أكد عضو مجلس الشورى الدكتور مصلح الحارثي لـ«عكاظ» أن الخطاب الملكي الذي ألقاه ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان في افتتاح أعمال السنة الثانية من الدورة التاسعة لمجلس الشورى، يُعد وثيقة وطنية شاملة ترسم بوصلة الاتجاه، وخارطة الطريق، ومرجع الأعمال، وبرنامج المستقبل في رحلة السعودية الطموحة نحو رؤيتها 2030.
وأوضح الحارثي أن الخطاب جاء شاملاً في مضامينه، إذ حدد الاتجاهات الكبرى للدولة في التنمية والاقتصاد والسياسة والمجتمع، ووضع معالم الطريق وأولويات المرحلة القادمة في ضوء رؤية 2030، بدءاً من التحول الاقتصادي، مروراً بالتمكين الاجتماعي، وصولاً إلى الريادة العالمية في مجالات الطاقة والتقنية الحديثة.
وأشار إلى أن الخطاب يمثل مرجعاً أساسياً لأعضاء مجلس الشورى في ممارسة أدوارهم التشريعية والرقابية من خلال اللجان المتخصصة، بما يعزز التكامل بين السلطة التنفيذية والمجلس، ويكرّس مكانة الشورى كأداة لصناعة القرار الوطني. وأضاف أن مضامين الخطاب تؤكد أن التنمية في المملكة ليست مساراً آنياً، بل برنامج مستقبلي متكامل يضع المواطن محوراً للتنمية وغايتها، ويرسم ملامح السعودية كقوة عالمية تقود المبادرات وتستشرف المستقبل.
Member of the Shura Council, Dr. Musleh Al-Harithi, confirmed to "Okaz" that the royal speech delivered by Crown Prince and Prime Minister Mohammed bin Salman at the opening of the second year of the ninth session of the Shura Council is considered a comprehensive national document that outlines the direction, roadmap, reference for work, and future program in Saudi Arabia's ambitious journey towards Vision 2030.
Al-Harithi explained that the speech was comprehensive in its content, as it defined the major directions of the state in development, economy, politics, and society, and laid out the roadmap and priorities for the upcoming phase in light of Vision 2030, starting with economic transformation, passing through social empowerment, and reaching global leadership in the fields of energy and modern technology.
He pointed out that the speech serves as a fundamental reference for Shura Council members in exercising their legislative and oversight roles through specialized committees, which enhances the integration between the executive authority and the council, and solidifies the position of the Shura as a tool for national decision-making. He added that the content of the speech emphasizes that development in the Kingdom is not a temporary path, but rather a comprehensive future program that places the citizen at the center of development and its goal, and outlines the features of Saudi Arabia as a global power that leads initiatives and anticipates the future.
