في أحدث جولة مفاوضات تهدف إلى إنهاء حرب أوكرانيا، من المقرر أن يجتمع مفاوضون أمريكيون بمسؤولين روس في ولاية فلوريدا، اليوم (السبت)، كمسعى جديد لإقناع روسيا وأوكرانيا بالتوصل إلى اتفاق لإنهاء الصراع. في وقت حذرت الاستخبارات الأمريكية من أن الرئيس الروسي فلاديمير بوتين «لا يزال يعتزم السيطرة على أوكرانيا بأكملها».
مواصلة الجهود المشتركة
ويجيء الاجتماع في أعقاب محادثات أمريكية أمس (الجمعة)، مع مسؤولين أوكرانيين وأوروبيين. ويقود الوفد الروسي المبعوث الخاص كيريل دميترييف، الذي سيلتقي مع المبعوثين الأمريكيين ستيف ويتكوف وجاريد كوشنر.
وقال كبير المفاوضين الأوكرانيين رستم عميروف بعد لقاء بمسؤولين أمريكيين، إن الأطراف المشاركة في المحادثات اتفقت على مواصلة الجهود المشتركة. وكتب عميروف «اتفقنا مع شركائنا الأمريكيين على اتخاذ خطوات أخرى وعلى مواصلة عملنا المشترك في المستقبل القريب». وأضاف أنه أبلغ الرئيس فولوديمير زيلينسكي بنتائج المحادثات.
فيما تحدث مسؤولون أمريكيون وأوكرانيون وأوروبيون الأسبوع الماضي، عن إحراز تقدم بشأن الضمانات الأمنية لكييف كجزء من المحادثات لإنهاء الحرب، ولكن لا يزال من غير الواضح ما إذا كانت هذه الشروط ستكون مقبولة لموسكو. واستبعد مصدر روسي عقد أي اجتماع بين دميترييف ومفاوضين أوكرانيين.
موافقة أوكرانيا شرط الاتفاق
وحسب مصادر مطلعة، فإن تقارير الاستخبارات الأمريكية تواصل التحذير من أن بوتين يعتزم الاستيلاء على أوكرانيا بأكملها، وهو ما يتناقض مع تأكيدات بعض المسؤولين الأمريكيين بأن موسكو مستعدة للسلام.
وقال وزير الخارجية الأمريكي ماركو روبيو، الجمعة، إنه لن يجبر أوكرانيا على أي اتفاق لإنهاء الغزو الروسي، في وقت انضم فيه الحلفاء الأوروبيون إلى محادثات جديدة في ميامي.
وقال في مؤتمر صحفي في واشنطن: لا يوجد اتفاق سلام إلا إذا وافقت أوكرانيا عليه. كل هذا السرد القائل إننا نحاول فرض شيء على أوكرانيا سخيف. وأضاف: لا يمكننا إجبار أوكرانيا على عقد صفقة، ولا يمكننا إجبار روسيا على عقد صفقة. عليهم أن يرغبوا في عقد الصفقة.
وكشف روبيو أنه قد ينضم إلى المحادثات في ميامي، السبت.
الأراضي عقبة المفاوضات
ولا تزال مسألة الأراضي العقبة الرئيسية في المحادثات، وقال مصدر مطلع: إن الولايات المتحدة تضغط على كييف للتنازل عن أراضٍ في منطقة دونيتسك الشرقية.
وأعرب الرئيس الأوكراني فولوديمير زيلينسكي عن استعداده للتخلي عن مساعي أوكرانيا للانضمام إلى حلف الأطلسي إذا قدمت الولايات المتحدة ودول غربية أخرى لكييف ضمانات أمنية مماثلة لتلك المقدمة لأعضاء الناتو. إلا أن أوكرانيا لا تزال تفضل عضوية الناتو باعتبارها أفضل ضمانة أمنية لمنع المزيد من العدوان الروسي.

In the latest round of negotiations aimed at ending the Ukraine war, American negotiators are set to meet with Russian officials in Florida today (Saturday) in a new effort to persuade Russia and Ukraine to reach an agreement to end the conflict. This comes as U.S. intelligence warned that Russian President Vladimir Putin "still intends to take control of all of Ukraine."
Continuing Joint Efforts
The meeting follows U.S. talks yesterday (Friday) with Ukrainian and European officials. The Russian delegation is led by special envoy Kirill Dmitriev, who will meet with American envoys Steve Witkoff and Jared Kushner.
Ukrainian chief negotiator Rustem Umerov stated after a meeting with U.S. officials that the parties involved in the talks agreed to continue their joint efforts. Umerov wrote, "We agreed with our American partners to take further steps and to continue our joint work in the near future." He added that he informed President Volodymyr Zelensky of the outcomes of the talks.
Meanwhile, American, Ukrainian, and European officials spoke last week about progress regarding security guarantees for Kyiv as part of the negotiations to end the war, but it remains unclear whether these conditions would be acceptable to Moscow. A Russian source dismissed the possibility of any meeting between Dmitriev and Ukrainian negotiators.
Ukraine's Approval is a Condition for Agreement
According to informed sources, U.S. intelligence reports continue to warn that Putin intends to seize all of Ukraine, which contradicts assurances from some U.S. officials that Moscow is ready for peace.
U.S. Secretary of State Marco Rubio stated on Friday that he would not force Ukraine into any agreement to end the Russian invasion, as European allies joined new talks in Miami.
He said at a press conference in Washington: "There is no peace agreement unless Ukraine agrees to it. All this narrative that we are trying to impose something on Ukraine is ridiculous." He added: "We cannot force Ukraine to make a deal, and we cannot force Russia to make a deal. They have to want to make the deal."
Rubio revealed that he may join the talks in Miami on Saturday.
Territory is a Negotiation Obstacle
The issue of territory remains the main obstacle in the talks, and an informed source stated that the United States is pressuring Kyiv to concede land in the eastern Donetsk region.
Ukrainian President Volodymyr Zelensky expressed his willingness to abandon Ukraine's aspirations to join NATO if the United States and other Western countries provide Kyiv with security guarantees similar to those offered to NATO members. However, Ukraine still prefers NATO membership as the best security guarantee to prevent further Russian aggression.
But Zelensky rejected Moscow's demands to withdraw its forces from areas that Russia has been unable to control by force. He added: "We are at war, and the United States is the decision-maker, and it is truly capable of stopping Putin, and I rely on that. I really depend on pressure from the United States. Putin does not want to end this war, but he can if the United States exerts more pressure."
