فيما قال الرئيس الأمريكي إن خطته لإنهاء الحرب في أوكرانيا ليست نهائية، أعلن الرئيس الفرنسي إيمانويل ماكرون، اليوم (السبت)، عن اجتماع للدول الـ30 الأعضاء في «تحالف الراغبين» الداعمة لكييف عبر تقنية الفيديو، (الثلاثاء).
وقال ماكرون للصحفيين على هامش قمة مجموعة العشرين في جوهانسبرغ: «سنعقد اجتماعاً بعد ظهر الثلاثاء للتنسيق في ما بيننا حول هذا الأمر، ولنرى التقدم الذي سيتم إحرازه خلال مفاوضات الأيام االقادمة في جنيف»، مضيفاً: نعلم أنه ليس هناك عناصر ردع في الخطة الأمريكية للسلام.
وحذّر ماكرون من أن الروس سيعودون ولن يفوا بوعدهم.
محادثات جنيف
وتستضيف سويسرا، غداً (الأحد)، محادثات بشأن الخطوات التالية لإحلال السلام في أوكرانيا، بينما تضغط واشنطن على كييف من أجل تقديم ردها على الخطة الأمريكية الأسبوع القادم.
وأوضح مسؤول أمريكي أن المبعوث الخاص ستيف ويتكوف، ووزير الخارجية ماركو روبيو سيصلان، (الأحد)، للمشاركة في المحادثات التي ستستضيفها جنيف.
نص الخطة الأمريكية
ونص المقترح الأمريكي على تنازل كييف عن منطقة دونباس في شرق أوكرانيا فضلاً عن القرم، وتجميد خطوط التماس في منطقتي خيرسون وزابوريجيا الجنوبيتين، اللتين أعلنت موسكو ضمهما بشكل غير قانوني، فيما تنسحب القوات الروسية من مناطق أخرى في خاركيف، بحيث تسلم أوكرانيا 2300 كيلومتر مربع لروسيا، وهي مساحة تضاهي مساحة لوكسمبورغ، إذ يتعين عليها التخلي عما يقرب من 5000 كيلومتر مربع في منطقة دونيتسك التي يُفترض أن تُصبح منطقة عازلة، و45 كيلومتراً مربعاً أخرى في لوغانسك، فيما تسحب موسكو قواتها من أجزاء من مناطق خاركيف (2000 كيلومتر مربع)، ودنيبروبيتروفسك (450 كيلومتراً مربعاً)، وسومي (300 كيلومتر مربع)، وتشرنيغوف (20 كيلومتراً مربعاً).
وشددت الخطة المكونة من 28 بنداً على كييف بالتخلي عن السعي للانضمام إلى حلف الناتو والاكتفاء بالانضمام إلى الاتحاد الأوروبي، وعدم الموافقة على نشر قوات دولية داخل أراضيها، إضافة إلى إجراء انتخابات خلال 100 يوم، وتعهد الولايات المتحدة بتقديم ضمانات أمنية إلى كييف.
While the American president stated that his plan to end the war in Ukraine is not final, French President Emmanuel Macron announced today (Saturday) a meeting of the 30 member countries of the "Alliance of the Willing" supporting Kyiv via video conference on Tuesday.
Macron told reporters on the sidelines of the G20 summit in Johannesburg: "We will hold a meeting on Tuesday afternoon to coordinate among ourselves on this matter, and to see the progress that will be made during the negotiations in the coming days in Geneva," adding: "We know that there are no deterrent elements in the American peace plan."
Macron warned that the Russians will return and will not keep their promises.
Geneva Talks
Switzerland will host talks tomorrow (Sunday) regarding the next steps for achieving peace in Ukraine, while Washington pressures Kyiv to provide its response to the American plan next week.
An American official clarified that special envoy Steve Witkoff and Secretary of State Marco Rubio will arrive on Sunday to participate in the talks hosted by Geneva.
Text of the American Plan
The American proposal stipulates that Kyiv concede the Donbas region in eastern Ukraine as well as Crimea, and freeze the front lines in the southern regions of Kherson and Zaporizhia, which Moscow has illegally annexed, while Russian forces withdraw from other areas in Kharkiv, so that Ukraine hands over 2,300 square kilometers to Russia, an area equivalent to that of Luxembourg, as it must relinquish nearly 5,000 square kilometers in the Donetsk region, which is supposed to become a buffer zone, and another 45 square kilometers in Luhansk, while Moscow withdraws its forces from parts of Kharkiv (2,000 square kilometers), Dnipropetrovsk (450 square kilometers), Sumy (300 square kilometers), and Chernihiv (20 square kilometers).
The 28-point plan emphasized that Kyiv must abandon its pursuit of NATO membership and settle for joining the European Union, and not agree to the deployment of international forces within its territory, in addition to holding elections within 100 days, with the United States committing to provide security guarantees to Kyiv.
