ألغت ألمانيا زيارة كانت مقررة لوزير خارجيتها يوهان فاديفول إلى الصين بسبب عدم ترتيب لقاءات كافية.
وكان من المقرر أن يناقش الوزير الألماني قيود تصدير المعادن النادرة وأشباه الموصلات وأهمية حرية حركة السلع عبر مضيق تايوان.
تأجيل الرحلة لموعد لاحق
وأعلنت متحدثة باسم وزارة الخارجية الألمانية، اليوم (الجمعة)، إلغاء زيارة الوزير يوهان فاديفول إلى الصين التي كانت مقررة(الأحد)، والتي كانت ستكون أول زيارة يقوم بها وزير من الحكومة الألمانية الحالية إلى الصين.
وأضافت: سنقوم بتأجيل الرحلة إلى موعد لاحق، وذكرت أن الوزارة لم تتمكن من ترتيب عدد كافٍ من اللقاءات في الصين لتبرير القيام بالزيارة في هذا التوقيت.
ورفضت المتحدثة تحديد أي من الجانبين هو الذي ألغى الزيارة، لكنها أضافت أن ألمانيا تأسف لتطور الأحداث، بالنظر إلى أهمية الصين كشريك تجاري رئيسي، وكونها الدولة التي لا تضاهيها أخرى في مدى نفوذها على روسيا في حربها ضد أوكرانيا.
تقليل الاعتماد على الصين
وكان فاديفول قال إنه سيحث الصين على تخفيف قيود التصدير المفروضة على العناصر النادرة وأشباه الموصلات، معتبراً أن التجارة العادلة تمثل حجر الأساس لعلاقات ناجحة بين الجانبين.
وكان من المفترض أن تسبق زيارة فاديفول، الزيارة المرتقبة للمستشار فريدريش ميرتس إلى بكين، في وقت لاحق من هذا العام.
وتعمل ألمانيا على تقليل اعتمادها على الصين، التي كانت أكبر شريك تجاري لها حتى عام 2024، في ظل التوترات السياسية والمخاوف من «ممارسات تجارية غير عادلة».
وكان من المفترض أن يرافق الوزير وفد يضم رئيس اتحاد صناعة السيارات الألماني (VDA)، والرئيس التنفيذي لشركة نوبل إليمنتس، وهي شركة مستوردة للعناصر النادرة.
قيود تصدير المعادن النادرة
واعتبر فاديفول، في مقابلة الأربعاء الماضي، أن القيود الأخيرة على صادرات المعادن النادرة وأشباه الموصلات تمثل «مصدر قلق رئيسي».
وأضاف: «سأتناول هذه القضية بوضوح خلال الزيارة. وأنا على يقين من أن الصين، مثلنا، لديها مصلحة أساسية في علاقات تجارية عالمية مستقرة وموثوقة وسلاسل توريد آمنة».
وأكد أن هذا النجاح لا يمكن أن يتحقق على المدى الطويل إلا إذا تم الالتزام بقواعد التجارة الدولية العادلة والمفتوحة من جميع الأطراف.
تسهيل محادثات أوكرانيا
ولفت الوزير إلى أنه سيؤكد على أهمية حرية حركة السلع عبر مضيق تايوان، بوصفه ممراً تجارياً حيوياً. وقال: «إذا لم يعد من الممكن ضمان حرية الحركة هناك بسبب صراعات عنيفة، فسيكون لذلك أثر على الازدهار في أجزاء كثيرة من العالم».
وأضاف فاديفول: «سياستنا تجاه الصين الواحدة لم تتغير، ونحن من نقرر شكلها وتفاصيلها. وهذا يشمل أن أي تغيير في الوضع القائم يجب ألا يتم بالقوة».
وأضاف فاديفول أنه سيدعو الصين إلى استخدام نفوذها الكبير على روسيا، من أجل تسهيل محادثات السلام المتعلقة بالنزاع في أوكرانيا.
وأكد أن المصلحة هي أن تساهم الصين في تحقيق سلام عادل ودائم في أوكرانيا. فلا توجد دولة تملك تأثيراً على روسيا بقدر ما تملكه الصين، وفق قوله.
Germany has canceled a planned visit by its Foreign Minister, Johan Wadephol, to China due to insufficient meetings being arranged.
The German minister was scheduled to discuss restrictions on the export of rare metals and semiconductors, as well as the importance of the free movement of goods through the Taiwan Strait.
Postponement of the trip to a later date
A spokesperson for the German Foreign Ministry announced today (Friday) the cancellation of Minister Johan Wadephol's visit to China, which was scheduled for (Sunday) and would have been the first visit by a minister from the current German government to China.
She added: We will postpone the trip to a later date, noting that the ministry was unable to arrange a sufficient number of meetings in China to justify making the visit at this time.
The spokesperson declined to specify which side canceled the visit but added that Germany regrets the development of events, given China's importance as a major trading partner and its unmatched influence over Russia in its war against Ukraine.
Reducing dependence on China
Wadephol had stated that he would urge China to ease export restrictions on rare elements and semiconductors, considering that fair trade represents the cornerstone of successful relations between the two sides.
Wadephol's visit was supposed to precede the anticipated visit of Chancellor Friedrich Merz to Beijing later this year.
Germany is working to reduce its dependence on China, which was its largest trading partner until 2024, amid political tensions and concerns about "unfair trade practices."
The minister was supposed to be accompanied by a delegation that includes the president of the German Automotive Industry Association (VDA) and the CEO of Noble Elements, a company that imports rare elements.
Restrictions on the export of rare metals
Wadephol considered, in an interview last Wednesday, that the recent restrictions on the export of rare metals and semiconductors represent a "major concern."
He added: "I will address this issue clearly during the visit. I am confident that China, like us, has a fundamental interest in stable and reliable global trade relations and secure supply chains."
He emphasized that this success can only be achieved in the long term if all parties commit to fair and open international trade rules.
Facilitating Ukraine talks
The minister pointed out that he will emphasize the importance of the free movement of goods through the Taiwan Strait, describing it as a vital trade passage. He said: "If freedom of movement can no longer be guaranteed there due to violent conflicts, it will have an impact on prosperity in many parts of the world."
Wadephol added: "Our policy towards one China has not changed, and we are the ones who decide its shape and details. This includes that any change in the status quo must not be achieved by force."
Wadephol also stated that he would call on China to use its significant influence over Russia to facilitate peace talks related to the conflict in Ukraine.
He confirmed that the interest is for China to contribute to achieving a just and lasting peace in Ukraine. No country has as much influence over Russia as China does, according to him.
