اعتمد رئيس الهيئة العامة للنقل الدكتور رميح الرميح، آلية وضوابط جديدة لتنظيم استمرار مقدمي الخدمة الأفراد المصرح لهم سابقاً في نشاطي النقل بسيارة الأجرة العامة وأجرة المطار.
تشديد العقوبات
وتضمنت الضوابط؛ التي أصدرتها الهيئة، تصنيف المخالفات إلى جسيمة وغير جسيمة، مع تشديد العقوبات لتصل إلى غرامات مالية قدرها 1600 ريال يمكن مضاعفتها حتى خمس مرات في حال تكرار المخالفة، إضافةً إلى مصادرة المركبة وإيقاف ترخيص السائق لمدة تصل إلى خمسة أشهر، وإبعاد غير السعوديين المخالفين.
وحددت الهيئة المخالفات الجسيمة بأنها الأفعال التي تخلّ بتنظيم السوق أو تسعير الأجرة أو جودة الخدمة وتشكل تهديداً لسلامة الركاب أو النظام العام؛ وتشمل ممارسة النشاط دون بطاقة سائق مهني، أو استخدام بطاقة ملغاة أو منتهية، أو الامتناع عن تقديم الخدمة.
أما المخالفات غير الجسيمة فتشمل التأخر في تجديد البطاقة المهنية، أو عدم تزويد الهيئة بالبيانات المطلوبة، أو عدم إبراز الوثائق الرسمية، أو إهمال تركيب لوحة منع التدخين وحفظ مفقودات الركاب.
وشملت اللائحة جدولاً تفصيلياً للعقوبات، تبدأ من الإنذار الشفهي وتصل إلى حجز المركبة من 20 إلى 60 يوماً، أو إيقاف السائق عن مزاولة النشاط لمدة تتراوح بين شهر وخمسة أشهر، مع فرض غرامات مالية تتدرج بين 50 و1600 ريال، إضافة إلى إمكانية تعليق أو إلغاء بطاقة التشغيل.
The Chairman of the Public Transport Authority, Dr. Rami Al-Rami, has approved a new mechanism and regulations to organize the continued operation of previously authorized individual service providers in the activities of public taxi transportation and airport taxi services.
Stricter Penalties
The regulations issued by the authority classify violations into serious and non-serious categories, with stricter penalties that can reach financial fines of up to 1,600 riyals, which can be multiplied up to five times in case of repeated violations. Additionally, there will be vehicle confiscation and suspension of the driver's license for up to five months, as well as deportation of non-Saudi violators.
The authority has defined serious violations as actions that disrupt market regulation, fare pricing, or service quality and pose a threat to passenger safety or public order; these include operating without a professional driver’s card, using a canceled or expired card, or refusing to provide service.
Non-serious violations include delays in renewing the professional card, failing to provide the required data to the authority, not presenting official documents, neglecting to install a no-smoking sign, and failing to safeguard lost items belonging to passengers.
The regulation includes a detailed table of penalties, starting from a verbal warning and reaching vehicle impoundment for 20 to 60 days, or suspension of the driver from practicing the activity for a period ranging from one to five months, with financial fines ranging between 50 and 1,600 riyals, in addition to the possibility of suspending or canceling the operating card.
