أطلق مركز التحكيم التجاري لدول مجلس التعاون لدول الخليج العربية مبادرة نوعية تتمثل في تحديد واعتماد قطاعات التخصص المهني للمحكمين والخبراء، وذلك في إطار جهوده الرامية إلى تعزيز جودة خدمات التحكيم التجاري وتطوير بيئة تسوية المنازعات بما يتماشى مع المتغيرات الاقتصادية الإقليمية والدولية.
وتشمل قائمة القطاعات 30 تخصصاً مهنياً تغطي المجالات الأكثر ارتباطاً بالاقتصاد الخليجي والعالمي، منها: الطاقة، النفط والغاز، الطاقات المتجددة، الهندسة والمقاولات، العقارات، المنافسة ومكافحة الاحتكار، الضرائب، التأمين، الذكاء الاصطناعي، الملكية الفكرية، البيئة والتنمية المستدامة، الاستثمار الرياضي، الخدمات المصرفية، إدارة الأعمال، النقل واللوجستيات، التحكيم في الإعلام والثقافة والفنون، وغيرها من القطاعات الحيوية.
وأكد الأمين العام للمركز الدكتور كمال آل حمد أن هذه المبادرة تأتي في إطار رؤية المركز الإستراتيجية لتعزيز مكانته كجهة رائدة في التحكيم المؤسسي على مستوى المنطقة، موضحاً أن تحديد هذه القطاعات سيسهم في رفع كفاءة المحكمين والخبراء، وضمان توجيه القضايا إلى المتخصصين ذوي الخبرة العملية والفنية الدقيقة، بما يحقق العدالة الناجزة ويحافظ على ثقة قطاع الأعمال والمستثمرين.
وأضاف آل حمد أن المركز يسعى من خلال هذه الخطوة إلى مواكبة التطورات الاقتصادية، وتلبية احتياجات أسواق دول مجلس التعاون الخليجي في المجالات المتخصصة، مشيراً إلى أن هذه القطاعات ستفتح المجال أمام توسيع قاعدة المحكمين والخبراء المعتمدين، بما يعزز تنافسية المركز على الصعيدين الإقليمي والدولي.
ولفت آل حمد إلى أن إطلاق قطاعات التخصص المهني يُعد خطوة إستراتيجية نحو تأطير العمل التحكيمي بمرجعية متخصصة، ويعزز ثقة المستثمرين، ويواكب التوجهات العالمية في قطاع التحكيم التجاري وتسوية المنازعات.
يذكر أن مركز التحكيم التجاري لدول مجلس التعاون لدول الخليج العربية جهاز تحكيمي إقليمي دولي، ويتمتع بالشخصية المعنوية، وأُنشئ بموجب قرار صادر من قادة دول مجلس التعاون الخليجي بالموافقة على إنشائه خلال القمة الـ14 في الرياض 20-22 ديسمبر 1993. وتمت المصادقة عليه من قبل جميع مجالس الوزراء بدول مجلس التعاون الخليجي، ويعمل على تعزيز دور التحكيم كنظام متفرد قائم بذاته في فض المنازعات التجارية والاستثمارية، وإلى تأهيل وإعداد المحكمين والخبراء وأمناء السر من مختلف التخصصات من خلال تنفيذ برامج تدريبية ذات جودة عالية، ونشر الثقافة التحكيمية.
The Commercial Arbitration Center for the Gulf Cooperation Council (GCC) countries has launched a qualitative initiative aimed at identifying and accrediting professional specialization sectors for arbitrators and experts. This is part of its efforts to enhance the quality of commercial arbitration services and develop a dispute resolution environment in line with regional and international economic changes.
The list of sectors includes 30 professional specializations covering areas most related to the Gulf and global economy, including: energy, oil and gas, renewable energies, engineering and contracting, real estate, competition and anti-monopoly, taxes, insurance, artificial intelligence, intellectual property, environment and sustainable development, sports investment, banking services, business management, transportation and logistics, arbitration in media, culture, and arts, among other vital sectors.
The Secretary-General of the center, Dr. Kamal Al-Hamad, confirmed that this initiative comes within the framework of the center's strategic vision to enhance its position as a leading entity in institutional arbitration at the regional level. He explained that identifying these sectors will contribute to raising the efficiency of arbitrators and experts, ensuring that cases are directed to specialists with precise practical and technical expertise, thereby achieving swift justice and maintaining the trust of the business sector and investors.
Al-Hamad added that the center aims, through this step, to keep pace with economic developments and meet the needs of the GCC markets in specialized fields, noting that these sectors will open the door to expanding the base of accredited arbitrators and experts, enhancing the center's competitiveness at both regional and international levels.
Al-Hamad pointed out that the launch of professional specialization sectors is a strategic step towards framing arbitration work with a specialized reference, enhancing investor confidence, and aligning with global trends in commercial arbitration and dispute resolution.
It is worth mentioning that the Commercial Arbitration Center for the Gulf Cooperation Council countries is a regional international arbitration body, enjoying legal personality, and was established by a decision issued by the leaders of the GCC countries approving its establishment during the 14th summit in Riyadh from December 20-22, 1993. It has been ratified by all the councils of ministers of the GCC countries and works to enhance the role of arbitration as a unique system for resolving commercial and investment disputes, and to qualify and prepare arbitrators and experts and secretaries from various specializations through the implementation of high-quality training programs and the promotion of arbitration culture.
