في خطوة تصعيدية تجاه منظمات الأمم المتحدة، أعلنت وزارة الخارجية الإسرائيلية اليوم (الثلاثاء)، أن وزير الخارجية جدعون ساعر قرر قطع جميع الاتصالات فوراً مع عدد من وكالات الأمم المتحدة والمنظمات الدولية، مستشهداً بـ«التحيز ضد إسرائيل» و«البيروقراطية غير الفعالة».
وجاء القرار في أعقاب انسحاب الولايات المتحدة من 66 منظمة دولية تحت إدارة الرئيس دونالد ترمب، وأكد ساعر أن إسرائيل قد قطعت بالفعل علاقاتها مع بعض هذه المنظمات، وستقطع الآن الاتصالات مع تحالف الأمم المتحدة للحضارات، وبرنامج الأمم المتحدة للطاقة، والمنتدى العالمي للهجرة والتنمية.
وبحسب البيان الرسمي، يشمل القرار أيضاً تعليق التعاون مع منظمات أخرى تم قطع الاتصالات معها سابقاً، مثل: مكتب الممثل الخاص للأمين العام للأمم المتحدة المعني بالأطفال والنزاعات المسلحة، ومنظمة الأمم المتحدة للنهوض بالمرأة وتمكينها، ومؤتمر الأمم المتحدة للتجارة والتنمية «الأونكتاد»، ولجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا «الإسكوا»، التي انقطعت العلاقات معها لسنوات.
وكانت إسرائيل قد قطعت علاقاتها مع مكتب الممثل الخاص للأمين العام للأمم المتحدة المعني بالأطفال والنزاعات المسلحة في يونيو 2024 بعد إدراج الجيش الإسرائيلي في «قائمة سوداء» إلى جانب «حماس» و«الجهاد الإسلامي».
وأشار ساعر إلى أن الوزارة ستدرس استمرار التعاون مع منظمات أخرى فوراً، بالتشاور مع الجهات الحكومية المعنية، مشدداً على أن هذا القرار جاء بعد مراجعة شاملة عقب الانسحاب الأمريكي.
يأتي قرار إسرائيل في سياق تصعيد مستمر مع منظمات الأمم المتحدة، إذ اتهمت إسرائيل المنظمة مراراً بالتحيز ضدها، خصوصاً في قرارات تتعلق بالصراع الفلسطيني-الإسرائيلي، مثل إدانات مجلس الأمن أو تقارير حقوق الإنسان.
وفي يونيو 2024، أدرج الأمين العام للأمم المتحدة أنطونيو غوتيريش الجيش الإسرائيلي في تقرير سنوي عن الأطفال في النزاعات المسلحة، ما أثار غضب تل أبيب ودفعها لقطع الاتصالات مع مكتب الممثل الخاص.
In a provocative step towards United Nations organizations, the Israeli Ministry of Foreign Affairs announced today (Tuesday) that Foreign Minister Gideon Sa'ar has decided to immediately cut all communications with several UN agencies and international organizations, citing "bias against Israel" and "ineffective bureaucracy."
The decision came in the wake of the United States' withdrawal from 66 international organizations under President Donald Trump's administration. Sa'ar confirmed that Israel has already severed its ties with some of these organizations and will now cut communications with the United Nations Alliance of Civilizations, the United Nations Energy Program, and the Global Forum on Migration and Development.
According to the official statement, the decision also includes suspending cooperation with other organizations that had previously had their communications cut, such as the Office of the Special Representative of the UN Secretary-General for Children and Armed Conflict, the United Nations Entity for Gender Equality and the Empowerment of Women, the United Nations Conference on Trade and Development (UNCTAD), and the United Nations Economic and Social Commission for Western Asia (ESCWA), with which relations have been severed for years.
Israel had cut its ties with the Office of the Special Representative of the UN Secretary-General for Children and Armed Conflict in June 2024 after the Israeli army was placed on a "blacklist" alongside "Hamas" and "Islamic Jihad."
Sa'ar indicated that the ministry will immediately review the continuation of cooperation with other organizations in consultation with the relevant government entities, emphasizing that this decision came after a comprehensive review following the American withdrawal.
The Israeli decision comes in the context of ongoing escalation with UN organizations, as Israel has repeatedly accused the organization of bias against it, particularly in decisions related to the Israeli-Palestinian conflict, such as Security Council condemnations or human rights reports.
In June 2024, UN Secretary-General António Guterres included the Israeli army in an annual report on children in armed conflict, which angered Tel Aviv and prompted it to cut communications with the special representative's office.
