The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, chaired the session held by the Council of Ministers today in Jeddah.

At the beginning of the session, the Custodian of the Two Holy Mosques expressed his gratitude and appreciation to the President of the United States, Donald J. Trump, for accepting the invitation to visit the Kingdom of Saudi Arabia. He also praised the outcomes of his discussions with Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz, which will contribute to elevating the bilateral relations to an unprecedented historical level in many vital sectors, enhancing the economic integration of the two friendly countries.

In this context, the Council of Ministers noted the outcomes of the Saudi-American summit that took place during President Trump's first foreign visit during his current presidency, including the signing of the strategic economic partnership document between the governments of the two countries, and the announcement and exchange of agreements and memoranda of cooperation in various fields. The Council reiterated the Kingdom's determination to expand its investments and trade relations with the United States in the next four years by allocating more than $600 billion, including mutual deals and investments of over $300 billion announced at the Saudi-American Investment Forum.

The Council of Ministers appreciated the American President's response to the Crown Prince's good efforts to lift the sanctions imposed on the Syrian Arab Republic, looking forward to this contributing to supporting development and the reconstruction of this brotherly country.

On the local front, the Council approved a mechanism to organize the work of the relevant authorities regarding scrap sites to prevent the arrival of radioactive materials or scrap metal contaminated with radioactive materials.

Ending regional crises and rejecting the displacement of Palestinians

The Minister of State, Member of the Council of Ministers for Shura Council Affairs, and Acting Minister of Media, Dr. Essam bin Saad bin Said, stated in his statement to the Saudi Press Agency following the session that the Council of Ministers praised the content of the Crown Prince's speech during the Gulf-American summit, which embodied the Kingdom's approach based on intensifying joint coordination and promoting multilateral work with brotherly and friendly countries towards more prosperity and progress, and reaffirmed support for all that would end regional and international crises and stop conflicts through peaceful means.

The Council renewed what the Kingdom expressed during the 34th ordinary session of the Arab League Council at the summit level regarding its firm rejection of any attempts at forced displacement or imposing solutions that do not meet the aspirations of the Palestinian people, in addition to emphasizing the necessity of sustaining the ceasefire in Gaza.

Attracting 3 global leaders in the automotive industry to establish factories in the Kingdom

The Council expressed its appreciation for the achievements of the King Salman Humanitarian Aid and Relief Center and its workers on the occasion of the tenth anniversary of its establishment, contributing, by the grace of God Almighty, to providing assistance to millions of needy individuals in more than 100 countries.

It indicated that the Council of Ministers reviewed, in the local context, what the National Industrial Strategy has achieved in attracting three global leaders in the automotive industry to establish factories in the Kingdom, which will support efforts for economic diversification and enhance global competitiveness.

The Council valued the achievements of Saudi students at the International Science and Engineering Fair (ISEF 2025), reflecting the state's keen interest in the education sector and enhancing its contributions to the horizons of knowledge and innovation, and building distinguished generations scientifically and skillfully.

Decisions:

The Council of Ministers reviewed the topics listed on its agenda, including topics studied by the Shura Council, as well as what was concluded by the Political and Security Affairs Council, the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Committee of the Council of Ministers regarding them. The Council concluded the following:

- Approval of a memorandum of understanding regarding the establishment of a Strategic Partnership Council between the Government of the Kingdom of Saudi Arabia and the Government of Japan.

- Authorizing the Minister of Transport and Logistics Services, Chairman of the Board of Directors of the General Authority of Civil Aviation - or his representative - to negotiate with the Russian side regarding a draft memorandum of understanding for cooperation in the field of civil aviation safety between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the Federal Air Transport Agency in the Russian Federation, and to sign it.

- Approval of a memorandum of understanding between the Ministry of Communications and Information Technology in the Kingdom of Saudi Arabia and the Ministry of Digital Technologies in the Republic of Uzbekistan for cooperation in the field of communications and information technology.

- Approval of a framework agreement between the Government of the Kingdom of Saudi Arabia and the International Labour Organization regarding the programs for entry-level professional employees and secondments.

- Authorizing the Minister of Industry and Mineral Resources - or his representative - to negotiate with the Kazakh side regarding a draft memorandum of understanding between the Ministry of Industry and Mineral Resources in the Kingdom of Saudi Arabia and the Ministry of Industry and Construction in the Republic of Kazakhstan for cooperation in the field of mineral resources, and to sign it.

- Approval of a memorandum of understanding for cooperation in health fields between the Ministry of Health in the Kingdom of Saudi Arabia and the Ministry of Health in the Republic of Singapore.

- Authorizing the Minister of Industry and Mineral Resources, Chairman of the Board of Directors of the Saudi Geological Survey - or his representative - to negotiate with the Indian side regarding a draft memorandum of understanding for geological scientific cooperation between the Saudi Geological Survey in the Kingdom of Saudi Arabia and the Geological Survey of India in the Republic of India, and to sign it.

- Approval of a cooperation agreement between the Presidency of State Security in the Kingdom of Saudi Arabia and the National Intelligence and Security Agency in the Federal Republic of Somalia in the field of combating terrorism and its financing.

- Approval of the establishment of a supervisory authority for health services in the Ministry of Defense.

- Adoption of a mechanism to organize the work of the relevant authorities regarding scrap sites to prevent the arrival of radioactive materials or scrap metal contaminated with radioactive materials.

- Adoption of the final accounts of the Saudi Electricity Regulatory Authority, the Zakat, Tax and Customs Authority, the Education and Training Evaluation Authority, and King Abdulaziz University for the previous two financial years.

Appointments and Promotions:

Appointment of Saad bin Mohammed Al-Saif, Dr. Abdul Salam bin Mohammed Al-Shuwair, Abdul Hamid bin Abdulaziz Al-Ghalika, Dr. Ahmad bin Abdullah Al-Mughamis, Suleiman bin Abdulaziz Al-Zabin, Dr. Abdullah bin Adnan Al-Sulaimi, Dr. Salem bin Mubarak Al-Duwaili, Fahd bin Ibrahim Al-Hussein, and Ibrahim bin Salem Al-Ruwais as members with experience, competence, and specialization in the Board of Directors of the General Authority for the Guardianship of the Funds of Minors and Those in Their Care.

- Approval of two promotions and two appointments at the ranks of (fifteenth) and (fourteenth) as follows:

- Promotion of Yusuf bin Nasser bin Ibrahim Al-Zaid to the position of (Senior Legal Advisor) at the rank of (fifteenth) at the Ministry of Interior's Civil Status Agency.

- Promotion of Nasser bin Hamoud bin Abdulaziz Al-Dhayeb to the position of (Senior Computer Engineering Consultant) at the rank of (fifteenth) at the Ministry of Finance.

- Appointment of Ali bin Nasser bin Ali Bashih to the position of (Deputy Emir of the Region) at the rank of (fourteenth) in the Emirate of Al-Baha Region.

- Appointment of Nayef bin Kameekh bin Hunaidel Al-Muraykhi to the position of (Deputy Emir of the Region) at the rank of (fourteenth) in the Emirate of Tabuk Region.

The Council of Ministers also reviewed a number of general topics listed on its agenda, including annual reports for the Royal Commission for the City of Mecca and the Holy Sites, the Real Estate Development Fund, and the National Transportation Safety Center, and the Council took the necessary actions regarding those topics.
