ألزمت الجهات المختصة المنشآت الراغبة في استيراد المواد البترولية للقطاع التجاري، بغرض بيعها للسفن في المياه الإقليمية، بالحصول على ترخيص لشراء المواد البترولية وبيعها للسفن، وذلك ضمن دليل تراخيص الاستيراد الجديد الذي أقره وزير التجارة الدكتور ماجد القصبي.
وبحسب الدليل، الذي اطلعت «عكاظ» عليه، يشترط للحصول على ترخيص استيراد المواد البترولية للقطاع التجاري تقديم سجل تجاري يتضمن مزاولة النشاط محل الترخيص، ورخصة لموقع المنشأة صادرة عن الجهة المشرفة على الموقع، إلى جانب تقديم بيانات المواد البترولية المراد استيرادها ومصدرها والغرض من الاستيراد.
وألزم الدليل المنشأة بتقديم رقم الموقع العالمي (GLN) للمنشأة وفروعها، بما فيها المصانع ومستودعات التخزين والتوزيع، وبيان يوضح الأسواق المستهدفة والكميات المتوقعة، إضافة إلى إحداثيات موقع المنشأة.
واشترط الدليل سداد المقابل المالي والغرامات المالية الموقعة على المرخص له بعد اكتسابها الصفة النهائية قبل التقدم بالطلب، على أن يقدم طلب تجديد الترخيص خلال الـ90 يوماً السابقة لانتهائه.
وتقدم طلبات الاستيراد وتتابع من خلال البوابة الإلكترونية لوزارة الطاقة، على أن يتم البت في الطلب خلال مدة لا تتجاوز 10 أيام عمل من تاريخ استيفاء المتطلبات، وفي حال الموافقة يصدر ترخيص الاستيراد إلكترونياً.
وفي حال رفض الطلب، يحق لطالب الترخيص الاستفسار عن أسباب الرفض، والتظلم لدى وزارة الطاقة خلال 15 يوماً من تاريخ إبلاغه، مع حقه في التظلم أمام ديوان المظالم وفق الإجراءات النظامية.
The relevant authorities have required establishments wishing to import petroleum products for the commercial sector, for the purpose of selling them to ships in territorial waters, to obtain a license to purchase and sell petroleum products to ships, as part of the new import licensing guide approved by the Minister of Commerce, Dr. Majid Al-Qasabi.
According to the guide, which "Okaz" has reviewed, obtaining a license for importing petroleum products for the commercial sector requires submitting a commercial registration that includes the activity subject to the license, and a license for the establishment's location issued by the supervising authority, in addition to providing data on the petroleum products to be imported, their source, and the purpose of the import.
The guide requires the establishment to provide the Global Location Number (GLN) for the establishment and its branches, including factories and storage and distribution warehouses, as well as a statement clarifying the targeted markets and expected quantities, in addition to the coordinates of the establishment's location.
The guide stipulates the payment of the financial fee and any financial penalties imposed on the licensee after they become final before submitting the application, and that the application for license renewal should be submitted within the 90 days prior to its expiration.
Import applications are submitted and tracked through the Ministry of Energy's electronic portal, with a decision on the application to be made within a period not exceeding 10 working days from the date of fulfilling the requirements. In case of approval, the import license will be issued electronically.
If the application is rejected, the license applicant has the right to inquire about the reasons for the rejection and to appeal to the Ministry of Energy within 15 days from the date of notification, with the right to appeal before the Board of Grievances according to the legal procedures.
