أعلنت وزارة الموارد البشرية والتنمية الاجتماعية اليوم (الجمعة)، بالشراكة مع وزارة الصحة، بدء تطبيق المرحلة الثانية من قرار رفع نسب التوطين لأربع مهن صحية في القطاع الخاص، وذلك اعتبارًا من 25 ربيع الآخر 1447هـ الموافق 17 أكتوبر 2025، وفقًا للتعريفات والمسميات المهنية المعتمدة.
ويأتي هذا القرار في إطار جهود الوزارتين لتعزيز مشاركة الكفاءات الوطنية في سوق العمل، وتوفير فرص وظيفية محفزة ومنتجة للمواطنين والمواطنات في مختلف مناطق المملكة، دعمًا لأهداف إستراتيجية سوق العمل وبرنامج تحول القطاع الصحي.
توطين 4 مهن صحية
ويستهدف القرار توطين مهن: التغذية العلاجية والعلاج الطبيعي بنسبة 80%، والمختبرات الطبية بنسبة 70%، والأشعة بنسبة 65%، مع تحديد الحد الأدنى لأجر الأخصائي بـ7000 ريال، وللفني بـ5000 ريال، ليشمل جميع المنشآت الصحية في مختلف مناطق المملكة.
وأتاحت وزارة الموارد البشرية والتنمية الاجتماعية الوصول للأدلة الإجرائية عبر موقعها الإلكتروني لتوضيح تفاصيل القرار ونسب التوطين، داعية جميع المنشآت إلى الالتزام بما ورد فيه تجنبًا للعقوبات النظامية المقررة على المخالفين.
ويأتي هذا القرار استكمالاً لجهود توطين المهن الصحية، إذ تتولى وزارة الصحة متابعة تنفيذ القرار بما يتناسب مع احتياجات سوق العمل، كما ستستفيد منشآت القطاع الخاص من برامج الدعم والمحفزات التي تقدمها منظومة الموارد البشرية والتنمية الاجتماعية، والتي تشمل دعم عمليات الاستقطاب، والتدريب، والتأهيل، والتوظيف، والاستمرار الوظيفي، إلى جانب أولوية الاستفادة من برامج دعم التوطين، وبرامج صندوق تنمية الموارد البشرية (هدف). وتؤكد الوزارتان استمرارهما في بذل الجهود الوطنية المشتركة بما يدعم تحقيق الأهداف وتسريع وتيرة الإنجاز، وتمكين الكفاءات الوطنية ورفع نسب مشاركتها في سوق العمل، بما ينسجم مع مستهدفات رؤية المملكة 2030.
The Ministry of Human Resources and Social Development announced today (Friday), in partnership with the Ministry of Health, the start of the second phase of the decision to raise the localization rates for four health professions in the private sector, effective from the 25th of Rabie Al-Akhir 1447 AH, corresponding to October 17, 2025, according to the approved definitions and professional titles.
This decision comes as part of the efforts of both ministries to enhance the participation of national competencies in the labor market and to provide stimulating and productive job opportunities for citizens in various regions of the Kingdom, in support of the objectives of the labor market strategy and the health sector transformation program.
Localization of 4 Health Professions
The decision aims to localize the professions of: therapeutic nutrition and physical therapy at a rate of 80%, medical laboratories at a rate of 70%, and radiology at a rate of 65%, with a minimum salary set for specialists at 7,000 riyals and for technicians at 5,000 riyals, covering all health facilities in various regions of the Kingdom.
The Ministry of Human Resources and Social Development has made the procedural guides accessible via its website to clarify the details of the decision and localization rates, urging all establishments to adhere to what is stated to avoid the legal penalties imposed on violators.
This decision is a continuation of the efforts to localize health professions, as the Ministry of Health will oversee the implementation of the decision in line with the needs of the labor market. Private sector establishments will benefit from the support and incentives programs offered by the Human Resources and Social Development system, which include support for recruitment, training, qualification, employment, and job retention, in addition to priority access to localization support programs and the Human Resources Development Fund (Hadaf) programs. Both ministries confirm their continued efforts in joint national endeavors to support the achievement of goals, accelerate the pace of accomplishment, empower national competencies, and increase their participation rates in the labor market, in line with the targets of the Kingdom's Vision 2030.
