في تحركٍ يُعيد ضبط بوصلة الاستحقاق، أكّد برنامج «سكني» أن الإقامة داخل المملكة تُعد شرطاً جوهرياً للحصول على الدعم السكني، مبيناً أن الأسرة التي تغيب عن أرض الوطن أكثر من عام متصل تُعرّض طلبها للإلغاء أو التجميد، وذلك تطبيقاً صارماً للمادة السادسة من اللائحة التنفيذية لتنظيم الدعم السكني.
ووفق نص المادة، تُعد الأسرة مقيمة في المملكة إذا لم تتجاوز مدة إقامة المتقدم خارجها سنة كاملة متصلة قبل تقديم الطلب خلال السنوات الخمس السابقة، كما يسري الشرط ذاته على الفترة من تاريخ التقديم وحتى التقييم الدوري الذي تُجريه الوزارة للتحقق من استمرار الأهلية.
غير أن اللائحة فتحت نافذة إنسانية محددة، إذ استثنت فترات الغياب المرتبطة بالعمل في جهة حكومية سعودية، أو الدراسة أو التدريب، أو العلاج، أو أي ظرف آخر تقبله الوزارة، شريطة أن يقدّم المتقدم مستندات رسمية معتمدة تثبت الحالة.
وجاء هذا النص ليحسم تساؤلات آلاف المواطنين حول شرط الإقامة خارج المملكة، مؤكداً أن الدعم السكني موجه لمن يعيشون فعلياً داخل الوطن، في حين أن الغياب الطويل يُعد فقداناً لأحد أهم شروط الاستحقاق.
وتواصل الوزارة بدورها عمليات التحقق الدورية لضمان أن يصل الدعم إلى مستحقيه الحقيقيين، المقيمين داخل المملكة، والمرتبطين بها سكناً وواقعاً ومسؤولية.
In a move that recalibrates the eligibility criteria, the "Sakani" program confirmed that residency within the Kingdom is an essential condition for obtaining housing support, indicating that a family that is absent from the homeland for more than a continuous year risks having their application canceled or frozen. This is in strict accordance with Article Six of the executive regulations for organizing housing support.
According to the text of the article, a family is considered to be residing in the Kingdom if the applicant's period of residence outside it does not exceed a full continuous year before submitting the application within the previous five years. The same condition applies to the period from the date of application until the periodic assessment conducted by the ministry to verify continued eligibility.
However, the regulations opened a specific humanitarian window, exempting periods of absence related to work in a Saudi government entity, or study or training, or medical treatment, or any other circumstance accepted by the ministry, provided that the applicant submits officially approved documents proving the situation.
This text came to resolve the questions of thousands of citizens regarding the condition of residency outside the Kingdom, confirming that housing support is directed to those who actually live within the homeland, while long absences are considered a loss of one of the most important eligibility criteria.
The ministry continues its periodic verification processes to ensure that support reaches its true beneficiaries, who reside within the Kingdom and are connected to it in terms of residence, reality, and responsibility.
