دعا مجلس الأمن الدولي اليوم (الأحد) جميع الأطراف في محافظة السويداء بسورية إلى الالتزام بترتيب وقف إطلاق النار وضمان حماية السكان المدنيين، معرباً عن قلقه البالغ إزاء التصعيد الأخير في أعمال العنف التي اندلعت منذ 12 يوليو الماضي، معرباً عن إدانته أعمال العنف التي ارتُكبت بحق المدنيين في السويداء، وشملت عمليات قتل جماعي وفقدان الأرواح، وأدت إلى نزوح نحو 192 ألف شخص داخلياً.
وطالب مجلس الأمن في بيانه الرئاسي الذي صدر بإجماع أعضائه الـ15، بتمكين الأمم المتحدة والمنظمات الإنسانية من إيصال المساعدات بشكل كامل وآمن وسريع ودون عوائق إلى المجتمعات المتضررة في السويداء وبقية أنحاء سورية، وضمان المعاملة الإنسانية لجميع الأشخاص، بمن فيهم الجرحى والمستسلمون والمحتجزون، مؤكداً أن تحقيق التعافي الفعلي في البلاد يتطلب اتخاذ خطوات ملموسة تكفل الأمن والحماية لكل السوريين.
ورحب المجلس بالبيان الذي أصدرته السلطات السورية وأعلنت فيه إدانة أعمال العنف واتخاذ إجراءات للتحقيق فيها ومحاسبة المسؤولين عنها، داعياً السلطات إلى ضمان إجراء تحقيقات موثوقة وسريعة وشفافة ونزيهة وشاملة وفقَ المعايير الدولية.
وقال المجلس: يجب على السلطات السورية المؤقتة أن تضمن مساءلة جميع مرتكبي أعمال العنف وتقديمهم إلى العدالة بغض النظر عن انتماءاتهم. ويحيط مجلس الأمن علماً كذلك بقرار إدارة شؤون الدفاع التابعة للسلطات السورية إنشاء لجنة للتحقق من انتماءات الأفراد الضالعين في أعمال العنف وخلفياتهم، مشدداً على أهمية الشمول والشفافية في عمليات العدالة والمصالحة وضرورتها الملحة لإحلال السلام المستدام في سورية.
وأشار مجلس الأمن إلى قراره (2254- 2015) وبيانه الرئاسي (S/PRST/2025/4) وبيانه الصحفي الصادر في 17 ديسمبر 2024، وأكد من جديد التزامه القوي بسيادة سورية واستقلالها ووحدتها وسلامة أراضيها، وأهاب بجميع الدول أن تحترم تلك المبادئ.
وأدان المجلس جميع أشكال التدخل السلبي أو الهدّام في عملية الانتقال السياسي والأمني والاقتصادي في سورية، مشيراً إلى أن هذه التدخلات تقوض الجهود الرامية إلى استعادة الاستقرار في البلاد، وأهاب بجميع الدول الامتناع عن أي عمل أو تدخل قد يزيد من زعزعة استقرار البلد.
ودعا مجلس الأمن إلى تنفيذ عملية سياسية شاملة للجميع يقودها السوريون ويمسكون بزمامها، استناداً إلى المبادئ الرئيسية الواردة في القرار 2254، ويشمل ذلك حماية حقوق السوريين كافة، بغض النظر عن انتمائهم العرقي أو الديني، مشدداً على ضرورة أن تلبي هذه العملية السياسية التطلعات المشروعة للسوريين قاطبة وأن تحميهم جميعاً وتمكّنهم من تقرير مستقبلهم على نحو سلمي ومستقل وديمقراطي.
The United Nations Security Council today (Sunday) called on all parties in the Sweida Governorate in Syria to adhere to arrangements for a ceasefire and to ensure the protection of civilians, expressing its deep concern over the recent escalation of violence that has erupted since July 12, condemning the acts of violence committed against civilians in Sweida, which included mass killings and loss of life, leading to the displacement of approximately 192,000 people internally.
The Security Council, in its presidential statement issued unanimously by all 15 of its members, demanded that the United Nations and humanitarian organizations be enabled to deliver aid fully, safely, quickly, and without obstacles to the affected communities in Sweida and other parts of Syria, and to ensure humane treatment for all individuals, including the wounded, surrendering individuals, and detainees, affirming that achieving actual recovery in the country requires concrete steps to ensure security and protection for all Syrians.
The Council welcomed the statement issued by the Syrian authorities in which they condemned the acts of violence and announced measures to investigate them and hold those responsible accountable, calling on the authorities to ensure that reliable, swift, transparent, fair, and comprehensive investigations are conducted in accordance with international standards.
The Council stated: The temporary Syrian authorities must ensure accountability for all perpetrators of acts of violence and bring them to justice regardless of their affiliations. The Security Council also noted the decision by the Syrian authorities' Defense Affairs Administration to establish a committee to verify the affiliations and backgrounds of individuals involved in acts of violence, emphasizing the importance of inclusivity and transparency in justice and reconciliation processes and their urgent necessity for achieving sustainable peace in Syria.
The Security Council referred to its decision (2254-2015), its presidential statement (S/PRST/2025/4), and its press statement issued on December 17, 2024, reaffirming its strong commitment to Syria's sovereignty, independence, unity, and territorial integrity, and urging all countries to respect these principles.
The Council condemned all forms of negative or destructive interference in the political, security, and economic transition process in Syria, noting that such interventions undermine efforts to restore stability in the country, and urged all nations to refrain from any actions or interventions that could further destabilize the country.
The Security Council called for the implementation of an inclusive political process led by Syrians and driven by them, based on the key principles outlined in resolution 2254, which includes the protection of the rights of all Syrians, regardless of their ethnic or religious affiliations, emphasizing that this political process must meet the legitimate aspirations of all Syrians and protect them, enabling them to determine their future peacefully, independently, and democratically.
