لا تزال المفاوضات، بشأن الصفقة الجديدة في غزة، تواجه عراقيل وخلافات، إذ كشفت هيئة البث الإسرائيلية، اليوم (الثلاثاء)، أن واشنطن تمارس ضغوطاً كبيرة في محاولة لدفع حماس للموافقة على اقتراح المبعوث الأمريكي ستيف ويتكوف.
وأفادت الهيئة بأن حماس تطالب بضمانات أمريكية بعدم عودة إسرائيل إلى القتال حتى في حال عدم التوصل إلى تفاهمات خلال فترة وقف إطلاق النار التي تمتد 60 يوماً.
وأضافت أن الوسطاء طرحوا مقترحات عدة، من بينها خطاب ضمان أو مصافحة بين ويتكوف ومسؤول كبير في حماس أو بيان رسمي يلقيه الرئيس الأمريكي دونالد ترمب حول المسألة.
من جانبها، رفضت إسرائيل بشكل قاطع مسودة اتفاق لوقف إطلاق النار قدمها رجل الأعمال الأمريكي الفلسطيني بشارة بحبح عبر وساطة أمريكية، بحسب ما نقلته صحيفة «يسرائيل هيوم» عن مسؤول إسرائيلي رفيع، معتبراً أن المقترح «بعيد تماماً عن متطلبات إسرائيل الأمنية».
ونقلت عن المسؤول الإسرائيلي قوله: إن مفاوضات وقف إطلاق النار لم تفضِ إلى أي نتائج حتى الآن، مؤكداً أن مقترح ويتكوف، الذي قُدّم لحماس قبل أسبوع في الدوحة، هو الوحيد الذي ما زال قائماً. وعزا المسؤول رفض المقترح إلى بعده الكبير عن متطلبات إسرائيل الأمنية. وأضاف: نحن عازمون على إطلاق سراح جميع رهائننا؛ ولذلك سيستمر الضغط العسكري حتى تُعيدهم حماس جميعاً.
ولفت إلى أن مقترح بحبح «بعيد كل البعد عن الخطوط العريضة التي وضعها ستيف ويتكوف، وتطالب إسرائيل بعدم تحقيق أهداف الحرب والاستسلام فعليّاً».
وبموجب اقتراح بحبح، طُلب من إسرائيل الانسحاب إلى الخطوط التي كانت قائمة قبل شهرين داخل قطاع غزة، وفتح الإمدادات بشكل كامل، كما تم تقديم مطلب بأن يعترف الأمريكيون بحماس.
وفي مشروع اقتراح الاتفاق أيضاً إطلاق سراح خمسة رهائن إسرائيليين فقط في اليوم الأول وخمسة في اليوم الستين، وبينهما نحو 17 جثة أخرى لرهائن.
ويسعى الأمريكيون إلى التوصل لاتفاق شامل ومتدرج، يبدأ بإطلاق سراح جزء من الأسرى، ويشمل في مراحله اللاحقة إنهاء الحرب وإطلاق سراح جميع الأسرى لدى حماس، وذلك من خلال «خطة ويتكوف».
لكن حماس لا تزال ترفض الشروط الإسرائيلية المعلنة لإنهاء الحرب، التي أكدها رئيس الوزراء بنيامين نتنياهو، وتشمل إطلاق سراح جميع الرهائن، أحياء وأمواتاً وتسليم حماس لجميع أسلحتها، ومغادرة قادة الحركة قطاع غزة، وإنهاء أي دور لحماس في حكم القطاع مستقبلاً.
ونقلت شبكة «سي إن إن» عن ويتكوف تأكيده أن هناك اتفاقاً لوقف إطلاق النار وإطلاق سراح المحتجزين في غزة مطروحاً حاليّاً على الطاولة، ويتضمن مساراً لإنهاء الحرب. ويقضي الاقتراح بالإفراج عن نصف المحتجزين الأحياء ونصف جثامين المتوفين مقابل وقف مؤقت لإطلاق النار، على أن تبدأ بعدها مفاوضات للتوصل إلى اتفاق شامل لإنهاء الحرب.
ورفض ويتكوف تحديد مدة الهدنة المؤقتة، التي تُعد إحدى القضايا الرئيسية في المفاوضات. وقال ويتكوف: «إن إسرائيل ستوافق على وقف مؤقت لإطلاق النار واتفاق إطلاق سراح المحتجزين يقضي بعودة نصف الأحياء ونصف المتوفين، ويؤدي إلى مفاوضات جوهرية تمهّد لطريق نحو وقف دائم لإطلاق النار، وقد وافقت على ترؤسها. هذا الاتفاق مطروح على الطاولة، وعلى حماس قبوله».

The negotiations regarding the new deal in Gaza continue to face obstacles and disagreements. The Israeli Broadcasting Authority revealed today (Tuesday) that Washington is exerting significant pressure in an attempt to push Hamas to agree to the proposal of American envoy Steve Witkoff.
The authority reported that Hamas is demanding American guarantees that Israel will not return to fighting even if no agreements are reached during the 60-day ceasefire period.
It added that the mediators have proposed several options, including a letter of guarantee or a handshake between Witkoff and a senior Hamas official, or an official statement delivered by President Donald Trump regarding the issue.
For its part, Israel has categorically rejected a ceasefire agreement draft presented by Palestinian-American businessman Bashar Bahbah through American mediation, according to what the newspaper "Israel Hayom" reported from a senior Israeli official, considering the proposal "far from Israel's security requirements."
The Israeli official was quoted as saying that the ceasefire negotiations have not yielded any results so far, emphasizing that Witkoff's proposal, which was presented to Hamas a week ago in Doha, is the only one still on the table. The official attributed the rejection of the proposal to its significant distance from Israel's security requirements. He added: We are determined to release all our hostages; therefore, military pressure will continue until Hamas returns all of them.
He noted that Bahbah's proposal "is far removed from the outlines set by Steve Witkoff, and Israel demands that the war's objectives not be achieved and that there be a de facto surrender."
Under Bahbah's proposal, Israel was asked to withdraw to the lines that existed two months ago within the Gaza Strip and to fully open supplies, and there was also a demand for the Americans to recognize Hamas.
The draft proposal for the agreement also includes the release of only five Israeli hostages on the first day and five on the sixtieth day, along with about 17 other corpses of hostages.
The Americans are seeking to reach a comprehensive and gradual agreement, starting with the release of part of the prisoners, and including in its later stages the end of the war and the release of all prisoners held by Hamas, through the "Witkoff Plan."
However, Hamas still rejects the announced Israeli conditions for ending the war, which were confirmed by Prime Minister Benjamin Netanyahu, and include the release of all hostages, both alive and dead, the surrender of all weapons by Hamas, the departure of the movement's leaders from the Gaza Strip, and the end of any role for Hamas in governing the sector in the future.
The "CNN" network quoted Witkoff confirming that there is a ceasefire agreement and the release of detainees in Gaza currently on the table, which includes a path to end the war. The proposal stipulates the release of half of the living detainees and half of the deceased bodies in exchange for a temporary ceasefire, after which negotiations would begin to reach a comprehensive agreement to end the war.
Witkoff refused to specify the duration of the temporary truce, which is considered one of the main issues in the negotiations. Witkoff said: "Israel will agree to a temporary ceasefire and an agreement for the release of detainees that involves the return of half of the living and half of the deceased, leading to substantive negotiations paving the way for a permanent ceasefire, and I have agreed to chair it. This agreement is on the table, and Hamas must accept it."
