أعلنت أمانة محافظة جدة تفعيل آلية رقمية متكاملة لرصد ورفع المركبات المهملة والتالفة، والآليات المُعطّلة، عبر منصة «بلدي»، وذلك في إطار جهودها المستمرة لتحسين المشهد الحضري، وتعزيز جودة الحياة، ورفع كفاءة الإجراءات البلدية.
وتأتي هذه الخطوة تنفيذاً للدليل الشامل الصادر عن وزارة البلديات والإسكان، الذي يهدف إلى تحسين المشهد الحضري، وتعزيز الرقابة، وتوحيد الإجراءات ورفع كفاءتها على مستوى جميع الأمانات والبلديات في المملكة.
إجراءات رقمية بالكامل من التأشير حتى الحجز
أوضحت الأمانة أن الإجراءات تبدأ فور رصد المركبة المهملة أو التالفة، أو الآليات والمعدات والهياكل المُعطّلة، عبر إحدى وسائل الإبلاغ المعتمدة، وتشمل مركز الاتصال 940، أو تطبيق «بلدي»، أو الحسابات الرسمية للأمانات على منصات التواصل الاجتماعي، إضافة إلى الجولات الميدانية للمراقبين. وفور التحقق من حالة المركبة، يجري وضع إشعار تحذيري (ملصق)، مع إرسال رسالة نصية لصاحب المركبة عبر الربط التقني، لإبلاغه بضرورة معالجة وضعها ورفعها من الموقع قبل انتهاء المهلة المقررة.
كما سيتلقى صاحب المركبة رسائل تحديثية في كل مرحلة من مراحل التطبيق، بدءاً من التأشير، مروراً بفترة التصحيح، ووصولاً إلى مرحلة الرفع والحجز؛ لضمان اطلاعه المستمر على وضع مركبته وإعطائه الفرصة الكاملة لاتخاذ الإجراءات اللازمة.
فترة المهلة وتصحيح الوضع
تمنح الأمانة مهلة 20 يوماً للمركبات المهملة، و14 يوماً للمركبات التالفة أو الآليات المعطلة، تبدأ من تاريخ التأشير على المركبة. وفي حال عدم التجاوب خلال المهلة، يجري رفع المركبة وحجزها وفق الإجراءات النظامية، مع إشعار صاحبها بذلك عبر رسالة نصية.
نطاق التطبيق والمواقع المستهدفة
تشمل الآلية الجديدة الشوارع والطرق والساحات العامة، إذ يجري رصد المركبات المهملة والتالفة، والمعدات والهياكل المُعطّلة، واتخاذ الإجراءات بحقها. أما المركبات المهملة الواقعة بجوار الوحدات السكنية فلن تخضع لعملية التأشير إلا في حال ورود شكوى من سكان الموقع، وستُطبق الإجراءات النظامية عليها وفقاً لما ورد في الدليل الشامل.
استعادة المركبات رقميّاً عبر «بلدي»
أكدت الأمانة أن استعادة المركبات المحجوزة تتم فقط عبر منصة «بلدي» بعد استكمال جميع الإجراءات النظامية، ولا توجد أي طريقة بديلة لذلك، كما دعت أصحاب المركبات المهملة والتالفة إلى تصحيح أوضاعها خلال المهل المحددة، تفادياً للإجراءات النظامية والغرامات.
يُذكر أن هذه الآلية تأتي ضمن جهود أمانة جدة لتحسين المشهد الحضري والحد من التشوّه البصري، بما يسهم في تعزيز جودة الحياة وتحقيق مستهدفات رؤية المملكة 2030.
The Jeddah Municipality announced the activation of a comprehensive digital mechanism to monitor and remove abandoned and damaged vehicles, as well as disabled machinery, through the "Baladi" platform. This is part of its ongoing efforts to improve the urban landscape, enhance quality of life, and increase the efficiency of municipal procedures.
This step comes in implementation of the comprehensive guide issued by the Ministry of Municipalities and Housing, which aims to improve the urban landscape, enhance oversight, unify procedures, and increase their efficiency across all municipalities and municipal offices in the Kingdom.
Fully digital procedures from reporting to removal
The municipality clarified that the procedures begin as soon as an abandoned or damaged vehicle, or disabled machinery and equipment, is reported through one of the approved reporting channels, which include the call center 940, the "Baladi" app, or the official accounts of the municipalities on social media platforms, in addition to field inspections by monitors. Once the condition of the vehicle is verified, a warning notice (sticker) will be placed, and a text message will be sent to the vehicle owner via technical linkage, informing them of the need to address its situation and remove it from the location before the specified deadline.
The vehicle owner will also receive update messages at every stage of the process, starting from the reporting, through the correction period, and up to the removal and impoundment stage; to ensure they are continuously informed about the status of their vehicle and given the full opportunity to take the necessary actions.
Grace period and situation correction
The municipality grants a grace period of 20 days for abandoned vehicles and 14 days for damaged vehicles or disabled machinery, starting from the date of reporting the vehicle. If there is no response during the grace period, the vehicle will be removed and impounded according to the legal procedures, with the owner being notified via a text message.
Scope of application and targeted locations
The new mechanism covers streets, roads, and public squares, where abandoned and damaged vehicles, as well as disabled equipment and structures, will be monitored and actions taken against them. However, abandoned vehicles located next to residential units will not be subject to reporting unless a complaint is received from residents of the area, and legal procedures will be applied to them according to what is stated in the comprehensive guide.
Digital recovery of vehicles via "Baladi"
The municipality confirmed that the recovery of impounded vehicles can only be done through the "Baladi" platform after completing all legal procedures, and there is no alternative method for this. It also urged owners of abandoned and damaged vehicles to correct their situations within the specified deadlines to avoid legal actions and fines.
It is worth noting that this mechanism is part of the Jeddah Municipality's efforts to improve the urban landscape and reduce visual distortion, contributing to enhancing quality of life and achieving the objectives of the Kingdom's Vision 2030.
