فيما أعلن الاتحاد الأوروبي إستراتيجية جديدة لتعزيز الأمن في البحر الأسود، ستتيح للمنطقة نقل المعدات العسكرية الثقيلة بشكل أفضل في ظلّ التهديد الروسي الذي يلوح في أوروبا الشرقية، أكد المتحدث باسم الكرملين دميتري بيسكوف اليوم (الخميس) أن موسكو لا تزال تنتظر رداً أوكرانياً على اقتراحها بعقد الجولة القادمة من محادثات السلام في إسطنبول في الثاني من يونيو القادم، والبدء بمناقشات مسودة مذكرات تفاهم بشأن اتفاق سلام.
ووصف بيسكوف مطلب كييف من روسيا تسليمها شروط السلام قبل المحادثات بأنه «غير بنّاء»، موضحاً أن المفاوضات بشأن وقف إطلاق النار في أوكرانيا تجري خلف الأبواب المغلقة، وأشار إلى أن موسكو لن تكشف في الوقت الحالي عن شروطها ولن تناقش ذلك بشكل علني، لأنه يجب إجراء جميع المفاوضات خلف أبواب مغلقة، وليس بشكل علني.
وكان وزير الخارجية الأوكراني أندريه سيبيغا قد طلب من روسيا تسليم المذكرة على الفور.
ونقلت وكالة «تاس» الروسية للأنباء، اليوم، عن وزارة الخارجية القول إن روسيا، في إطار مقترحاتها للسلام، تريد آليات ملزمة قانونا لضمان عدم تجدد الصراع في أوكرانيا، مبينة أن كييف على علم بموقف موسكو بأنه لا يمكن التوصل لتسوية نهائية إلا إذا تم القضاء على الأسباب الجذرية للصراع بشكل كامل.
من جهتها، نقلت مجلة «بوليتيكو» عن مسؤولة الشؤون الخارجية في الاتحاد الأوروبي كايا كالاس قولها في بروكسل أمس: «الاستراتيجية الجديدة تهدف إلى مواجهة التهديدات الروسية المتزايدة، وتحسين البنية التحتية الدفاعية الإقليمية، وتعميق التعاون مع الشركاء الرئيسيين من أوكرانيا إلى تركيا»، مضيفة: «في ظل انتهاك روسيا المجال الجوي ومهاجمتها الموانئ وطرق الشحن يتصدّر أولوياتنا تحسين الأمن في المنطقة».
واشارت كالاس إلى أن الأمن في البحر الأسود حيوي أيضاً للأمن الأوروبي كونه يتعرض حالياً للتقويض بسبب حرب أوكرانيا و«الهجمات الهجينة» على البنية التحتية البحرية، مشيرة إلى أن استثمار الاتحاد الأوروبي في تطوير البنية التحتية الإقليمية، مثل الموانئ والسكك الحديدية والمطارات، لاستيعاب المعدات العسكرية الثقيلة سيساعد على ضمان تواجد القوات أينما دعت الحاجة.
While the European Union announced a new strategy to enhance security in the Black Sea, which will allow the region to better transport heavy military equipment in light of the looming Russian threat in Eastern Europe, Kremlin spokesperson Dmitry Peskov confirmed today (Thursday) that Moscow is still awaiting a Ukrainian response to its proposal to hold the next round of peace talks in Istanbul on June 2, and to begin discussions on draft memoranda of understanding regarding a peace agreement.
Peskov described Kyiv's demand for Russia to provide the terms of peace before the talks as "unconstructive," explaining that negotiations regarding a ceasefire in Ukraine are taking place behind closed doors. He pointed out that Moscow will not disclose its terms at this time and will not discuss them publicly, as all negotiations should be conducted behind closed doors, not publicly.
Ukrainian Foreign Minister Andriy Sybiha had requested that Russia deliver the memorandum immediately.
The Russian news agency "TASS" reported today that the Foreign Ministry stated that Russia, in its peace proposals, seeks legally binding mechanisms to ensure that the conflict in Ukraine does not reignite, indicating that Kyiv is aware of Moscow's position that a final settlement can only be reached if the root causes of the conflict are completely eliminated.
For her part, Politico magazine quoted EU Foreign Affairs Chief Kaia Kallas as saying in Brussels yesterday: "The new strategy aims to address the increasing Russian threats, improve regional defense infrastructure, and deepen cooperation with key partners from Ukraine to Turkey," adding: "In light of Russia's violations of airspace and its attacks on ports and shipping routes, improving security in the region is our top priority."
Kallas noted that security in the Black Sea is also vital for European security as it is currently being undermined by the war in Ukraine and "hybrid attacks" on maritime infrastructure, pointing out that the EU's investment in developing regional infrastructure, such as ports, railways, and airports, to accommodate heavy military equipment will help ensure that forces are present wherever needed.
