ألقت السلطات الألمانية القبض على ليبي مشتبه به في جرائم حرب ترتبط بعمله مسؤولاً كبيراً في سجن معيتيقة «سيئ السمعة»، وفقاً لما أعلنته المحكمة الجنائية الدولية اليوم (الجمعة).
وقال المتحدث باسم مكتب المدعي العام في براندنبورج اليوم إن السلطات الألمانية اعتقلت المواطن الليبي خالد محمد علي الهيشري المعروف باسم «البوطي»، وإنها تحتجزه حالياً في براندنبورغ، موضحاً أنه يجري التحضير لترحيله إلى لاهاي.
وأوضحت محكمة الجنائية الدولية أنه سيبقى رهن الاحتجاز لدى السلطات الألمانية ريثما تكتمل الإجراءات هناك.
وأفادت المحكمة بأن المشتبه به بارتكاب جرائم حرب أثناء عمله مسؤولا في أحد السجون الليبية، التي عُرفت بسوء المعاملة والتعذيب أوقف الأربعاء الماضي، بناء على طلب من المحكمة، مبينة أنه يُعتقد أن الليبي الموقوف كان من أكبر المسؤولين في سجن معيتيقة، الذي كان نزلاؤه يتعرضون للتعذيب دوريا وأحيانا للاعتداءات غير الأخلاقية.
ويواجه الهيشري تهم جرائم حرب وجرائم ضد الإنسانية، منها القتل والتعذيب والاغتصاب منذ فبراير 2015 إلى أوائل 2020، فيما تجري المحكمة الجنائية الدولية تحقيقات في جرائم خطيرة تردد أنها ارتُكبت في ليبيا منذ الحرب الأهلية هناك عام 2011.
ويُعد الهيشري من أبرز قيادات ما يُعرف بقوة «التدخل السريع»، بحسب تقرير فريق الخبراء الأممي لعام 2021، وأحد مساعدي قائد جهاز الشرطة القضائية في ليبيا أسامة انجيم، المطلوب لدى المحكمة الجنائية الدولية.
وجاءت عملية اعتقال الهيشري بعد أسابيع من إعلان النيابة العامة الليبية مباشرة الدعوى القضائية ضد أسامة انجيم نفسه، عقب رفع القيد الإجرائي عنه من قبل وزارة العدل، وخضع انجيم لأول جلسة تحقيق في 28 أبريل 2025، وأُبلغ بالتهم المنسوبة إليه، فيما أعلنت النيابة تأجيل الاستجواب لاستكمال التعاون مع المحكمة الدولية وجمع الأدلة المطلوبة.
The German authorities have arrested a Libyan suspect in war crimes related to his role as a senior official in the notorious Mitiga prison, according to the International Criminal Court announced today (Friday).
The spokesperson for the Brandenburg public prosecutor's office stated today that German authorities have detained Libyan citizen Khaled Mohammed Ali Al-Heishri, known as "Al-Bouti," and that he is currently being held in Brandenburg, explaining that preparations are underway for his extradition to The Hague.
The International Criminal Court clarified that he will remain in custody with the German authorities until the procedures there are completed.
The court reported that the suspect is accused of committing war crimes while serving as an official in one of the Libyan prisons, which were known for mistreatment and torture. He was arrested last Wednesday at the request of the court, indicating that the detained Libyan is believed to have been one of the highest officials in Mitiga prison, where inmates were subjected to regular torture and sometimes to unethical assaults.
Al-Heishri faces charges of war crimes and crimes against humanity, including murder, torture, and rape from February 2015 to early 2020, while the International Criminal Court is investigating serious crimes reportedly committed in Libya since the civil war there in 2011.
Al-Heishri is considered one of the prominent leaders of what is known as the "Rapid Intervention Force," according to the 2021 UN experts' report, and one of the aides to the head of the judicial police in Libya, Osama Anjem, who is wanted by the International Criminal Court.
The arrest of Al-Heishri came weeks after the Libyan public prosecution announced the initiation of legal proceedings against Osama Anjem himself, following the lifting of procedural restrictions by the Ministry of Justice. Anjem underwent his first investigative session on April 28, 2025, and was informed of the charges against him, while the prosecution announced the postponement of the interrogation to complete cooperation with the international court and gather the required evidence.
