ما حدث في مكة يوم الجمعة، هو بكل المقاييس تحول مفصلي في مفهوم التنسيق والتعاون في المنطقة، عندما يتحول إلى هذا المستوى الذي مثلته اتفاقية الدفاع المشترك بين ثلاث دول كبرى، المملكة وتركيا وباكستان، التي تمثل ثقلاً وتأثيراً ليس على المستوى الإقليمي فحسب، وإنما على المستوى الدولي. وبالتأكيد، فإن توقيع اتفاقية إستراتيجية بالغة الأهمية كهذه يأتي بعد تفكير عميق ودراسة واسعة للمعطيات الراهنة والمستقبلية، في ظل الانتهاكات التي يتعرض لها القانون الدولي، وعدم الالتزام بالمواثيق الدولية، ما أدى إلى حالة قريبة من الفوضى في اتخاذ قرارات السلم والحرب، وفض النزاعات، وتغليب منطق القوة العسكرية على العمل الدبلوماسي لتخفيف التصعيد والاحتكام إلى تقديم المصالح البناءة بين الدول بدلاً من توسيع دائرة الخلافات.
لقد تعرض النظام الإقليمي الراهن إلى هزات شديدة التأثير، بفعل التجاوزات الصارخة التي مارستها إيران وإسرائيل في المنطقة. إيران تحاول منذ قرابة نصف قرن السيطرة والهيمنة على المنطقة بوسائل الفوضى، ثم أظهرت الحرب الأخيرة بينها وبين أمريكا وإسرائيل حقيقة نواياها تجاه دول الجوار عندما أمطرتها بصواريخها ومسيّراتها، وكشفت ما تحمله من عداء شديد وتربّص بها. وإذا أضفنا إلى ذلك إفرازات الحرب من تعطيلها لمضيق هرمز وتهديدها بتكرار الشيء نفسه في باب المندب، إضافة إلى تحريك مليشياتها في العراق واليمن لاستهداف دول الخليج والأردن وما هو أبعد، فإننا إزاء دولة غير عاقلة، تتصف بالتهور والمجازفة بسلم المنطقة بأجمعها. وفي الجانب الآخر، فإن إسرائيل ليست بأفضل منها لأنها تتطلع إلى الفراغ الإستراتيجي الذي قد ينتج عن تحجيم إيران بأي شكل كي تتصدى لملئه على طريقتها، وهذا خطر كبير أسوأ من خطر إيران، فأطماع إسرائيل ليست خافية. وعندما يضاف إلى ذلك الحروب والأزمات الراهنة في أماكن أخرى، فإن المنطقة بموقعها الإستراتيجي وأهميتها الجيوسياسية تحتاج إلى تنسيق أكبر من خلال دولها المؤثرة لردع المغامرات التي تهدد الأمن وتعطل التنمية وتؤثر على الاستقرار والسلم الذي تحتاجه الدول من أجل البناء والازدهار.
الدول الثلاث تشترك في عوامل جوهرية كثيرة، فهي تتمتع بقدرات وميزات بشرية واقتصادية وعسكرية ضخمة، وهي دول وازنة وذات احترام في المجتمع الدولي. وعندما توصلت إلى هذه الاتفاقية فإنها حددتها بمسمى واضح لا يقبل أي تأويل آخر، فهي اتفاقية ردع ودفاع مشترك وليست من أجل الاعتداء، كما أنها وضحت بشكل مؤكد أن الاعتداء على أي دولة من الدول المشاركة فيها يعتبر عدواناً عليها جميعاً، كما أنها لا تمثل أي محور أو تكتل طائفي، وليست تصعيداً للتوتر الراهن في المنطقة ولا مؤشراً على سباق للتسلح، كما أنها لا تأتي على حساب علاقاتها مع بقية الدول، وهذا ما أكد عليه المسؤولون في المملكة، بأنها لا تأتي على حساب علاقاتنا خليجياً وعربياً ودولياً.
صحيح أن توقيع الاتفاقية جاء خلال ظروف دقيقة في المنطقة، لكن الإعداد لها سبق ذلك بكثير، فمثل هذه الاتفاقيات الإستراتيجية لا تأتي كردود أفعال سريعة، كما أنها لن تُفعّل للرد على استفزازات تستطيع كل دولة التعامل معها بقدراتها الذاتية، هي اتفاقية أكبر وأهم من ذلك، وفي كل الأحوال فإنها إنجاز تأريخي للدول الثلاث، من أجل الحفاظ على أمنها في عالم ضبابي الملامح.
What happened in Mecca on Friday is, by all measures, a pivotal transformation in the concept of coordination and cooperation in the region, as it has reached a level represented by the mutual defense agreement among three major countries: Saudi Arabia, Turkey, and Pakistan. This agreement represents a significant weight and influence not only at the regional level but also internationally. Certainly, the signing of such a critically important strategic agreement comes after deep reflection and extensive study of the current and future data, in light of the violations of international law and the lack of commitment to international charters, which has led to a situation close to chaos in making decisions regarding peace and war, resolving conflicts, and prioritizing military power over diplomatic efforts to de-escalate tensions and focus on constructive interests among countries instead of expanding the circle of disputes.
The current regional system has been subjected to severe shocks due to the blatant transgressions committed by Iran and Israel in the region. Iran has been trying for nearly half a century to control and dominate the region through chaos, and the recent war between it and the U.S. and Israel revealed its true intentions towards neighboring countries when it bombarded them with its missiles and drones, exposing its intense hostility and lurking animosity. If we add to this the repercussions of the war, such as the disruption of the Strait of Hormuz and its threats to repeat the same in Bab al-Mandab, along with the mobilization of its militias in Iraq and Yemen to target the Gulf states and Jordan and beyond, we are faced with an irrational state characterized by recklessness and a willingness to gamble with the peace of the entire region. On the other hand, Israel is no better, as it seeks to fill the strategic vacuum that may arise from curbing Iran in any way, aiming to fill it in its own manner, which poses a greater danger than that of Iran, as Israel's ambitions are not hidden. When we add to this the ongoing wars and crises in other places, the region, given its strategic location and geopolitical importance, requires greater coordination among its influential countries to deter adventures that threaten security, disrupt development, and affect the stability and peace that countries need for building and prosperity.
The three countries share many essential factors; they possess massive human, economic, and military capabilities and are respected and significant players in the international community. When they reached this agreement, they clearly defined it with a name that does not allow for any other interpretation; it is a mutual deterrence and defense agreement, not for aggression. They also clearly stated that an attack on any of the participating countries is considered aggression against all of them. Furthermore, it does not represent any sectarian axis or bloc, nor is it an escalation of the current tensions in the region or an indication of an arms race. It also does not come at the expense of their relations with other countries, as emphasized by officials in Saudi Arabia, stating that it does not come at the expense of our Gulf, Arab, and international relations.
It is true that the signing of the agreement came during delicate circumstances in the region, but the preparation for it preceded that by a long time. Such strategic agreements do not come as quick reactions, nor will they be activated in response to provocations that each country can handle with its own capabilities. It is a larger and more important agreement than that, and in any case, it is a historic achievement for the three countries to maintain their security in a world with unclear features.
