The Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, chaired the session held by the Council of Ministers today (Tuesday) in Jeddah. The council was briefed on the contents of the phone calls made by Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz with King Hamad bin Isa Al Khalifa of the Kingdom of Bahrain, and with the Prime Minister of the Islamic Republic of Pakistan, Muhammad Shehbaz Sharif, as well as the message received from the President of the Chechen Republic, Ramzan Kadyrov.

Approval of the Construction of the First Saudi-Egyptian Satellite

The Council of Ministers approved in its session yesterday the executive regulation for the ownership of real estate by non-Saudis, and the geographical areas where non-Saudis may own property. The council also approved the initiative to design and build the first joint Saudi-Egyptian satellite, and to transform the organizational unit in the Ministry of Culture called "Cultural Archive" into an independent center named "Center for Saudi Cultural Memory," according to its organizational arrangements.

The council also approved two agreements in the field of labor employment between the Kingdom of Saudi Arabia and both Nepal and the Federal Republic of Nigeria.

Supporting Stability Efforts in the Region and the World

The council followed up on the developments and events in the regional and international arenas, reiterating in this context the steadfast and firm positions of the Kingdom of Saudi Arabia in supporting efforts to establish the foundations of security and stability in the region and the world, and contributing to responding to humanitarian calls and extending a helping hand to those in need and affected in various parts of the globe.

Advanced Rankings in International Classifications

Minister of Media Salman Yusuf Al-Dosari clarified that the Council of Ministers subsequently reviewed the developmental paths in the Kingdom and the goals achieved in the past period at the national level, alongside recording advanced positions in international indicators and classifications, and the continuous achievements and successes of the strategies of Vision 2030 and its programs across various fronts.
The council praised the Kingdom's advancement in the Global Competitiveness Report 2026, achieving the (thirteenth) rank globally and (third) among the G20 countries, in addition to advancing in all main axes and securing the top (ten) positions in (74) sub-indicators; reflecting the effectiveness of the Saudi model in areas related to competitiveness.

Pioneering in Digital Transformation and Localization of Technology

The council considered the Kingdom's continued maintenance of the first global rank in the "Cybersecurity" index for the third consecutive year as a manifestation of its leadership in this vital sector in light of the gains it has achieved locally, regionally, and internationally, and its initiatives supporting digital transformation, localization of priority technologies, and enhancing cooperation and joint work with various countries and organizations around the world.

Appreciation for Health Sector Transformation Achievements

The Council of Ministers appreciated the achievements made by the Health Sector Transformation Program in building a more integrated and efficient system that prioritizes human health; facilitating access to services and improving their quality, enhancing comprehensive medical care in all its aspects, expanding the scope of healthy cities, in addition to establishing prevention and enabling the community to adopt sustainable healthy lifestyles.

Advanced Performance of the National Industry Development Program

The council noted the advanced performance recorded by the National Industry Development and Logistics Program "NADLP" during the past year 2025, reinforcing its role in supporting the growth of the non-oil economy, enhancing the attractiveness of industrial, mining, and logistics sectors, among others, and its contributions to the growth of investments, exports, and local content.

Decisions

The Council of Ministers reviewed the topics listed on its agenda, including topics that the Shura Council participated in studying, and was briefed on the conclusions reached by both the Political and Security Affairs Council and the Economic and Development Affairs Council, the General Committee of the Council of Ministers, and the Experts Authority at the Council of Ministers regarding them. The council concluded with:

- Approval of a memorandum of understanding for cooperation in the field of energy between the Ministry of Energy in the Kingdom of Saudi Arabia and the Federal Ministry for Economic Affairs and Energy in the Federal Republic of Germany.

- Authorizing the Minister of Islamic Affairs, Call and Guidance - or his representative - to negotiate with the Mauritian side regarding a draft memorandum of understanding between the Ministry of Islamic Affairs, Call and Guidance in the Kingdom of Saudi Arabia and the Ministry of Arts and Culture in the Republic of Mauritius regarding supporting mosques, and to sign it.

- Approval of a memorandum of understanding for cooperation between the Ministry of Justice in the Kingdom of Saudi Arabia and the Supreme Court in the Republic of Maldives.

- Authorizing the Minister of Municipal and Rural Affairs - or his representative - to sign a draft memorandum of understanding in the fields of municipal and housing sectors between the Ministry of Municipal and Rural Affairs in the Kingdom of Saudi Arabia and the Ministry of Housing and Urban-Rural Development in the People's Republic of China.

- Approval of two agreements in the field of labor employment between the Kingdom of Saudi Arabia and both: Nepal and the Federal Republic of Nigeria.

- Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the United States of America in the field of education and training.

- Approval of an agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Islamic Republic of Pakistan in the field of air transport services.

- Approval of a memorandum of cooperation between the General Authority for Small and Medium Enterprises in the Kingdom of Saudi Arabia and the Small and Medium Enterprises Development Authority in the Sultanate of Oman in the field of developing the small and medium enterprises sector and entrepreneurship.

- Approval of the final accounts for the Saudi Economic Business Center (formerly) and the Saudi Electronic University for a previous financial year.

- Directing what is necessary regarding a number of topics listed on the agenda of the Council of Ministers, including two annual reports for the Prince Mohammed bin Salman Royal Reserve Development Authority and King Abdulaziz University.

Approval of appointments and promotions to the ranks of (fifteenth) and (fourteenth) and the position of (Minister Plenipotentiary), as follows:

– Appointment of Mohammed bin Abdulrahman Al-Subaihi to the position of (Deputy Emir of Al-Jouf Region) at the rank of (fifteenth) in the Emirate of Al-Jouf.

– Promotion of Dr. Ahmed bin Abdullah Al-Furaih to the position of (General Director) at the rank of (fifteenth) in the Ministry of Education.

– Promotion of Badriya bint Abdulrahman Al-Ghanem to the position of (Senior Education Consultant) at the rank of (fifteenth) in the Ministry of Education.

– Promotion of Nada bint Saleh Al-Samaail to the position of (Senior Education Consultant) at the rank of (fifteenth) in the Ministry of Education.

– Promotion of Khalid bin Ali Al-Qahtani to the position of (Senior Education Consultant) at the rank of (fifteenth) in the Ministry of Education.
