شهدت برامج وزارة الموارد البشرية والتنمية الاجتماعية الموجهة نحو تمكين مستفيدي الضمان الاجتماعي خلال عام 2025 تقدما لافتا في مؤشرات الأداء، إذ ارتفعت أعداد المستفيدين من مسارات التأهيل والتوظيف الموجهة إلى عشرات الآلاف بما يعكس كفاءة البرامج المقدمة، وفعالية النهج القائم على التمكين الاقتصادي والاجتماعي وتوفير الحلول المستدامة.
وتهدف الوزارة من خلال هذه البرامج إلى رفع كفاءة مستفيدي الضمان الاجتماعي وتزويدهم بالمهارات العملية التي تؤهلهم للاندماج في سوق العمل عبر مسارين رئيسيين هما: مسار التمكين ومسار التدريب، التي أسهمت في وصول عدد المستفيدين المُمكَّنين حتى نهاية الربع الثالث من عام 2025م نحو 77568 مستفيدا، متجاوزا بذلك العدد المستهدف البالغ 74376 مستفيدا، في خطوة تؤكد نجاح برامج التمكين في تحويل المستفيدين من الاعتماد إلى الإنتاج والمشاركة الفاعلة في سوق العمل، فيما بلغ عدد المستفيدين في مسار التدريب نحو 21137 مستفيدا مقارنة بالمستهدف البالغ 19446 مستفيدا؛ مما يعكس فعالية البرامج التدريبية المنفذة في مختلف مناطق المملكة.
وبيّنت الإحصاءات أن منطقة الرياض تصدّرت أعداد المُمكَّنين بـ16739 مستفيدا، تلتها منطقة مكة المكرمة بـ16730 مستفيدا، ثم المنطقة الشرقية بـ10646 مستفيدا، فيما توزّع باقي المستفيدين على بقية مناطق المملكة، بما في ذلك مناطق الحدود الشمالية، والجوف، وتبوك، وعسير، ونجران، والمدينة المنورة وغيرها.
وبلغ عدد أنشطة التمكين المنفذة 629 دورة تدريبية وورشة عمل، إلى جانب 147 شراكة ومذكرة تعاون أبرمتها الوزارة مع جهات حكومية وخاصة لتعزيز فرص التوظيف، إضافة إلى 122 ملتقى تمكين استهدفت جميع الفئات المستفيدة في مناطق المملكة؛ بهدف تعزيز وصول المستفيدين إلى الفرص الوظيفية المتاحة والمناسبة لمؤهلاتهم، إلى جانب توفير فرص تدريبية ومهارية واستشارات شخصية تساعدهم على الدخول إلى سوق العمل بشكل فعَّال، وتحقيق الاكتفاء الذاتي؛ بما يسهم في تحسين جودة حياتهم وتحقيق التنمية المستدامة.
وفي تفصيل المسارات، بلغ عدد المستفيدين في المسار الاقتصادي نحو 12467 مستفيدا، وهو أحد مسارات برنامج التمكين؛ ويهدف إلى دعم المشاريع الصغيرة والريادية لمستفيدي الضمان الاجتماعي، إذ يقدّم المسار دعما ماليا وتدريبا وتأهيلا، ويساعد المستفيدين في الحصول على قروض ميسرة بالتعاون مع جهات مثل بنك التنمية الاجتماعية، كما استحوذ مسار التوظيف على النسبة الأكبر بـ65101 مستفيد؛ ويهدف لمساعدة المستفيدين على الانتقال من الاعتماد على الدعم إلى العمل والاستقلال المالي، من خلال المواءمة بين متطلبات سوق العمل وفرص التوظيف من خلال الشراكات وتوفير فرص التدريب والتأهيل المهني.
وتعكس هذه الأرقام مدى نجاح خطط التمكين الاقتصادي والاجتماعي لمستفيدي الضمان الاجتماعي، والتي تتكامل مع مستهدفات رؤية المملكة 2030 الرامية إلى تعزيز جودة الحياة وتمكين المستفيدين من المشاركة في التنمية الوطنية.
The programs of the Ministry of Human Resources and Social Development aimed at empowering social security beneficiaries witnessed significant progress in performance indicators during the year 2025. The number of beneficiaries from rehabilitation and employment pathways increased to tens of thousands, reflecting the efficiency of the provided programs and the effectiveness of the approach based on economic and social empowerment and the provision of sustainable solutions.
The ministry aims through these programs to enhance the efficiency of social security beneficiaries and equip them with practical skills that qualify them to integrate into the labor market through two main pathways: the empowerment pathway and the training pathway. These have contributed to reaching the number of empowered beneficiaries by the end of the third quarter of 2025 to about 77,568 beneficiaries, exceeding the targeted number of 74,376 beneficiaries. This step confirms the success of empowerment programs in transforming beneficiaries from dependency to productivity and active participation in the labor market. Meanwhile, the number of beneficiaries in the training pathway reached about 21,137 beneficiaries compared to the targeted number of 19,446 beneficiaries, reflecting the effectiveness of the training programs implemented in various regions of the Kingdom.
Statistics showed that the Riyadh region topped the number of empowered individuals with 16,739 beneficiaries, followed by the Makkah region with 16,730 beneficiaries, and then the Eastern region with 10,646 beneficiaries. The remaining beneficiaries were distributed across other regions of the Kingdom, including the Northern Borders, Al-Jawf, Tabuk, Asir, Najran, Medina, and others.
The number of implemented empowerment activities reached 629 training courses and workshops, in addition to 147 partnerships and memoranda of cooperation signed by the ministry with governmental and private entities to enhance employment opportunities. Additionally, there were 122 empowerment forums targeting all beneficiary categories in the regions of the Kingdom, aimed at enhancing beneficiaries' access to available job opportunities suitable for their qualifications, alongside providing training, skills development, and personal consultations to help them enter the labor market effectively and achieve self-sufficiency, contributing to improving their quality of life and achieving sustainable development.
In detail regarding the pathways, the number of beneficiaries in the economic pathway reached about 12,467 beneficiaries, which is one of the pathways of the empowerment program. It aims to support small and entrepreneurial projects for social security beneficiaries, providing financial support, training, and qualification, and helping beneficiaries obtain facilitated loans in cooperation with entities such as the Social Development Bank. The employment pathway accounted for the largest share with 65,101 beneficiaries; it aims to assist beneficiaries in transitioning from reliance on support to work and financial independence by aligning labor market requirements with employment opportunities through partnerships and providing training and vocational qualification opportunities.
These figures reflect the success of economic and social empowerment plans for social security beneficiaries, which align with the objectives of the Kingdom's Vision 2030 aimed at enhancing quality of life and empowering beneficiaries to participate in national development.
