بعد أيام من التوتر والاشتباكات في محيط مخيم الفردان بمنطقة حارم شمالي إدلب، توصلت السلطات السورية إلى اتفاق لوقف إطلاق النار مع «كتيبة الغرباء» التي تضم مقاتلين أجانب، بينهم فرنسيون.
وتضمن الاتفاق وقفاً كاملاً للعمليات القتالية وسحب الأسلحة الثقيلة من المخيم، وعودة الهدوء إلى المنطقة التي تضم عشرات العائلات من النساء والأطفال.
فتح مخيم الغرباء
ونص الاتفاق على فتح مخيم «الغرباء» أمام قوات وزارة الداخلية السورية لتنظيم الوجود الأمني فيه، وإحالة ملف قائد الفصيل، عمر ديابي المعروف بعمر أومسين، إلى القضاء الشرعي بوزارة العدل، للنظر في التهم الموجهة إليه، بينها قضية خطف فتاة.
ودخلت قوات الأمن السورية في اشتباكات ضد متطرفين فرنسيين، بعد تطويقها مخيمهم، واتهامها قائدهم برفض تسليم نفسه على خلفية خطف فتاة، في أول مواجهة تعلنها السلطة ضد مقاتلين أجانب منذ وصولها إلى دمشق.
مجموعة خارجة عن القانون
من جانبه، قال قائد الأمن الداخلي في محافظة إدلب العميد غسان باكير: إن ما حصل جاء استجابةً لشكاوى أهالي مخيم الفردان في ريف إدلب بشأن الانتهاكات الجسيمة التي تعرّضوا لها، وآخرها خطف فتاة من والدتها على يد مجموعة مسلحة خارجة عن القانون بقيادة المدعو عمر ديابي.
ويُعد مخيم «الغرباء»، الواقع قرب الحدود التركية في ريف إدلب الشمالي، أحد أبرز معاقل المقاتلين الفرنسيين في سورية. ويقع في إدلب ومعروف بـ«مخيم الفرنسيين»، أو مخيم فصيل «الغرباء» الذي يقوده أومسن. وبدأ يتشكل بعد عام 2013، عندما وصل عمر أومسين، تاركاً مدينته نيس الفرنسية، إلى سورية، وبدأ واحدة من أقوى عمليات التجنيد للمقاتلين الأفارقة والفرنسيين، الذين قدموا إلى سورية للقتال، منهم من انضم إلى «داعش»، ومنهم من بقي مع أومسين في خطه القريب من «جبهة النصرة» حينها.
أومسين من نيس إلى سورية
يذكر أن عمر أومسين (45 عاماً) هو فرنسي من أصول سنغالية، انتقل من نيس عام 2013 للانضمام إلى الجماعات المسلحة في سورية، واستقر في جبال اللاذقية، وترأس كتيبة متشددة تضم في معظمها شبّاناً فرنسيين وأفارقة.
عمل أومسين في صفوف «هيئة تحرير الشام»، ثم أعلن استقلال كتيبته تحت اسم «فرقة الغرباء»، شاركت في معارك ضد قوات النظام السابق، شمالي اللاذقية، قبل أنباء انضمامه إلى تنظيم «حرّاس الدين»، الذي فكّكته «الهيئة» تماماً.
وصُنّف «أومسين» في سبتمبر 2016، بقرار من الخارجية الأمريكية كـ«إرهابي عالمي»، واتهمته السلطات الفرنسية بتجنيد 80% من المسلحين الناطقين بالفرنسية الذين ذهبوا إلى سورية والعراق.
واعتقلته «تحرير الشام» في سبتمبر 2020، على خلفية دعاوى قانونية عديدة، إضافة إلى مخالفات وتجاوزات ارتكبها في الشمال السوري، وقضى نحو 17 شهراً في سجون «الهيئة»، قبل الإفراج عنه.
After days of tension and clashes around the Al-Firdan camp in the Harim area of northern Idlib, the Syrian authorities reached an agreement to cease fire with the "Foreigners Brigade," which includes foreign fighters, among them French nationals.
The agreement included a complete halt to combat operations, the withdrawal of heavy weapons from the camp, and the return of calm to the area, which houses dozens of families of women and children.
Opening the Foreigners Camp
The agreement stipulated the opening of the "Foreigners" camp to the Syrian Ministry of Interior forces to organize security presence there, and the referral of the faction leader, Omar Diaby, known as Omar Oumsin, to the Sharia judiciary at the Ministry of Justice, to consider the charges against him, including the kidnapping of a girl.
Syrian security forces engaged in clashes against French extremists after surrounding their camp, accusing their leader of refusing to surrender in connection with the kidnapping of a girl, marking the first confrontation declared by the authorities against foreign fighters since their arrival in Damascus.
A Lawless Group
For his part, the head of internal security in Idlib province, Major General Ghassan Bakir, stated that what happened was in response to complaints from the residents of the Al-Firdan camp in rural Idlib regarding the serious violations they were subjected to, the latest being the kidnapping of a girl from her mother by an armed lawless group led by the so-called Omar Diaby.
The "Foreigners" camp, located near the Turkish border in northern Idlib, is one of the most prominent strongholds of French fighters in Syria. It is located in Idlib and is known as the "French camp," or the camp of the "Foreigners" faction led by Oumsin. It began to form after 2013, when Omar Oumsin arrived, leaving his city of Nice in France, to Syria, and initiated one of the strongest recruitment operations for African and French fighters who came to Syria to fight, some of whom joined ISIS, while others remained with Oumsin in his line close to "Jabhat al-Nusra" at that time.

It is worth noting that Omar Oumsin (45 years old) is a Frenchman of Senegalese descent, who moved from Nice in 2013 to join armed groups in Syria, settling in the mountains of Latakia, and leading a militant brigade mostly composed of young French and African fighters.
Oumsin worked within the ranks of "Hay'at Tahrir al-Sham," then announced the independence of his brigade under the name "Foreigners Division," which participated in battles against the former regime forces in northern Latakia, before reports of his joining the "Guardians of Religion" organization, which was completely dismantled by "the authority."
Oumsin was classified in September 2016, by a decision from the U.S. State Department, as a "global terrorist," and French authorities accused him of recruiting 80% of the French-speaking militants who went to Syria and Iraq.
He was arrested by "Tahrir al-Sham" in September 2020, due to numerous legal claims, in addition to violations and excesses he committed in northern Syria, and spent about 17 months in "the authority's" prisons before being released.
