قال المتحدث باسم وزارة الخارجية القطرية ماجد الأنصاري إن اقتراح وقف إطلاق النار الذي وافقت عليه حركة حماس يكاد يتطابق مع خطة سابقة طرحها المبعوث الأمريكي ستيف ويتكوف ووافقت عليها إسرائيل.
وأفاد في مؤتمر صحفي، اليوم (الثلاثاء)، أن المقترح الذي وافقت عليه حماس يتضمن مساراً لوقف دائم لإطلاق النار، وهو أفضل ما يمكن تقديمه حالياً للحفاظ على أرواح المدنيين في غزة.
ولفت إلى أن الوسطاء ينتظرون رداً من إسرائيل على المقترح، وأضاف: «لا مدى زمنياً للرد، ولكن سمعنا أن إسرائيل تبحث الأمر ونتمنى رداً سريعاً وإيجابياً».
وعبّر الأنصاري عن أمله في التوصل لاتفاق في أسرع وقت ممكن وتطبيقه فوراً، مؤكداً أنه لا توجد ضمانات حقيقية على الأرض عدا التزام الطرفين بتطبيق الاتفاق.
وقال إن رئيس الوزراء وزير الخارجية الشيخ محمد بن عبدالرحمن على اتصال بويتكوف، وهناك أجواء إيجابية بشأن المفاوضات.
وشهدت الأيام الماضية مفاوضات في القاهرة حرصت حماس على مشاركة كافة الفصائل فيها، بحيث يكون الموقف موحداً ولا تُتهم بأنها أفشلت المفاوضات وعرّضت سكان القطاع للتصعيد العسكري.
وينص المقترح الجديد على تبادل 10 أسرى إسرائيليين أحياء و18 جثة، مقابل 1700 أسير فلسطيني، منهم 45 من ذوي المؤبدات، و15 من ذوي الأحكام العالية.
ويتضمن الإفراج عن 8 أسرى إسرائيليين أحياء مع بداية الهدنة التي ستستمر 60 يوماً يجري فيها التفاوض على وقف شامل للحرب. وسيُفرج عن أسيرين آخرين في اليوم الـ50 من الهدنة، وبالمثل سيفرج عن جثث القتلى الإسرائيليين تدريجياً.
ومن الأسرى الفلسطينيين الـ1700 المشمولين بالاتفاق المطروح 1500 من أسرى غزة الذين اعتقلهم الاحتلال بعد 7 أكتوبر 2023.
وطلبت حماس من الوسطاء الحصول على موافقة إسرائيل أولاً قبل إعطاء الرد الفلسطيني، لكن الوسطاء تعهدوا لها وللفصائل بأنهم سيعملون على المضي قدماً في هذا المسار.
ومن المقرر أن تنسحب قوات الاحتلال إلى مسافة 1000 متر من الحدود مع القطاع وإلى مسافة 1200 متر من المناطق المأهولة بالسكان حتى تدخل المساعدات بالشكل اللازم لشمال القطاع وجنوبه.
وتمسكت إسرائيل بالبقاء على مسافة 1200 متر في بعض المناطق مثل بيت حانون والشجاعية، وهو ما قبلته حماس لإنقاذ السكان من التجويع الذي يتعرضون له.
وتعهد الوسطاء بالعمل على عدم العودة للحرب في حال لم يتم التوافق على وقف الحرب خلال هدنة الشهرين المقترحة، لكن هذا البند ليس منصوصاً عليه في الاتفاق.
ولم تبد إسرائيل قبولاً ولا رفضاً لهذا المقترح، في حين نقل موقع «والا» الإسرائيلي عن مصادر عسكرية، أن نحو 80 ألف جندي إسرائيلي سيشاركون في محاصرة مدينة غزة. وأفاد مسؤول عسكري أن عملية احتلال مدينة غزة ستكون واسعة وستشكل خطراً كبيراً على الجيش الإسرائيلي.

The spokesperson for the Qatari Ministry of Foreign Affairs, Majid Al-Ansari, stated that the ceasefire proposal accepted by Hamas closely resembles a previous plan put forward by U.S. envoy Steve Witkoff, which was approved by Israel.
He reported in a press conference today (Tuesday) that the proposal accepted by Hamas includes a pathway to a permanent ceasefire, which is the best that can currently be offered to preserve civilian lives in Gaza.
He noted that the mediators are awaiting a response from Israel regarding the proposal, adding, "There is no timeframe for the response, but we have heard that Israel is considering the matter, and we hope for a quick and positive response."
Al-Ansari expressed hope for reaching an agreement as soon as possible and implementing it immediately, emphasizing that there are no real guarantees on the ground other than the commitment of both parties to implement the agreement.
He stated that Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman is in contact with Witkoff, and there is a positive atmosphere regarding the negotiations.
In recent days, negotiations in Cairo have seen Hamas keen to involve all factions, ensuring a unified stance and avoiding accusations that it has sabotaged the negotiations and put the residents of the Gaza Strip at risk of military escalation.
The new proposal stipulates the exchange of 10 living Israeli prisoners and 18 bodies in exchange for 1,700 Palestinian prisoners, including 45 serving life sentences and 15 with high sentences.
The release of 8 living Israeli prisoners is included at the start of a ceasefire that will last for 60 days, during which negotiations for a comprehensive end to the war will take place. Two additional prisoners will be released on the 50th day of the ceasefire, and similarly, the bodies of the Israeli dead will be released gradually.
Of the 1,700 Palestinian prisoners included in the proposed agreement, 1,500 are from Gaza who were arrested by the occupation after October 7, 2023.
Hamas requested that the mediators obtain Israel's approval first before providing the Palestinian response, but the mediators assured them and the factions that they would work to move forward on this path.
Israeli occupation forces are set to withdraw to a distance of 1,000 meters from the border with the Gaza Strip and to a distance of 1,200 meters from populated areas to allow aid to enter properly into the northern and southern Gaza Strip.
Israel insisted on maintaining a distance of 1,200 meters in some areas such as Beit Hanoun and Shuja'iyya, which Hamas accepted to save the residents from the starvation they are facing.
The mediators committed to working to prevent a return to war if an agreement on ending the war is not reached during the proposed two-month ceasefire, but this clause is not stipulated in the agreement.
Israel has not shown acceptance or rejection of this proposal, while the Israeli website "Walla" reported from military sources that about 80,000 Israeli soldiers will participate in besieging the city of Gaza. A military official stated that the operation to occupy the city of Gaza will be extensive and pose a significant threat to the Israeli army.
