بالتزامن مع تحديات أمنية متصاعدة تشمل الحرب في أوكرانيا والتوترات في الشرق الأوسط، تتجه أنظار العالم إلى العاصمة التركية أنقرة، إذ يجتمع قادة الدول الأعضاء في حلف شمال الأطلسي (الناتو)، غداً (الثلاثاء) ولمدة يومين، في قمة تُعد من أكثر الاجتماعات أهمية للحلف في السنوات الأخيرة، وسط ضغوط متزايدة من الرئيس الأمريكي دونالد ترمب لدفع الحلفاء الأوروبيين إلى تنفيذ تعهداتهم برفع الإنفاق الدفاعي.
مطالبات بالتنفيذ لا التعهدات
ويشارك في القمة قادة الدول الـ32 الأعضاء في الحلف، إلى جانب الرئيس الأوكراني فولوديمير زيلينسكي، ورئيسة المفوضية الأوروبية أورسولا فون دير لاين، ورئيس المجلس الأوروبي أنطونيو كوستا، وعدد من قادة الدول الشريكة.
بعد أن نجح في دفع أعضاء الناتو خلال قمة العام الماضي إلى الالتزام برفع الإنفاق الدفاعي إلى 5% من الناتج المحلي الإجمالي بحلول عام 2035، يسعى ترمب هذه المرة إلى ضمان تنفيذ تلك الالتزامات على أرض الواقع، في إطار رؤيته لإعادة توزيع الأعباء الدفاعية وتقليص الاعتماد الأوروبي على الولايات المتحدة.
ويتوقع أن يناقش القادة سبل تعزيز الإنتاج العسكري، وتسريع برامج التصنيع الدفاعي، إضافة إلى نقل مسؤوليات أمنية أكبر إلى الدول الأوروبية، في ظل مراجعة واشنطن لوجودها العسكري في القارة.
هرمز وأوكرانيا على طاولة القمة
وتتصدّر تطورات مضيق هرمز والملف الإيراني جدول أعمال القمة، خصوصاً بعد تأثير التوترات الأخيرة في المنطقة على أمن الملاحة وإمدادات الطاقة العالمية. وتشير التوقعات إلى أن البيان الختامي سيؤكد ضرورة ضمان حرية الملاحة في المضيق، مع تجديد موقف الحلف الرافض لامتلاك إيران سلاحاً نووياً.
ويبحث القادة استمرار دعم أوكرانيا في مواجهة روسيا، وسط توقعات بالإبقاء على مستويات المساعدات العسكرية والمالية المخصصة لكييف خلال عام 2027، مع استمرار مساهمة الدول الأوروبية والاتحاد الأوروبي في تمويل الاحتياجات الدفاعية الأوكرانية.

بالتزامن مع اجتماعات القمة، يستضيف الناتو منتدى للصناعات الدفاعية، يُنتظر أن يشهد إعلان اتفاقيات وصفقات إنتاج مشترك بمليارات الدولارات، بهدف رفع القدرة الإنتاجية وتسريع تزويد الجيوش الأوروبية بالأسلحة والأنظمة الحديثة.
وتؤكد قيادات الحلف أن نجاح استراتيجية الإنفاق لن يُقاس بحجم الأموال المخصصة، بل بقدرة الدول الأعضاء على تحويلها إلى قدرات عسكرية عملية تعزز الردع الجماعي.
مساعي تركيا لتعزيز دورها داخل الحلف
وتستغل تركيا استضافة القمة لإبراز مكانتها المتنامية في الصناعات الدفاعية، والدفع نحو رفع القيود المفروضة على تجارة السلاح داخل الناتو، فيما يُتوقع أن يبحث الرئيس رجب طيب أردوغان مع نظيره الأمريكي ملفات العلاقات الثنائية، وفي مقدمتها استئناف مشاركة أنقرة في برنامج المقاتلة إف-35، في وقت تبدو فيه قمة أنقرة اختباراً جديداً لقدرة الحلف على الحفاظ على تماسكه في ظل التحديات الأمنية والسياسية المتزايدة.

Developments in the Strait of Hormuz and the Iranian file are at the top of the summit's agenda, especially following the recent tensions in the region that have impacted maritime security and global energy supplies. Expectations indicate that the final statement will emphasize the necessity of ensuring freedom of navigation in the strait, while reiterating the alliance's position against Iran possessing nuclear weapons.
The leaders will also discuss continued support for Ukraine in its confrontation with Russia, amid expectations of maintaining levels of military and financial aid allocated to Kyiv through 2027, with ongoing contributions from European countries and the European Union to fund Ukraine's defense needs.
Defense Industries in Focus
Alongside the summit meetings, NATO is hosting a defense industries forum, which is expected to witness the announcement of agreements and joint production deals worth billions of dollars, aimed at increasing production capacity and accelerating the supply of modern weapons and systems to European armies.
NATO leaders emphasize that the success of the spending strategy will not be measured by the amount of money allocated, but by the ability of member states to convert it into practical military capabilities that enhance collective deterrence.
Turkey's Efforts to Enhance Its Role Within the Alliance
Turkey is taking advantage of hosting the summit to highlight its growing position in defense industries and to push for lifting restrictions on arms trade within NATO.
