طالب مجلس الشورى، صندوق تنمية الموارد البشرية بإجراء مراجعة شاملة لمؤشرات الأداء الرئيسة المرتبطة بأهدافه الإستراتيجية، وبرامجه، ومبادراته، وتطويرها، والعمل مع وزارة الموارد البشرية والتنمية الاجتماعية، والجهات ذات العلاقة؛ لزيادة نسب توظيف الباحثين عن عمل من الداخلين الجدد إلى سوق العمل، ومراعاة النسب في جميع القطاعات، ووضع خطة لزيادة أعداد الذين يتم توظيفهم في الوظائف النوعية، ووظائف المستقبل ذات الدخل المرتفع، وإعادة تصميم برامج الإرشاد المهني وتطويرها؛ بتطبيق نتائج التدخلات السلوكية للتأثير الإيجابي في سلوكيات المستفيدين من خدمات وبرامج الإرشاد المهني، ودراسة تطوير برامج دعم التدريب والتوظيف الحالية؛ بما يراعي التوظيف النوعي المتكامل المواكب لمتغيرات سوق العمل للباحثين عن عمل من ذوي المؤهلات التعليمية الأقل طلباً في سوق العمل للمهن الموطّنة.
وطالب المجلس، في جلسته العادية الثامنة من أعمال السنة الثانية للدورة التاسعة، المنعقدة برئاسة رئيس المجلس الشيخ الدكتور عبدالله بن محمد بن إبراهيم آل الشيخ، الصندوق السعودي للتنمية بالتنسيق مع صندوق الاستثمارات العامة؛ لدراسة إمكانية استحداث أو تطوير برنامج يدعم شركات القطاع الخاص الوطنية؛ للمساهمة في تنفيذ مشاريعه الخارجية، والتوسع في تمثيل المملكة لدى المؤسسات الإنمائية الإقليمية والدولية؛ بما يحقق أهدافه الإستراتيجية.
وطالب المجلس بنك المنشآت الصغيرة والمتوسطة برفع نسبة التحول الرقمي، وتفعيل دور «المنصة الوطنية الموحدة للتمويل»؛ لتطوير منتجات غير مالية ذات قيمة مضافة؛ ترفع كفاءة التمويل، والتركيز على التمويل المدعوم بالبيانات، مع توسيع شريحة المنتجات التمويلية المخصصة للقطاعات الاقتصادية، بتعزيز الدعم المالي، وزيادة حجم الاستثمار في قطاعات التجربة والتنمية، داعياً إلى استحداث مؤشرات أداء رئيسة؛ لقياس مدى التزام المنشآت المستفيدة من التمويل بمتطلبات الإفصاح.
ودعا عضو المجلس الدكتور هاني أبوراس مركز المناطق الاقتصادية الخاصة بمدينة الرياض إلى استكمال بناء الإطار المستقبلي بما يستوعب مكونات الاقتصاد المعرفي، وتمكين المؤسسات الأكاديمية والبحثية لمواءمة مخرجاتها الابتكارية مع احتياجات الاقتصاد المحلي وتعزيز تكامل النموذج الاقتصادي لمدينة الرياض. وأكد عضو المجلس خالد السيف أهمية قيام المركز بتعزيز الشراكة مع القطاع الخاص والمستثمرين الدوليين لتطوير المناطق الاقتصادية بما يعزز القيمة المضافة ويخلق فرص عمل نوعية.
The Shura Council has called on the Human Resources Development Fund to conduct a comprehensive review of the key performance indicators related to its strategic objectives, programs, and initiatives, to develop them, and to work with the Ministry of Human Resources and Social Development and relevant entities to increase the employment rates of job seekers entering the labor market, taking into account the ratios across all sectors. It also called for a plan to increase the number of those employed in quality jobs and high-income future jobs, and to redesign and develop career guidance programs by applying the results of behavioral interventions to positively influence the behaviors of beneficiaries of career guidance services and programs. Furthermore, it urged the study of developing current training and employment support programs to ensure integrated quality employment that aligns with labor market changes for job seekers with less in-demand educational qualifications in localized professions.
In its eighth regular session of the second year of the ninth term, chaired by the Council's President Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Sheikh, the Council called on the Saudi Fund for Development to coordinate with the Public Investment Fund to study the possibility of creating or developing a program that supports national private sector companies to contribute to the implementation of its external projects and to expand the representation of the Kingdom in regional and international development institutions, in a way that achieves its strategic objectives.
The Council also called on the Small and Medium Enterprises Bank to raise the rate of digital transformation and activate the role of the "Unified National Financing Platform" to develop non-financial products with added value that enhance financing efficiency, and to focus on data-supported financing, while expanding the range of financing products allocated to economic sectors by enhancing financial support and increasing investment in experience and development sectors. It urged the establishment of key performance indicators to measure the extent of compliance of beneficiary establishments with disclosure requirements.
Council member Dr. Hani Aburas called on the Special Economic Zones Center in Riyadh to complete the construction of the future framework that accommodates the components of the knowledge economy, enabling academic and research institutions to align their innovative outputs with the needs of the local economy and enhance the integration of the economic model for the city of Riyadh. Council member Khalid Al-Saif emphasized the importance of the center enhancing partnerships with the private sector and international investors to develop economic zones in a way that adds value and creates quality job opportunities.
