وثقت دائرة حقوق الإنسان بمكتب رئاسة الجمهورية اليمنية في تقريرها الدوري الثاني عشر 159 حالة انتهاك جسيم لحقوق الإنسان في 17 محافظة يمنية، خلال الربع الثاني من 2026.
وأفاد رئيس الدائرة، المحامي علي هزازي، بأن مؤشرات التقرير كشفت تصاعداً لافتاً في عمليات تجنيد الأطفال خلال هذا الربع؛ إذ سُجلت 62 حالة تمثل أكثر من ثلث إجمالي الانتهاكات المرصودة، ما يبرز استمرار جماعة الحوثي في الزج بصغار السن في خطوط الجبهات الأمامية.
كما كشف التقرير توثيق 26,638 حالة اختطاف تعسفي نفذتها مليشيا الحوثي خارج الأطر القانونية منذ سبتمبر 2014 حتى نهاية يونيو 2026، ووظفتها كأوراق ضغط واحتجاز رهائن لابتزاز المعارضين، والمجتمع الدولي.
وأشارت الدائرة إلى أن الأرقام المعلنة تقتصر على الحالات التي خضعت للتحقق المهني المباشر وسط قيود الوصول الميداني، ولا تستوعب الحجم الفعلي للانتهاكات، مطالبة المجتمع الدولي والآليات الأممية بتحمل مسؤولياتها لوقف الإفلات من العقاب وإنصاف الضحايا، وحماية المدنيين.
The Human Rights Department at the Office of the Presidency of the Republic of Yemen documented 159 cases of serious human rights violations in 17 Yemeni governorates during the second quarter of 2026 in its twelfth periodic report.
The head of the department, lawyer Ali Hazzazi, stated that the indicators in the report revealed a significant increase in child recruitment operations during this quarter; 62 cases were recorded, representing more than one-third of the total violations observed, highlighting the continued involvement of the Houthi group in deploying minors to the front lines.
The report also documented 26,638 cases of arbitrary detention carried out by the Houthi militia outside legal frameworks from September 2014 until the end of June 2026, using them as leverage and hostage-taking to extort opponents and the international community.
The department pointed out that the announced figures are limited to cases that underwent direct professional verification amidst field access restrictions and do not reflect the actual scale of the violations, calling on the international community and UN mechanisms to assume their responsibilities to stop impunity, provide justice for victims, and protect civilians.
