أعلنت وزارة الصناعة والثروة المعدنية، اشتراطات ممارسة الأنشطة الصناعية خارج المواقع المخصصة للأنشطة الصناعية، بناءً على نتائج أعمال اللجنة المركزية المشكّلة بقرار مجلس الوزراء بتاريخ (4 / 7 / 1445هـ)، التي رأّستها الوزارة بمشاركة 7 جهات حكومية أخرى؛ لمعالجة وضع المصانع الواقعة خارج نطاق الأراضي المخصصة للأنشطة الصناعية؛ بهدف تنظيم ممارسة الأنشطة الصناعية، وتحفيز الاستثمار الصناعي، وتعزيز التنمية الصناعية المستدامة بالمملكة.
ووفقًا لنتائج أعمال اللجنة المركزية، صُنف (1143) نشاطًا صناعيًا حسب مستوى تأثيرها البيئي، وحُدد (46) نشاطًا صناعيًا ذات الأثر البيئي المنخفض التي يسمح بممارستها داخل المدن على الشوارع التجارية، وحُددت كذلك الأنشطة الأخرى التي يسمح بممارستها في أطراف المدن، مع مراعاة تحقيق متطلبات إصدار التراخيص الصناعية والبيئية والبلدية وتصاريح السلامة، والمتطلبات الأخرى اللازمة لممارسة الأنشطة الصناعية.
ومن المنتظر أن تسهم تلك الضوابط والاشتراطات الجديدة في دعم نمو الاستثمارات الصناعية في المملكة، وتمهيد الطريق نحو صناعات محلية ذات تنافسية عالية، وفتح آفاق جديدة لزيادة فرص العمل النوعية، وتمكين المرأة في القطاع الصناعي، وتعزيز التنمية الاجتماعية والاقتصادية.
يذكر أن اللجنة التي شكّلها قرار مجلس الوزراء ضمّت وزارة الصناعة والثروة المعدنية في رئاستها، وعضوية ممثلين من وزارة الداخلية، ووزارة البلديات والإسكان، ووزارة البيئة والمياه والزراعة، ووزارة الاستثمار، إضافة إلى الهيئة العامة لعقارات الدولة، والمركز الوطني للرقابة على الالتزام البيئي، ومركز دعم هيئات التطوير.

The Ministry of Industry and Mineral Resources announced the conditions for practicing industrial activities outside the designated areas for industrial activities, based on the results of the work of the central committee formed by a Cabinet decision dated (4 / 7 / 1445 AH), which was chaired by the ministry with the participation of 7 other government agencies; to address the situation of factories located outside the designated industrial land; with the aim of organizing the practice of industrial activities, stimulating industrial investment, and enhancing sustainable industrial development in the Kingdom.
According to the results of the central committee's work, (1143) industrial activities were classified according to their environmental impact level, and (46) low environmental impact industrial activities were identified that are permitted to be practiced within cities on commercial streets. Other activities that are allowed to be practiced on the outskirts of cities were also identified, taking into account the requirements for issuing industrial, environmental, municipal licenses, safety permits, and other necessary requirements for practicing industrial activities.
These new regulations and conditions are expected to contribute to supporting the growth of industrial investments in the Kingdom, paving the way for highly competitive local industries, opening new horizons for increasing quality job opportunities, empowering women in the industrial sector, and enhancing social and economic development.
It is worth mentioning that the committee formed by the Cabinet decision included the Ministry of Industry and Mineral Resources as its chair, with representatives from the Ministry of Interior, the Ministry of Municipal and Rural Affairs, the Ministry of Environment, Water and Agriculture, the Ministry of Investment, in addition to the General Authority for State Real Estate, the National Center for Environmental Compliance Monitoring, and the Center for Development Authority Support.
