أساليب ماكرة وحيل جديدة، يلجأ إليها البعض في محاولة يائسة منهم لخداع رجال الأمن لتمرير المخالفين إلى المشاعر المقدسة، ويقابل ذلك ارتفاع ويقظة في الإجراءات الأمنية المشددة حول العاصمة المقدسة مع خطط أمنية محكمة لضبط المخالفين.
«عكاظ»، تابعت عمليات إحباط تسلل إلى مكة المكرمة كشفت محاولات وحيل المهربين، إذ إن من الحيل الماكرة سعي أحدهم لاستخدام سيارة إسعاف في نقل مخالفين، فيما عمد آخرون لاستخدام حافلات مخصصة لنقل الحجاج النظاميين، إذ عمل أحدهم على إخفاء مخالفين داخل دورة مياه حافلة!
وكشفت قوات أمن الحج ضبط مقيم هندي حاول استغلال سيارة إسعاف لنقل مخالفين إلى المشاعر المقدسة. وأكدت القوات أنه تم ضبط المتورط أثناء محاولته نقل ثلاثة لا يحملون تصاريح حج نظامية إلى مدينة مكة المكرمة.
وبينت التحقيقات الأولية أن المقيم الهندي حاول استغلال سيارة الإسعاف في نقل المخالفين عبر وضعهم في الجزء الخلفي للمركبة وإشعال الإشارات الضوئية للمركبة؛ لإيهام نقاط التفتيش بوجود حالة تستدعي المرور، في محاولة للتمويه والوصول إلى داخل مكة المكرمة.
مخالفات في خزانة الحقائب!
في محاولة أخرى، استخدم مقيم مصري حافلة مخصصة للحجاج لنقل 22 مخالفاً وإيصالهم إلى مكة، وأحيلوا جميعاً للجنة المختصة لتطبيق العقوبات المقررة بحقهم. كما ضبطت قوات أمن الحج مقيماً؛ لنقله في حافلة 35 مقيماً مخالفين لأنظمة وتعليمات الحج بعدم الحصول على تصاريح بالحج، ومحاولة إيصالهم إلى مدينة مكة المكرمة.
وضبطت قوات أمن الحج مقيماً من الجنسية الغانية؛ لقيامه بنقل أربع وافدات مخالفات لأنظمة وتعليمات الحج في مركبة يقودها لإيصالهن إلى مكة، وذلك بإخفائهن في المخزن المخصص للحقائب، وتم إيقاف المقبوض عليهم، وأحيلوا للجنة المختصة لتطبيق العقوبات المقررة بحقهم. كما تم القبض على مقيم من الجنسية اليمنية ومواطن تقدما بطلب إصدار تأشيرات زيارة لأشخاص خارج المملكة عبر كيانات تجارية تواطأت معهما؛ بغرض تمكينهم من أداء الحج، ومخالفتهما أنظمة الحج وتعليماته، وأحيلت الواقعة للجهة المختصة لتطبيق العقوبات المقررة نظاما بحقهما.
وفي حادثة أخرى، أعلنت شرطة منطقة الرياض ضبط مقيمة من الجنسية المصرية لارتكابها عمليات نصب واحتيال؛ بادعاء إصدار تصاريح لأداء الحج ودخول مدينة مكة المكرمة، وذلك عبر مواقع التواصل الاجتماعي. وبينت أنه تم إيقاف المتهمة، واتخاذ الإجراءات النظامية بحقها، وإحالتها إلى النيابة العامة.
التزموا بالتعليمات
أكد مفتي عام المملكة رئيس هيئة كبار العلماء الرئيس العام للبحوث العلمية والإفتاء الشيخ عبدالعزيز آل الشيخ، أهمية الالتزام التام بالتعليمات والتوجيهات الصادرة عن الجهات المسؤولة ذات الاختصاص فيما يتعلق باستخراج تصريح الحج لمن يرغب في أداء الفريضة هذا العام. كما شددت وزارة الحج على أهمية تصريح الحج، وقالت: «أول وأهم خطوة في رحلة الحاج». وأضافت: «بغيره يتعذَّر الوصول إلى المشاعر المقدَّسة، ويصعُب أداء المناسك».
وأكدت وزارة الداخلية تطبيق غرامة تصل إلى 100000 ريال بحق كل من يقوم أو يحاول إيواء حاملي تأشيرات الزيارة بأنواعها كافة في أي مكان مخصص للسكن (الفنادق، والشقق، والسكن الخاص، ودور الإيواء، ومواقع إسكان الحجاج، وغيرها)، أو التستر عليهم، أو تقديم أي مساعدة لهم تؤدي إلى بقائهم في مدينة مكة المكرمة، والمشاعر المقدسة
وأهابت الداخلية بالجميع الالتزام بأنظمة وتعليمات الحج، التي تهدف إلى المحافظة على أمن وسلامة الحجاج لأداء مناسكهم بيسر وطمأنينة، والمبادرة بالإبلاغ عن مخالفي تلك الأنظمة والتعليمات.
لا تنقلوا حَمَلة «التأشيرات»
أعلنت وزارة الداخلية عقوبات بحق مخالفي التعليمات التي تقضي بالحصول على تصريح لأداء الحج، ويعاقب بغرامة تصل إلى 20000 ريال كل من يضبط مؤدياً أو محاولاً أداء الحج دون تصريح، أو من يقوم من حاملي تأشيرات الزيارة بأنواعها كافة، أو يحاول القيام بالدخول إلى مدينة مكة المكرمة والمشاعر المقدسة أو البقاء فيهما، بداية من اليوم الأول من شهر ذي القعدة حتى نهاية اليوم الـ14 من شهر ذي الحجة.
وأكدت أنه يعاقب بغرامة مالية تصل إلى 100000 ريال كل من تقدم بطلب إصدار تأشيرة زيارة بأنواعها كافة لشخص قام أو حاول أداء الحج دون تصريح، أو الدخول إلى مدينة مكة المكرمة والمشاعر المقدسة أو البقاء فيهما وتتعدد الغرامات بتعدد الأشخاص الذين تم إصدار تأشيرة الزيارة بأنواعها كافة لهم، وقاموا أو حاولوا القيام بأداء الحج دون تصريح أو الدخول إلى مدينة مكة المكرمة والمشاعر المقدسة أو البقاء فيهما.
منع الدخول 10 سنوات
حذرت وزارة الداخلية كل من يقوم بنقل حاملي تأشيرات الزيارة، أو يحاول نقلهم؛ بهدف إيصالهم إلى مدينة مكة المكرمة والمشاعر المقدسة بداية من اليوم الأول من ذي القعدة حتى نهاية اليوم الـ14 من ذي الحجة، وكذلك كل من يقوم أو يحاول إيواء حاملي تأشيرات الزيارة بأنواعها كافة في أي مكان مخصص للسكن.
وشددت الداخلية على ترحيل المتسللين للحج من المقيمين والمتخلفين لبلادهم ومنعهم من دخول المملكة لمدة 10 سنوات، ومصادرة وسيلة النقل البري التي يثبت استخدامها في النقل.
احذروا باعة الأساور
أكد مدير الإدارة العامة للإعلام والاتصال المؤسسي المتحدث الأمني بوزارة الداخلية العقيد طلال عبدالمحسن شلهوب، أن الجهات الأمنية باشرت تنفيذ العقوبات بحق مخالفي التعليمات التي تقضي الحصول على تصريح لأداء الحج.
ونبّه المتحدث إلى عدم الانسياق خلف عمليات النصب والاحتيال التي يتم الترويج لها عبر إعلانات حملات حج وهمية ومضللة، تتضمن توفير سكن ونقل للحجاج داخل المشاعر المقدسة، وأداء فريضة الحج عن الآخرين، وتأمين الأضاحي لضيوف الرحمن وتوزيعها، وبيع أساور حج.

Cunning methods and new tricks are resorted to by some in a desperate attempt to deceive security personnel to smuggle violators into the holy sites, while there is an increase and vigilance in the tightened security measures around the holy capital, with strict security plans to apprehend violators.
“Okaz” followed the operations to thwart infiltration into Mecca, revealing the attempts and tricks of smugglers. Among the cunning tricks was one individual’s attempt to use an ambulance to transport violators, while others resorted to using buses designated for transporting regular pilgrims, with one individual even hiding violators inside the restroom of a bus!
The Hajj security forces revealed the arrest of an Indian resident who attempted to exploit an ambulance to transport violators to the holy sites. The forces confirmed that the suspect was apprehended while trying to transport three individuals who did not hold valid Hajj permits to the city of Mecca.
Initial investigations indicated that the Indian resident attempted to exploit the ambulance by placing the violators in the back of the vehicle and activating the vehicle's emergency lights to mislead checkpoints into believing there was an emergency, in an attempt to camouflage and reach inside Mecca.
Violations in the luggage compartment!
In another attempt, an Egyptian resident used a bus designated for pilgrims to transport 22 violators and deliver them to Mecca. All were referred to the competent committee to impose the prescribed penalties against them. The Hajj security forces also apprehended a resident for transporting 35 violators of the Hajj regulations and instructions by not obtaining Hajj permits, attempting to deliver them to the city of Mecca.
The Hajj security forces apprehended a Ghanaian resident for transporting four female violators of the Hajj regulations in a vehicle he was driving to deliver them to Mecca, hiding them in the compartment designated for luggage. The apprehended individuals were detained and referred to the competent committee to impose the prescribed penalties against them. Additionally, a Yemeni resident and a citizen were arrested for applying for visit visas for individuals outside the Kingdom through commercial entities that colluded with them, aiming to enable them to perform Hajj, violating Hajj regulations and instructions. The incident was referred to the competent authority to impose the prescribed penalties against them.
In another incident, the Riyadh region police announced the arrest of an Egyptian resident for committing fraud by claiming to issue permits for performing Hajj and entering the city of Mecca through social media. It was indicated that the suspect was detained, and legal procedures were taken against her, referring her to the public prosecution.
Adhere to the instructions
The Grand Mufti of the Kingdom, Chairman of the Council of Senior Scholars, and General President of Scientific Research and Ifta, Sheikh Abdulaziz Al Sheikh, emphasized the importance of complete adherence to the instructions and directives issued by the responsible authorities regarding obtaining a Hajj permit for those wishing to perform the obligation this year. The Ministry of Hajj also stressed the importance of the Hajj permit, stating: “It is the first and most important step in the pilgrim's journey.” It added: “Without it, reaching the holy sites is impossible, and performing the rituals becomes difficult.”
The Ministry of Interior confirmed the application of a fine of up to 100,000 riyals against anyone who accommodates holders of visit visas of all types in any designated accommodation (hotels, apartments, private housing, shelters, pilgrim housing sites, etc.), or conceals them, or provides any assistance that leads to their remaining in the city of Mecca and the holy sites.
The Ministry urged everyone to adhere to the Hajj regulations and instructions, which aim to maintain the safety and security of pilgrims to perform their rituals with ease and reassurance, and to promptly report violators of those regulations and instructions.

The Ministry of Interior announced penalties against violators of the instructions that require obtaining a permit to perform Hajj, with a fine of up to 20,000 riyals for anyone caught performing or attempting to perform Hajj without a permit, or for holders of visit visas of all types, or for those attempting to enter the city of Mecca and the holy sites or remain in them, starting from the first day of Dhul-Qi'dah until the end of the 14th day of Dhul-Hijjah.
It confirmed that a financial penalty of up to 100,000 riyals will be imposed on anyone who applies for a visit visa of any type for a person who performed or attempted to perform Hajj without a permit, or entered the city of Mecca and the holy sites or remained in them. The fines will multiply with the number of individuals for whom visit visas of all types were issued, who performed or attempted to perform Hajj without a permit or entered the city of Mecca and the holy sites or remained in them.
Entry ban for 10 years
The Ministry of Interior warned anyone who transports holders of visit visas, or attempts to transport them, to deliver them to the city of Mecca and the holy sites starting from the first day of Dhul-Qi'dah until the end of the 14th day of Dhul-Hijjah, as well as anyone who accommodates holders of visit visas of all types in any designated accommodation.
