أعرب أعضاء مجلس الأمن الدولي عن القلق بشأن تصاعد التوترات في اليمن، وشددوا على أهمية تجنب الأعمال التي قد تقوّض جهود تحقيق السلام في البلاد وتهدد السلم والأمن الدوليين.
وفي بيان صحفي صدر مساء أمس، دان أعضاء مجلس الأمن الهبوط غير المصرح به لطائرات بمطار صنعاء الدولي في الثالث من يوليو، ومطار الحديدة في الـ13 من الشهر نفسه، دون تصاريح وموافقات من حكومة اليمن بما ينتهك قواعد الطيران المدني الدولي.
ودانوا الهجمات بالصواريخ، التي شنها الحوثيون على المملكة العربية السعودية منذ 13 يوليو وعلى السفن التجارية منذ الـ22 من الشهر الماضي.
وجدد أعضاء مجلس الأمن، تأكيد التزامهم القوي بسيادة واستقلال ووحدة اليمن وسلامة أراضيه، وشددوا على أهمية احترام سيادة اليمن بما في ذلك على أرضه وأجوائه، مؤكدين أن جميع الرحلات الجوية إلى المطارات اليمنية يجب أن تُنسّق مع الحكومة اليمنية وأن تتلقى موافقات مسبقة منها.
وشدد الأعضاء أيضاً على الحاجة لضمان الوصول الجوي الآمن والمستدام بالتنسيق مع حكومة اليمن، لأغراض إنسانية ومدنية بما يتوافق مع القانون الدولي وقواعد الطيران المدني الدولي ذات الصلة.
وأكد أعضاء مجلس الأمن أهمية التصرف بما يتماشى مع القانون الدولي وقرارات المجلس ذات الصلة وخاصة القرار رقم 2216 الذي يحظر توريد أو بيع أو نقل الأسلحة وما يتعلق بها من مواد أو مساعدة تقنية أو مالية مرتبطة بالأنشطة العسكرية لأفراد وجهات مدرجة على قائمة لجنة 2140 للعقوبات ومنهم الحوثيون.
وأشار أعضاء مجلس الأمن إلى السياق الإقليمي الأوسع، مؤكدين أن هذه الأعمال تهدد الأمن الإقليمي والحريات والحقوق الملاحية، وتهدد بمزيد من التصعيد وتقويض جهود تأمين السلام في المنطقة بما فيها اليمن.
وحثوا الحوثيين على الامتناع عن التصعيد، وشجعوا على استخدام قنوات الحوار القائمة لمعالجة المخاوف وتخفيف التوترات.
كما شدد أعضاء مجلس الأمن على دعمهم للمبعوث الخاص للأمم المتحدة هانس غروندبرغ، في جهوده الرامية إلى التوصل إلى تسوية سياسية تفاوضية جامعة بقيادة وملكية يمنية قائمة على المرجعيات المتفق عليها وبما يتماشى مع قرارات مجلس الأمن ذات الصلة.
Members of the United Nations Security Council expressed concern about the escalating tensions in Yemen and emphasized the importance of avoiding actions that could undermine efforts to achieve peace in the country and threaten international peace and security.
In a press statement issued yesterday evening, Security Council members condemned the unauthorized landing of aircraft at Sana'a International Airport on July 3 and at Al Hudaydah Airport on the 13th of the same month, without permits and approvals from the Yemeni government, which violates international civil aviation rules.
They condemned the missile attacks launched by the Houthis against the Kingdom of Saudi Arabia since July 13 and against commercial vessels since the 22nd of last month.
The Security Council members reiterated their strong commitment to the sovereignty, independence, and unity of Yemen and the integrity of its territory, stressing the importance of respecting Yemen's sovereignty, including over its land and airspace, and affirming that all flights to Yemeni airports must be coordinated with the Yemeni government and receive prior approvals from it.
The members also emphasized the need to ensure safe and sustainable air access in coordination with the Yemeni government for humanitarian and civilian purposes in accordance with international law and relevant international civil aviation rules.
The Security Council members affirmed the importance of acting in accordance with international law and relevant Council resolutions, particularly Resolution 2216, which prohibits the supply, sale, or transfer of arms and related materials or technical or financial assistance linked to military activities of individuals and entities listed on the 2140 sanctions committee, including the Houthis.
The Security Council members referred to the broader regional context, emphasizing that these actions threaten regional security and maritime freedoms and rights, and threaten further escalation and undermine efforts to secure peace in the region, including Yemen.
They urged the Houthis to refrain from escalation and encouraged the use of existing dialogue channels to address concerns and ease tensions.
They also stressed their support for the United Nations Special Envoy Hans Grundberg in his efforts to reach an inclusive political settlement led by and owned by Yemenis based on the agreed-upon references and in line with relevant Security Council resolutions.
