تحت رعاية خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، ونيابةً عنه، افتتح وزير الدفاع نائب رئيس مجلس إدارة الهيئة العامة للصناعات العسكرية الأمير خالد بن سلمان بن عبدالعزيز في الرياض، النسخة الثالثة من معرض الدفاع العالمي الذي تنظمه الهيئة العامة للصناعات العسكرية، ويمتد حتى 12 فبراير الجاري.
وكان في استقبال وزير الدفاع لدى وصوله مقر المعرض، نائب وزير الدفاع الأمير عبدالرحمن بن محمد بن عياف، ومحافظ الهيئة العامة للصناعات العسكرية رئيس اللجنة الإشرافية لمعرض الدفاع العالمي المهندس أحمد بن عبدالعزيز العوهلي، ورئيس هيئة الأركان العامة الفريق الأول الركن فياض بن حامد الرويلي، ومساعد وزير الدفاع للشؤون التنفيذية الدكتور خالد بن حسين البياري، وعدد من المسؤولين.
وبُدئ حفل الافتتاح بعزف السلام الملكي، بعدها ألقى المهندس أحمد بن عبدالعزيز العوهلي كلمةً رفع فيها الشكر لخادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، ولولي العهد رئيس مجلس الوزراء رئيس مجلس إدارة الهيئة العامة للصناعات العسكرية الأمير محمد بن سلمان، على الرعاية الكريمة المستمرة للمعرض منذ انطلاقته عام 2022، وعلى الدعم الكبير لجميع مجالات الصناعات العسكرية والدفاعية في المملكة.
وثمَّن العوهلي تشريف وزير الدفاع بافتتاح المعرض، كما رحَّب بالأمراء والمسؤولين الحضور، وكبار المسؤولين من الدول الشقيقة والصديقة، وجمهور صناعة الدفاع والأمن من المملكة والعالم.
وأشار العوهلي في كلمته إلى أن المعرض خَطا خُطوات حثيثة حتى أصبح منصةً إستراتيجية يجتمع فيها كبار المصنعين والمبتكرين والمستثمرين، بما يعكس الدعم غير المحدود الذي تحظى به قطاعات الدفاع والأمن والصناعات العسكرية من القيادة الرشيدة في إطار رؤية المملكة 2030.
وبين أن من أهداف مثل هذه المعارض تبادل المعرفة وتطوير نقل التقنية والاطلاع على التقنيات الحديثة في مجال الصناعات العسكرية للاستفادة منها في تطوير القوات والنهوض بها لتكون قادرة على مواجهة التهديدات المحتملة.
وذكر العوهلي أن الجهات المعنية في المملكة بذلت قصارى جهدها لتكون النسخة الثالثة للمعرض في مستوى يحقق الأهداف المرجوة، ويعكس التطور الذي تعيشه المملكة العربية السعودية في المجالات كافة، في ظل قيادة خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، وولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان.
وفي ختام كلمته، جدّد العوهلي ترحيبه بالجميع، متمنياً دوام التوفيق والنجاح لجميع الحضور والمشاركين في هذه النسخة في سبيل تحقيق تطلعاتهم من هذا المعرض.
عقب ذلك، شاهد وزير الدفاع والحضور عرضاً مرئيًّا لافتتاح النسخة الثالثة من معرض الدفاع العالمي، ثم شهد وضيوف المعرض العروض الجوية والعروض الثابتة.
والتقى وزير الدفاع وزراء الدفاع وكبار المسؤولين من الدول الشقيقة والصديقة، في المنصة الرئيسية للحفل، جرى خلال ذلك تبادل الأحاديث حول مستقبل صناعة الدفاع والأمن، والإشادة بالفرص المتاحة بالمعرض.
بعد ذلك قام وزير الدفاع بجولة في مرافق وقاعات المعرض، التي شهدت مشاركة أكثر من 1486 جهة من 89 دولة، إضافةً إلى العديد من الجهات الحكومية وكبرى الشركات الوطنية والعالمية، ودشن خلال جولته بالمعرض في جناح الشركة السعودية للصناعات العسكرية (SAMI)، شركة سامي للأنظمة الأرضية، ومجمع سامي الصناعي للأنظمة الأرضية، ومشروع عربات هيت (HEET) المدرعة، كما دشن وزير الدفاع شركة سامي للأنظمة غير المأهولة، وبرنامج ركن الذي يعنى بالمحتوى المحلي في قطاع الصناعات العسكرية ودعم سلاسل الإمداد.
ثم توجه وزير الدفاع إلى المنطقة الجوية، حيث التُقطت صورة تذكارية مع فريق الصقور السعودية، كما وقّع على طائرة «هوك تي 165».
عقب ذلك، شهد وزير الدفاع ونظيره الكوري توقيع مذكرة تفاهم بين الهيئة العامة للتطوير الدفاعي في المملكة العربية السعودية ووكالة التطوير الدفاعي في جمهورية كوريا في مجال البحث والتطوير الدفاعي والابتكار للتقنيات والنظم الدفاعية والعسكرية.
بعد ذلك، وقّع وزير الدفاع مذكرة تفاهم مع نائب رئيس الوزراء وزير الدفاع بجمهورية سلوفاكيا روبرت كاليناك بين وزارة الدفاع في المملكة العربية السعودية ووزارة الدفاع في جمهورية سلوفاكيا للتعاون في مجال الدفاع، كما وقع وزير الدفاع اتفاقية مع نظيره الماليزي محمد خالد نور الدين للتعاون بين حكومة المملكة العربية السعودية وحكومة ماليزيا في مجال الدفاع، كما وقع وزير الدفاع مذكرة تفاهم مع نظيره في الصومال الفيدرالية أحمد معلم فقي، للتعاون بين وزارة الدفاع في المملكة العربية السعودية ووزارة الدفاع في جمهورية الصومال الفيدرالية في المجال العسكري.
إلى ذلك، أكد محافظ الهيئة العامة للصناعات العسكرية بهذه المناسبة، أن هذا الدعم وهذه الرعاية الكريمة يُعدّان دافعاً كبيراً للارتقاء بقطاع صناعة الدفاع والأمن في المملكة نحو الريادة العالمية، بما يحقق الجاهزية العسكرية، ويعزز الشفافية وكفاءة الإنفاق، ويُسهم في خلق قطاع صناعات عسكرية محلية مستدام، مدعوم بإدارة متطورة لسلاسل الإمداد، ومتكامل مع جميع الجهات الأمنية والعسكرية.
وثمَّن محافظ الهيئة العامة للصناعات العسكرية دعم القيادة للجهود المبذولة في توطين قطاع الصناعات العسكرية، وفق مستهدفات رؤية المملكة 2030، التي تستهدف توطين ما يزيد على 50% من الإنفاق العسكري بحلول 2030، وبدأ حصد ثمار هذا الدعم بارتفاع نسبة توطين الإنفاق العسكري من 4% في 2018 إلى ما يقارب 25% بنهاية 2024، نحو توطين ما يزيد على 50% من الإنفاق العسكري بحلول 2030.
وبيّن أن عدد المنشآت المرخّصة والمصرّح لها بنهاية الربع الثالث من 2025 بلغ نحو 344 منشأة، إضافةً إلى 603 تراخيص وتصاريح تأسيسية تشمل مجالات التصنيع العسكري وتوريد المنتجات وتقديم الخدمات العسكرية.
وأكد محافظ الهيئة العامة للصناعات العسكرية سعي الهيئة إلى أن يصل حجم مساهمة القطاع في الناتج المحلي الإجمالي بحلول 2030 إلى نحو 94 مليار ريال، بما يسهم في توفير العديد من الفرص الوظيفية بحلول 2030، تصل إلى 40 ألف فرصة عمل مباشرة، و60 ألف فرصة عمل غير مباشرة.
ولفت النظر في تصريحه إلى أن المعرض يمثل أداةً إستراتيجية تدعم مساعي المملكة نحو تحقيق مستهدفات التوطين، إذ يقدم بيئةً مثالية للتواصل والتفاعل بين المشاركين، بهدف تعزيز الشراكات الدولية في قطاعي الدفاع والأمن، وبما يحقق المستهدفات الوطنية من خلال دعم نقل وتوطين التقنيات، وتطوير الكفاءات الوطنية، وبناء القدرات الصناعية، وتعزيز سلاسل الإمداد.
Under the patronage of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and on his behalf, the Minister of Defense and Vice Chairman of the Board of Directors of the General Authority for Military Industries, Prince Khalid bin Salman bin Abdulaziz, inaugurated in Riyadh the third edition of the World Defense Exhibition organized by the General Authority for Military Industries, which will run until February 12.
Upon the Minister of Defense's arrival at the exhibition venue, he was received by the Deputy Minister of Defense, Prince Abdulrahman bin Mohammed bin Ayaf, the Governor of the General Authority for Military Industries and Chairman of the Supervisory Committee for the World Defense Exhibition, Engineer Ahmed bin Abdulaziz Al-Ohailey, the Chief of General Staff, Lieutenant General Fayad bin Hamid Al-Ruwaili, the Assistant Minister of Defense for Executive Affairs, Dr. Khalid bin Hussein Al-Bayari, and a number of officials.
The opening ceremony began with the playing of the royal anthem, after which Engineer Ahmed bin Abdulaziz Al-Ohailey delivered a speech in which he expressed gratitude to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and to the Crown Prince, Prime Minister, and Chairman of the Board of Directors of the General Authority for Military Industries, Prince Mohammed bin Salman, for their continuous generous support of the exhibition since its inception in 2022, and for the significant support for all fields of military and defense industries in the Kingdom.
Al-Ohailey appreciated the honor of the Minister of Defense in inaugurating the exhibition, and welcomed the attending princes and officials, senior officials from brotherly and friendly countries, and the audience from the defense and security industry in the Kingdom and around the world.
In his speech, Al-Ohailey pointed out that the exhibition has made significant strides to become a strategic platform where major manufacturers, innovators, and investors gather, reflecting the unlimited support that the defense, security, and military industries sectors receive from the wise leadership within the framework of the Kingdom’s Vision 2030.
He indicated that one of the objectives of such exhibitions is to exchange knowledge, develop technology transfer, and learn about modern technologies in the field of military industries to benefit from them in developing and advancing the forces to be capable of facing potential threats.
Al-Ohailey mentioned that the relevant authorities in the Kingdom have exerted their utmost efforts to ensure that the third edition of the exhibition meets the desired goals and reflects the development that the Kingdom of Saudi Arabia is experiencing in all fields, under the leadership of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and the Crown Prince, Prime Minister, Prince Mohammed bin Salman.
At the end of his speech, Al-Ohailey renewed his welcome to everyone, wishing continued success and prosperity for all attendees and participants in this edition in achieving their aspirations from this exhibition.
Following that, the Minister of Defense and the attendees watched a visual presentation for the opening of the third edition of the World Defense Exhibition, and then the Minister and the exhibition guests witnessed the aerial displays and static displays.
The Minister of Defense met with defense ministers and senior officials from brotherly and friendly countries at the main platform of the ceremony, during which discussions were exchanged about the future of the defense and security industry and the opportunities available at the exhibition.
After that, the Minister of Defense toured the facilities and halls of the exhibition, which saw the participation of more than 1,486 entities from 89 countries, in addition to many government entities and major national and international companies. During his tour at the exhibition, he inaugurated the Saudi Military Industries (SAMI) booth, SAMI Ground Systems, the SAMI Industrial Complex for Ground Systems, and the HEET armored vehicles project. The Minister of Defense also inaugurated SAMI Unmanned Systems and the Rukn program, which focuses on local content in the military industries sector and supports supply chains.
Then, the Minister of Defense headed to the air area, where a commemorative photo was taken with the Saudi Falcons team, and he signed on the "Hawk T165" aircraft.
Subsequently, the Minister of Defense and his Korean counterpart witnessed the signing of a memorandum of understanding between the General Authority for Defense Development in the Kingdom of Saudi Arabia and the Defense Acquisition Program Administration in the Republic of Korea in the field of defense research, development, and innovation for defense and military technologies and systems.
After that, the Minister of Defense signed a memorandum of understanding with the Deputy Prime Minister and Minister of Defense of the Slovak Republic, Robert Kalinak, between the Ministry of Defense of the Kingdom of Saudi Arabia and the Ministry of Defense of the Slovak Republic for cooperation in the field of defense. The Minister of Defense also signed an agreement with his Malaysian counterpart, Mohamad Khalid Nooruddin, for cooperation between the Government of the Kingdom of Saudi Arabia and the Government of Malaysia in the field of defense, and he signed a memorandum of understanding with his counterpart from the Federal Republic of Somalia, Ahmed Maalim Fiqi, for cooperation between the Ministry of Defense of the Kingdom of Saudi Arabia and the Ministry of Defense of the Federal Republic of Somalia in the military field.
On this occasion, the Governor of the General Authority for Military Industries emphasized that this support and generous patronage is a significant impetus for advancing the defense and security industry sector in the Kingdom towards global leadership, achieving military readiness, enhancing transparency and spending efficiency, and contributing to creating a sustainable local military industries sector, supported by advanced supply chain management, and integrated with all security and military entities.
The Governor of the General Authority for Military Industries appreciated the leadership's support for the efforts made to localize the military industries sector, in line with the objectives of Vision 2030, which aims to localize more than 50% of military spending by 2030. The fruits of this support are already being harvested, with the localization rate of military spending rising from 4% in 2018 to nearly 25% by the end of 2024, aiming for the localization of more than 50% of military spending by 2030.
He indicated that the number of licensed and authorized facilities by the end of the third quarter of 2025 reached about 344 facilities, in addition to 603 licenses and foundational permits covering military manufacturing, product supply, and military services.
The Governor of the General Authority for Military Industries confirmed the Authority's aim for the sector's contribution to the GDP to reach about 94 billion riyals by 2030, which will help provide many job opportunities by 2030, reaching 40,000 direct job opportunities and 60,000 indirect job opportunities.
He pointed out in his statement that the exhibition represents a strategic tool supporting the Kingdom's efforts to achieve localization objectives, as it provides an ideal environment for communication and interaction among participants, aiming to enhance international partnerships in the defense and security sectors, and achieving national objectives by supporting technology transfer and localization, developing national competencies, building industrial capacities, and enhancing supply chains.
