emergency, and therapeutic services.
The ministry mentioned that the assaults on health facilities or their surroundings do not only have direct human and material losses, but also negatively impact the health sector's ability to respond to emergencies and receive the injured, exacerbating the suffering of the population, especially the most vulnerable groups in need of healthcare.
The ministry emphasized that civilians, hospitals, medical facilities, healthcare workers, and ambulances are protected under international humanitarian law, and that respecting this protection represents a legal and humanitarian obligation that must not be violated under any circumstances.
The Ministry of Health called on the United Nations, the World Health Organization, the International Committee of the Red Cross, and the international community to clearly condemn these assaults, play an active role in protecting civilians and health facilities and their workers, document and verify violations, work to prevent their recurrence, and ensure the continued access of medical and humanitarian services to the population without threats or obstacles.
The ministry confirmed the continuation of its efforts, in coordination with local authorities, health entities, and partners, to enhance medical response and provide necessary care for the injured.
The ministry clarified that hospitals and health facilities are dedicated to saving lives and providing care for patients and the injured, and are not targets of conflict, and that protecting civilians, patients, and healthcare workers is a legal and humanitarian responsibility that must be respected in all circumstances.
Yemeni Minister of Public Health and Population Dr. Qassem Bahibeh chaired today in the temporary capital Aden a meeting of the Emergency Committee of the Central Health Operations Room to discuss the emergency plan, mechanisms to activate the central operations room and link it with the governorates, and enhance the health sector's readiness to face emergencies and crises.
During the meeting, the minister discussed the emergency map, priorities, areas of intervention and response, and the tasks assigned to the supervisory and technical committees, emphasizing the importance of building an integrated institutional health emergency system capable of early monitoring, quick decision-making, and coordinating responses.
The minister directed the completion of forming emergency teams in the governorates and preparing local response plans, unifying reporting, communication, and reporting channels, stressing the importance of enhancing coordination with relevant entities, activating mechanisms for joint response, medical evacuation, and referral, and directing resources to the most needy areas, in order to raise the level of readiness and ensure the continuity of essential health services.
