جاء الخطاب في اجتماع نادر وغير مسبوق جمع قادة عسكريين من جميع أنحاء العالم دون إخطارهم مسبقًا بالسبب، وهو الذي طلب وزير الدفاع بيت هيغسيث إجراءه، الأسبوع الماضي، وسط مخاوف أمنية وتكاليف عالية مع اقتراب إغلاق حكومي محتمل.
