كشف رئيس بلدية بلّسمر عبدالله قبلان بن جديع لـ «عكاظ»، طرح أكثر من 80 فرصة استثمارية مؤقتة خلال فترة الصيف؛ لتحسين جودة الحياة في المحافظات والمراكز، كما سلّط الضوء على أبرز المشاريع الحالية، ومعالجة القضايا الخدمية، مستعرضاً رؤيته لمستقبل بلّسمر، ودور البلدية في تعزيز الشفافية والتواصل مع المواطنين. وقال: أعيد فتح جميع الحدائق التي كانت مغلقة، وتمت صيانتها بجهود ذاتية، وهي حالياً مهيأة لاستقبال الزوّار، كما تم الانتهاء من دراسة وتصميم حديقتَي «خلقة» و«التحلية» وفق معايير المشهد الحضري، وطُرحت المشاريع وفتحت مظاريفها، وهي الآن في مرحلة الترسية، وستُنفذ حال توفر الميزانية.
وعن تجربته في رئاسة بلدية بلّسمر، وما أبرز التحديات التي واجهته، قال: تجربتي في رئاسة البلدية تنطلق من العمل بروح الفريق مع الزملاء في البلدية، واضعين نصب أعيننا تحسين جودة الحياة للمواطن والمقيم، والارتقاء بالخدمات البلدية. لقد واجهتنا بعض التحديات، لكن بتوفيق الله ثم دعم الأمين، تمكّنا من تجاوزها. ولا تزال هناك بعض التحديات قائمة، أبرزها: تضاريس المنطقة، وعدم وجود مصانع للبلك والخرسانة، وعدم وجود خلاطة للأسفلت في المركز.
صيانة وإنارة وحدائق
وعن أهم المشاريع التي تنفذها البلدية حالياً، وهل هناك أولويات تم تحديدها بناءً على حاجة السكان؟
أوضح بن جديع، أن من أبرز المشاريع إعادة سفلتة القرى، إنشاء عبارة خارف، صيانة الجزيرة الوسطية في الشارع العام، صيانة المركز الحضاري والساحات الخارجية، صيانة ساحات ذبوب وفق معايير خطة المشهد الحضري، وصيانة دورات المياه في الحدائق والمتنزهات، أما حاجات السكان، فقد أُدرجت ضمن مشاريع المحفظة الخمسية، كالسفلتة، والإنارة، وإنشاء حدائق عامة. معالجة التشوهات البصرية
وحول شكوى بعض الأهالي من أوضاع بعض الطرق داخل قرى وأحياء بلّسمر، وخطة البلدية لمعالجة التشوّهات البصرية وتحسين البنية التحتية، أجاب قائلاً: في ما يخص التشوهات البصرية، تم العمل على دراسة مشاريع عدة للحدائق، والأنسنة، والفراغات الحضرية في الشارع العام. وأُنجزت التصاميم، وطُرحت بعض المشاريع وفتحت مظاريفها، وهي الآن تحت إجراءات الترسية، فيما بات البعض الآخر جاهزاً للطرح خلال الفترة المقبلة.
وبالنسبة لتأهيل سوق اثنين بلّسمر بما يواكب مكانتها التاريخية والاقتصادية، قال رئيس بلدية بلسمر: تم إعداد الدراسة والانتهاء من التصاميم، وأُدرجت ضمن مشاريع المحفظة. كما قامت البلدية - بجهود ذاتية - بإزالة 5 مبانٍ محيطة بالسوق، بعد نزع ملكيتها، تمهيداً لتوسعة السوق وطرحها للتطوير.
تطوير المواقع السياحية
وحول خطط البلدية لتطوير المواقع السياحية الجاذبة، مثل شعف آل خريم، متنزه مطيس، متنزه الجاضع، وغيرها.. واستثمارها سياحياً، أشار بن جديع، أنه تم طرح عقود صيانة لعدد من المواقع في مناطق الشعف والتحلية، وجارٍ العمل على ترسيتها والارتباط على مبالغها بالتنسيق مع الأمانة، وفي جانب الاستثمار، تم طرح أكثر من 80 فرصة استثمارية مؤقتة خلال فترة الصيف عبر منصة فرص في مناطق الشعف، إضافة إلى فرص استثمارية دائمة.
الحدائق تستقبل الزوار
وعن الخطة الزمنية لإعادة تأهيل المتنزهات المغلقة، أوضح رئيس بلدية بلسمر، أنه أعيد فتح جميع الحدائق التي كانت مغلقة، وتمت صيانتها بجهود ذاتية، وهي حالياً مهيأة لاستقبال الزوّار.
أما بشأن خطة إعادة التأهيل، فقد تم الانتهاء من دراسة وتصميم حديقتَي «خلقة» و«التحلية» وفق معايير المشهد الحضري، وقد طُرحت المشاريع وفتحت مظاريفها، وهي الآن في مرحلة الترسية، وستُنفذ حال توفر الميزانية.
الأراضي مملوكة
وفي ما يتعلق في إنشاء حديقة نموذجية على الشارع العام وإنشاء حدائق جديدة في مواقع سياحية أخرى، قال: للأسف، لا توجد أراضٍ مملوكة للبلدية على الشارع العام تتيح إنشاء حدائق أو ساحات، فجميع المواقع مملوكة، ونسعى لإنشاء حدائق جديدة، وهي مدرجة في المحفظة الخمسية، وسيتم تنفيذها بعد اجتياز قوائم التحقق، ووفق الإمكانات المتاحة وخطط العمل المعتمدة.
وحول مكافحة الحيوانات الضالة في بعض القرى والأحياء، قال رئيس بلدية بلسمر، إنهم يعملون على معالجتها من خلال حملات رصد ومراقبة، والتنسيق مع الجهات ذات العلاقة.
وبخصوص تنشيط وتسويق المواقع الاستثمارية في بلّسمر، أوضح بن جديع، أنه يتم الطرح من خلال منصة فرص، مع جهود البلدية في الترويج للمواقع الاستثمارية عبر حساباتها الرسمية في وسائل التواصل الاجتماعي، مضيفاً أن البلدية تعمل حالياً على تحسين مداخل عدد من القرى، ونعمل حالياً على دراسة شاملة لتحسين مداخل المركز والقرى التابعة له.

The Mayor of Balsamer, Abdullah Qablan bin Jadiah, revealed to "Okaz" that more than 80 temporary investment opportunities have been proposed during the summer period to improve the quality of life in the provinces and centers. He also highlighted the most prominent current projects and addressed service issues, presenting his vision for the future of Balsamer and the municipality's role in enhancing transparency and communication with citizens. He said: "All parks that were closed have been reopened and maintained through self-efforts, and they are currently ready to welcome visitors. The study and design of the parks 'Khalqa' and 'Al-Tahliyah' have been completed according to urban landscape standards. The projects have been proposed, and their envelopes have been opened; they are now in the bidding phase and will be implemented once the budget is available."
Regarding his experience as the Mayor of Balsamer and the main challenges he faced, he said: "My experience in leading the municipality is based on teamwork with my colleagues, focusing on improving the quality of life for citizens and residents and enhancing municipal services. We faced some challenges, but with God's grace and the support of the Secretary, we were able to overcome them. However, there are still some ongoing challenges, the most notable of which are the region's topography, the lack of block and concrete factories, and the absence of an asphalt mixer in the center."
Maintenance, Lighting, and Parks
When asked about the most important projects currently being implemented by the municipality and whether there are priorities based on the needs of the residents, Bin Jadiah clarified that among the most prominent projects are the repaving of villages, the construction of a culvert, the maintenance of the median strip on the main road, the maintenance of the cultural center and outdoor squares, the maintenance of Dhoboub squares according to urban landscape plan standards, and the maintenance of restrooms in parks and recreational areas. As for the residents' needs, they have been included in the five-year portfolio projects, such as paving, lighting, and the establishment of public parks. Addressing Visual Distortions
Regarding complaints from some residents about the conditions of certain roads within the villages and neighborhoods of Balsamer, and the municipality's plan to address visual distortions and improve infrastructure, he responded: "Concerning visual distortions, we have been working on studying several projects for parks, humanization, and urban spaces on the main road. Designs have been completed, and some projects have been proposed and their envelopes opened; they are now under the bidding procedures, while others are ready for proposal in the upcoming period."
As for rehabilitating the Two Balsamer Market to match its historical and economic significance, the Mayor of Balsamer stated: "The study has been prepared, and the designs have been completed, and they have been included in the portfolio projects. The municipality has also, through self-efforts, removed five buildings surrounding the market after expropriating them, in preparation for expanding the market and offering it for development."
Developing Tourist Sites
Regarding the municipality's plans to develop attractive tourist sites, such as Shaaf Al-Kharim, Matis Park, Al-Jadhia Park, and others, and to invest in them touristically, Bin Jadiah pointed out that maintenance contracts for several sites in the Shaaf and Tahliyah areas have been proposed, and work is ongoing to finalize them and link their amounts in coordination with the municipality. In terms of investment, more than 80 temporary investment opportunities have been proposed during the summer period through the Opportunities platform in the Shaaf areas, in addition to permanent investment opportunities.
Parks Welcoming Visitors
Regarding the timeline for rehabilitating the closed parks, the Mayor of Balsamer clarified that all parks that were closed have been reopened and maintained through self-efforts, and they are currently ready to welcome visitors.
As for the rehabilitation plan, the study and design of the parks 'Khalqa' and 'Al-Tahliyah' have been completed according to urban landscape standards, and the projects have been proposed, and their envelopes opened; they are now in the bidding phase and will be implemented once the budget is available.
Owned Lands
Regarding the establishment of a model park on the main road and the creation of new parks in other tourist locations, he said: "Unfortunately, there are no lands owned by the municipality on the main road that allow for the establishment of parks or squares; all sites are privately owned. We are striving to create new parks, which are included in the five-year portfolio, and they will be implemented after passing the verification lists and according to the available resources and approved work plans."
Regarding the control of stray animals in some villages and neighborhoods, the Mayor of Balsamer stated that they are working on addressing this through monitoring and surveillance campaigns and coordination with the relevant authorities.
As for activating and marketing investment sites in Balsamer, Bin Jadiah explained that proposals are made through the Opportunities platform, along with the municipality's efforts to promote investment sites through its official social media accounts, adding that the municipality is currently working on improving the entrances to several villages and is conducting a comprehensive study to enhance the entrances to the center and its affiliated villages.

Regarding the measures taken by the municipality with contractors in case of project delays or quality decline, the Mayor confirmed that they do not take this matter lightly at all and that they deal with everyone according to the regulations, instructions, and laws that include fines, warnings, and may reach project withdrawal in case of non-compliance.
